No unless you have applied for a temporary placard. You can get the application for a temporary placard online from your BMV and your doctor has to sign or approve the item as necessary. They will also deem how long you need to have the placard for according to your surgery and recovery. Then you can send it in toy our BMV. I think maybe you have to pay for a temp placard too, but I know if you are deemed fully disabled, it is free at least in Indiana. You’ll have to read up on it according to your state. What I am quoting is from Indiana too which is probably pretty general from state to state with a few variations from here to there.

The designation shall be made by posting a sign as described in paragraph (1), and by either of the markings described in paragraph (2) or (3):(1) (A) By posting immediately adjacent to, and visible from, each stall or space, a sign consisting of a profile view of a wheelchair with occupant in white on a blue background.(B) The sign shall also clearly and conspicuously state the following: “Minimum Fine $250.” This subparagraph applies only to signs for parking spaces constructed on or after July 1, 2008, and signs that are replaced on or after July 1, 2008, or as the State Architect deems necessary when renovations, structural repair, alterations, and additions occur to existing buildings and facilities on or after July 1, 2008.The referenced paragraphs 2 and 3 describe the required pavement markings.Actual handicap signs can be legally purchased and posted but note that the law requires that this can only be done by person in lawful possession of the off street parking facility. I doubt that this is your neighbor although the question is unclear whether the development is part of an HOA or if this is actually on street parking.If it is on street, calling the police non-emergency number should result in the neighbor receiving a visit and possibly issued a citation. If it is subject to the restrictions of an HOA, a call to their office should have similar effect.There are lots of regulations governing the us of handicap placards and tags but those for the spaces themselves are less well defined.
