In 1995 I was only two years out of high school but I had amassed twelve years of practical experience doing computer stuff. One such friend was the officer in charge everything related to the PC at the base. This guy had a Navy budget and a passion for technology.In the early 80s a Navy budget for all things Personal Computer meant all of the things, and in many two or three or a dozen of the things. (including my home state of Florida) 790.29Here’s how the California law reads…(b) (1) Any person who teaches or demonstrates to any other personthe use, application, or making of any firearm, explosive, ordestructive device, or technique capable of causing injury or deathto persons, knowing or having reason to know or intending that theseobjects or techniques will be unlawfully employed for use in, or inthe furtherance of a civil disorder, or any person who assembles withone or more other persons for the purpose of training with,practicing with, or being instructed in the use of any firearm,explosive, or destructive device, or technique capable of causinginjury or death to persons, with the intent to cause or further acivil disorder, shall be punished by imprisonment in the county jailfor not more than one year or by a fine of not more than one thousanddollars ($1,000), or by both that fine and imprisonment.A subsection provides….“Civil disorder” means any disturbance involving acts ofviolence which cause an immediate danger of or results in damage orinjury to the property or person of any other individual.So under this extremely broad wording, anyone who gives firearms instruction to another person with the intent to “cause or further” an act of violence against a person or their property is committing a crime.You could make the case that almost any training that’s defensive oriented could meet that standard.
