Depends where you live I guess. I live in Winnipeg, last time I checked it was still in Canada. The crime rates we get here (and that goes for any other major city in prairies - Regina, Saskatoon, Edmonton, Thunder Bay, not to mention places like Thompson or North Battleford) are comparable to not-so-well-off parts of US or even some 3rd world countries… homicide rates, property and violent crimes, rapes, car thefts, you name it. You shouldn’t go downtown after 7PM if you don’t want to be mugged and stabbed, you can’t leave your bike locked on the street or in front of your own house without being stolen in 10 mins, you can’t leave anything valuable in your car, you can’t leave anything even in your own backyard or garage, you need double locks on your doors and monitored alarm system… Drug deals in shopping malls, used needles on playgrounds, armies of homeless, intoxicated people sleeping on sidewalks, abandoned shopping carts everywhere and panhandlers begging for booze money on each corner, tattooed gangbangers parading around with machetes and guns dealing crystal meth and crack, arsons, gang tags in back lanes and crack houses on each block around North End/Downtown/West End, boarded up and burnt down buildings, overcrowded homeless shelters…Add to all that corruption on every level possible, poverty, decayed infrastructure (worst roads in Canada and possibly North America, frequent power outages, dumping raw sewage into rivers), overloaded inefficient healthcare system (worst ER wait times in Canada and nurses doing 16 hrs shifts), poor education system where you have to put your kids in private schools if you want them to learn anything - we have worst reading, math and science results in Canada, corrupt and broken justice system (we call it revolving doors of justice) where with fat criminal record you get 5 years for 1st degree murder while breaching parole for 17th time in 2 months, but you can also get 5 years if you hurt some crook while trying to protect your family during home invasion.Isolation (7hrs drive to a next major city) and not so great weather (5 months of harsh winter out of which 3 months you get average -25C) don’t help much either.

You cannot get access to it. The simple way is to ask the person that you need the transcript on, to go to the police station and get it. Only the owner can ask the police for the transcript. I volunteer and I am required to provide a back ground check before I can do the volunteering. I just go to the police station and get it. It takes a few weeks.
