There is a finite number of certified and experienced flight controllers. In order to task some of them with working on a new program, those flight controllers would have to be removed from working on either the ISS or Space Shuttle. NASA can't magically make new specialists appear. It is already using its instructors and facilities at full capacity to replace for attrition.

During the Truman administration they government requested that a think tank, the Brookings Institute, look into the societal impact of revealing that we have been visited by extraterrestrials.There was no doubt we had, according to many, many whistleblowers who were aware of the details of the Roswell crash in New Mexico in 1947. Whistleblowers have reported that we have acquired super advanced technology through back engineering crashed UFO's or even UFO's that have been given to us by friendly extraterrestrial races such as the Ebens. Much of this new technology will likely have military applications so it's probably highly classified in order for us to maintain an advantage over China and Russia. So we deny being visited by extraterrestrials to maintain military secrecy. He has acknowledged that fact.Disclosure is coming. I suspect that the plan is to gradually disclose the reality of this subject, over a twenty year period, from what I'm hearing. I have reason to believe it will only be a partial disclosure, due to the defense related aspects of this subject and criminality involved in other aspects - such as using slave labor on Mars.
