Each state is broken down into individual county wide PHA’s. You must contact each PHA within the county of that state to ascertain how you can port your section 8 benefits.The porting process happens one of 2 ways:“Absorption”: If funds are available, the receiving PHA picks up the tab foryour sec 8 payments by absorbing cost into their budget.“Billing Arrangement”: If funds are limited or not available, the receivingPHA can structure a billing arrangement wherein your initial PHA agrees tocover the cost of some or all of your Sec8 payments.Bear in mind, if you’re porting into an area with higher rents, your initialPHA may deny your move if they don’t have enough money in their budgetto cover the increased cost of your HAP contract.Basically, if you already have a valid section 8 voucher porting is allowed but the PHA in the county you plan to move to must have enough money in their budget to pay for your anticipated housing expenses or arrange subsidized payments from your old PHA to cover expeniditure.If the county PHA in your chosen state is CLOSED it means there is no new section 8 applications being taken and they have a significant waiting list in place to faciliitate openings that may arise. The rules and regulations are different in every state and every county (every state may have multiple counties and those counties may have their own rules and income limitations). it may be way harder to get on the waiting list in some areas rather than others.
