Why do some military flights choose to land at civilian airfields, even if there is an air force base in a close proximity?

I currently fly helicopters for the Coast Guard and previously flew them in the Army National Guard. I also do some fixed wing general aviation flying. In the Coast Guard we frequently have to refuel away from home station in the course of doing search and rescue (SAR) missions, when repositioning an aircraft for a deployment/maintenance, and less frequently to stop somewhere and grab a bite to eat in conjunction with a training flight.If I have the option I always land at a civilian airfield over military one. Here are a few reasons why:Military airfields usually require a 24 hour prior permission request (PPR) when landing. Lots of my missions are reactionary and unscheduled, so there is no time or opportunity to get one. Most USAF bases require 24 hours notice to do lights out operations to the field, whereas if we want a civilian field to turn off the lights we just ask the tower to do it over the radio. We need the lights to be out to practice night vision goggle (NVGs) maneuvers.Lining up accommodations is way easier using a civilian fixed base operator (FBO). Even with no notice that we are landing most FBOs will be happy to send out an employee at anytime to provide fuel and can usually give us a loaner car and if needed arrange for a rental vehicle and hotel rooms. If we stop at a military base we have to make those arrangements on our own.Flight plans. To file a flight plan out of a civilian field I pull out my iPad, open the foreflight app, check the weather, plan the flight and file. At a military field I plan the flight on my app but I also have to fill out a DD 175 flight plan. This form hasn’t changed in over 30 years and it requires that I receive an official military weather briefing. So I have to arrange in advance for weather to be faxed/emailed or call up a military weather briefer who looks at the same info I can access on my IPad and tells me about it. These weather briefers are a huge help when deployed somewhere that doesn’t have any other options for weather forecasting but in the United States they are redundant. In order for me to give the DD 175 to base ops I have to have a military wx briefers initials. After I pass the completed form to base ops they will then call in my flight plan using a telephone and pass it to the tower. Jumping through the DD 175 hoop wastes at least 20–30 minutes of my time.It’s hard to do things that should be easy. Many years ago after picking up our aircraft from the port in Charleston we flew them over to the USAF base co-located at the Charleston airport. It was wintertime and the forecast was for below zero temps with 100% chance of precipitation. Not a good time for helicopters to be outside. It took over three hours to talk to all the proper people to arrange to move our six aircraft into a hanger. That base had enough empty hanger space accommidate 100 H60 helicopters but it had to go all the way up to a full bird colonel to get permission. The following day we were informed that we had to have a tow plan filed with base ops to get our aircraft removed from the hanger. I can understand the importance of this when moving large C-5s/C-17s, but for helicopters it’s absolutely silly. A few years later I found myself in a Charleston, this time across the ramp at the FBO, prepositioned to respond to a hurricane. The weather was forecast to be pretty bad, I talked to the lady at the FBO desk and it took five minutes to make arrangements to get us towed into the hanger.Hours of operation and access. An FBO will often stay open late or have an employee come out at 2 am to sell us a few hundred gallons of fuel because they make a profit off of it. Military bases are often closed on the weekends and have limited hours during the week.Food. FBOs are in many cases located closer to food options for lunch. Military bases don’t have many food options and it can be hard to get a vehicle from base ops. FBOs usually have loaner cars and if a bunch of military aircraft are coming in at the same time they will arrange food ahead of time provided you are getting plenty of gas. We never ask for free food and usually offer to pay, but the FBO always won’t take my money. It might have something to do with the $1500+ of Jet A per aircraft we just bought.I could add several more reasons…
