There was no qualifications other than those “assumed” - like having a sheriff sitting on the board. But it turned out those appointees were chosen more on the basis of giving favors to those who agreed with the politician who appointed them. So those boards suppressed the licenses issued tremendously and even when they approved a license application it took weeks, even months.Illustration: I got my first Michigan concealed carry license in July-August of 1967. At that time there were over 5 million age-eligible people in the state. But the actual number of active licenses (they all have expiration dates like drivers licenses) was under 50,000 (closer to 48,000 as I recall).7 Fast forward to early 2002, when Michigan’s total adult pop. had crept up above 7 million: STILL only about 50,000 active licenses! But Michigan passed a Shall Issue licensing law -effective Oct. 2002. (we didn’t eliminate the boards, just left them out of the bureaucratic loop-later did eliminate them).As of last month (Jan.2017-roughly 15 years later) there are 580,000 active concealed carry licenses. That means that between late 2002 and Jan. 2017 the total has increased by 530,000. That’s 10X more and a significant increase in percentage of license holders. I have read stats from other states that’ve switched to Shall Issue since 1995 (when that model law began passing around the state legislatures). The same general numerical curve applies for each of those switch-over states since 1995.42 of the 50 states now have “Shall Issue” with only 8 states where the Democrats have refused to pass Shall Issue.
