If universities choose the best Ph.D. candidates first, Why do they make other candidates wait too much before rejecting them?

Happy to take this one.Every year around March, the staff I work with on admissions start asking me when they can send out deny notifications. My general answer is, let’s wait as long as we can for anyone who has a glimmer of a chance.Your question asks why. The simple answer is most/all departments I know (generally computer science departments in the US), including University of Chicago, have a mechanism for sending out additional offers after the initial round. And we want to make sure we do not close the door on any candidate who has a chance, however remote. This is in effect what James Harp says in his answer.Consider the pros vs. cons of early vs late rejection notices. The only benefit to sending out rejections earlier (that I know of) is that candidates will know for sure they have zero chance of joining your program. Perhaps that is some level of closure that is desirable.On the other hand, conservatively delaying rejections for anyone with a remote chance of admission is better for everyone. For faculty, it means they can give out another offer (or two) to their next favorite candidates if/when their top choices decline. This is particularly desirable when you’re in a top program and you’re competing with MIT and Berkeley for PhD students, as we are at UChicago. Competing with MIT/Berkeley/CMU for students means we expect to lose some number of them, and we must be able to give out offers to the next set of students (who are likely still stellar, but just a tiny bit less so). We also must account for the possibility that the admissions committee somehow missed a real gem (this happens). And if we find that student in time (before we reject everyone), there’s still a possibility we can make them an offer in time. From the perspective of the students, staying longer on what is effectively a rolling wait list can only increase their chances of admission. That (to me at least) should outweigh the additional uncertainty they have to suffer through while they wait for a concrete decision.So really, delaying rejections should be in the best interests of all parties involved.Hope that makes sense.
