It is difficult. Avoid any UK arrival or connection…London, Scotland, unless you want your dog quarantined for 6 months on your dime. If you connect thru the above places you run the chance of the same. Not sure if yours is a support dog but advise airline ahead of time as they might not allow support dogs in cabin, if they do, dog might need to be in an airline approved container, even though it totally denies the reason for a support dog, but check with airline.If you do not have a support dog, most airlines limit two (2) domestic animals per cabin, but some limit it to one (1) per cabin. You will need to pay an excess baggage fee which depending on the airline, could cost between $150 to $300 each way. Unless your trip to Europe initiates in Canada please avoid any Canadian airline or Canadian connections; same for Mexico. Unless you connect is in the USA and the international flight from USA to Europe is on an American flag any other carrier will not accept your support animal to in cabin, neither will it go for free down below in cargo. AC (Air Canada) for example does not recognize support dogs and, therefore, if they must allow a dog in cabin, it need managerial approval and it will to be in an airline approved kennel the entire flight, plus it will cost you about $300 each way. Canada does not have an Emotional Support Law so at all costs, take a nonstop flight from the States to your final destination in Europe, because if you connect in Canada (or Mexico) on your way to Europe, you need another vet certificate from a local (connection city) vet, (in addition to the American one) as well as an authentication from the local DA / Agriculture Department; Canada makes you do this, so don’t tempt fate. Support Animals on Board is a US Federal law, not an International one so don’t expect NON-US carriers outside of the US to abide by unless a NON-US aircraft is boarding in the USA and flying nonstop to your European foreign destination. Beware of codeshare flights; if the aircraft is NOT an American flag one and your are NOT boarding in the USA, forget it….!Make sure dog has the required vaccinations per country of entry requirements, and that is healthy and flea free. For entry into the EC dog must be microchipped, so if your animal is not get it done asap, and keep chip information in a safe place. Once dog/cat has required shots, microchip etc, go to a vet familiar with Pet International Travel. If he/she is they will download the EC International Pet Travel Certificate also called the The APHIS Vet Health Certificate (Form 7001) for International Pet Transport, otherwise some will request you to print it yourself and bring it in; I would avoid those. There is a section in the form for you to complete and another for the vet. At times vet will call closest USDA office during the visit just to confirm where the information is to be entered as the form is confusing. If certificate is sent to DA with incorrectly placed info, it will be returned unstamped and chances are, you will miss your flight because this. Certain countries also ask that once the USDA certificate is completed by vet, that it be authenticated by their nearest consulate; check with consulate to make sure this is required.Send vet certificate to nearest DA office unless there is one near you. Once authenticated by DA have them send paperwork via prepaid Fedex label to nearest consulate also requesting their authentication if required. Instruct consulate as of the urgency so that once they are done with it they sent docs back to you (via Fedex as well) and why do you say? Because certain countries have a 10 day certificate validity, between the date signed on the APHIS form by vet, the DA office authenticating it, and the consulate doing their thing. So …..no more than 10 days should elapse between vet sign off, DA & consulate sign off and arrival in Europe, Otherwise authentications become null and void after 10 days. When your city does not have a DA office (like mine… Phoenix, AZ) you have to FEDEX your docs to the nearest DA office (Albuquerque, New Mexico was the nearest for me) ask them to authenticate the vet docs, then to send all via prepaid Fedex to the appropriate consulate. I provide USDA with the consulate’s address & tel. nr. in writing, the consulate did their thing and they Fedex it all back to me.Enclose prepaid Fedex labels for DA office and consulate (if needed) so they can send all to you. Enclose clear written instructions where to mail docs to, and make sure all entities are aware of your 10 day deadline. Mind the Fedex transit time, the DA and consular turn around times, and possible HOLIDAYS not just in the USA but also in the country of your arrival. Consulates tend to close on THEIR own country holidays too check this, use Fedex prepaid labels (not USPS) otherwise you will not get your papers in time. Of course no such expense necessary if your city has both a DA office and a consulate, still you are required to present the paperwork for authentication no matter what. You can go in person but you need to schedule ahead of time for the DA office, and the consulate most likely too… it depends on the consulate, so call ahead. The DA also charges you for the authentication, I belive i is 20 or 30 bucks..not quite sure; you can send them a personal check. If you are going to use Fedex but are a bit confused on how to set up an account to print your own prepaid labels, call their Customer Service and they will help you set it up online for free. They will also instruct you on how to do the labels…quite easy. The cost of each shipment (pre-paid label) is automatically deducted from the bank account you designate when you open the Fedex online account.I had to go thru all this but these were Portugal’s pet entry requirements and most countries have similar requests. Some more, some less, but once you decide where you are going, start checking stuff online and contact the consulate (s) and start preparing…. not just you, but your dog as well.
