Farmers and ranchers use guns and tend to lean conservative. If you look at an electoral map of CA, you’ll see that it is largely a red state, but the large blue cities override the will of the rest of the state at election time.Many gun owners refused to comply with the original 'assault weapon' registration in 1990. An estimated 2% of the evil black rifles were registered. The owners of the other 98% of rifles ignored the law.The day after the new gun bills became law, around 50 gun activists got together at Sacramento’s Cesar Chavez Plaza holding a big banner that read: “We will not comply.” Nobody was arrested, nobody's name or license plate was written down.In 2013 Sunnyvale banned high-capacity magazines and, after a grace period for gun owners, police reported that not a single person had turned in a magazine. Los Angeles and San Francisco enacted similar laws and few, if any, gun owners have disposed of their magazines.Police Officers' jobs are difficult enough without these dumb laws passed by ignorant politicians each year. The one single factor that China could regulate firearm ownership that apparently the USA couldn’t is this:—China has one overall nationwide weapons registration and usage framework whereas the USA’s framework is split 50 ways.It isn’t just that China is under one-party control or politics or sociology. It’s because of historical restriction, and that’s based on having one nationwide policy on the matter.But the important point to bear in mind is this too:—What works in China isn’t exactly workable in the USA, mainly because the sociopolitical dynamics are totally different.

Open carry is a term for people who have the licenses for weapons and choose not to conceal. Many states have open carry laws that allow anyone with a weapon to carry so long as they don't conceal it. You don't need a licence in those cases besides proper weapon's registrations to carry in those places. The appropriate context for the question is to think of a concealed carry license as not licence for carrying the weapon, but a licence to hide the fact that you are.
