Increasingly, actual reports are written on the computer, sometimes on the in-car computer in the squad car and transmitted to the department’s printer at HQ.As well, most all departments use some sort of computer-aided-report program which has a universal template where you just fill in the blanks and write your narrative.OR… Some departments use a system like both the major city and county departments do here…You simply call in your report to an operator who actually “writes” the report based on the officer’s information. (this only for minor or routine reports.)However, we’re usually required to carry a wide variety of other special-purpose forms in the car. We have a summons-in-lieu-0f-arrest form, citation books, “Criminal Trespass” warning books, motorist-assist forms, etc.This is actually better than when I started my career…We had a separate form for each type of crime (and heaven forbid you mis-classify…) and all reports were written out with pen and paper.

Children’s care homes have a policy of reporting every unauthorised absence by a resident. One would report the same child (15 years old) several times each day, as they just walked out when they felt like it and the staff were not allowed to prevent them physically. It was not unusual for them to register 4 or 5 reports in one day! This then, as far as they were concerned, transferred the responsibility from them onto the police. These accounted for the overwhelming majority of our missing children reports.Eventually I insisted that they complete a template police missing person form for each resident, leaving just time and date of absconding and clothing worn, blank, to be filled in by their staff when making the report.Nearly all small children were found within a matter of minutes, ocasionally hours, often at a friend’s house, or even concealed in their own house. Those reports were treated as Grade 1 emergencies.Older kids and teenagers could be gone for longer and provoked more serious and prolonged enquiries and active searching. Some teenagers, particularly girls, were probably indulging in inappropriate relationships, but these were investigated by specialists, with considerable difficulty, given the reluctance of the ‘kids’ to co-operate.In my 30 years I was involved in only one search which turned out to be the result of criminal abduction and, sadly, the murder of 2 young girls. The perpetrator is now in prison, since 1990, and cannot be released until 2054 at the earliest, when he would be 88. Hopefully nature or some other form of karma will deal with him before his release becomes a possibility. Child murderers are not popular in prison and he has been attacked a number of times.Only a handful of child disappearances go unresolved or end in death.

Change age ??? Here is a small true story with management lessons I learnt.I was working in Middle East bank in the IT department. I was part of implementing HR reporting modules and hence, had to understand all the functions of the HR department. The official Bank timing was from 8AM to 2PM. As expats, me and the HR head used to come after office hours at 6pm and stay till 9pm to close pending things.Selection and training was round the year and candidates used to come with their CVs and submit in the HR department. Some, were taken directly to the HR manager, who welcomed them, offered tea, kept their CVs and came out to open his cabin door for them. This was unusual as they must be some sort of VIPs.So, one day, I met this flamboyant lady Faiza (with a distinct perfume smell ) who was looking well into her 30s and spoke good English. After she met the HR manager, he asked me whether I can print an offer letter urgently. Since, I knew the template, I prepared one with blank names, designation, pay and joining date.The next week she joined the HR department as officer. She was given a cabin and her role was to sort incoming mails (not emails) and share potential profiles with Manager.Faiza came to office in a Merc C class. Every half-hour she would touch-up upon her makeup, apply perfume from a small tiny bottle (that would light up the whole bay) and be on phone chatting endlessly.She was divorced and had a 9 year old daughter. As a single parent she would always call home and talk to her daughter and also give instructions to the maid at home.She would leave office on-time and rush to watch 'Bold and Beautiful' drama regularly (and any Bollywood movies that got released during the weekend).She didn't have much work but would discuss with HR Manager on important profiles. But, overall she kept the bay alive by talking, joking and making fun of others.After 6 months, my Manager called and asked me to print a re-fitment letter urgently. The name was Faiza and she was to be re-designated as Manager. This time I had to fill in the details from her passport and also update the system.When I saw her passport, the thing that stuck me was her DOB. My God is she 24 ??? She looks well into her 30s and has a 9 year old daughter.When I asked my Manager, he looked deeply into my eyes and said in one word "Vaasta" with his hand gesture pointing to the roof (meaning very high). This powerful word means "Recommendation" in countries which are ruled by kings. It also means, that the person who comes through Vaasta should be treated like Royalty if they have the Vaasta is signed directly by the Minister.This lady Faiza was related to the Internal affairs ministry and her brother was head of Royal Police department. Both these departments are in-charge of issuing passports :)So, the lessons learnt are:- There are normally three layers in management. The lower, middle and the Exec level. In middle-east there is one more layer called the "Royalty" /aka "Blue blood"- A good manager is one who can make a person feel important by giving an ordinary job and making it feel important.- 'A good manager must be half-blind and a good worker must be half-deaf' goes a saying. In a hierarchical organization sometimes you have to be half-deaf and half-blind to some people.- You cannot be inquisitive or make friends (or enemies) with Rich, Powerful, Police & criminals. Keep away.So, to answer your question ? Officially Yes!! which makes it legal. Biologically ? No...as the funny saying goes " You can do cosmetic surgery or wear makeup that makes you look young, but you cannot cheat a flight of stairs"
