PDF Editor FAQ

What measures should be taken for the benefit of farmers in India by the government?

No more loan waivers. This may surprise you or may not, but as a farmer I seriously wish that loan waivers stop as soon as possible. To be very honest, it's very useless.Construction of water reservoirs. This will not be liked by environmentalists but if anyone seriously wants to uplift farmers, there should be construction of large dams, ponds and whatever is possible to store as much of as water is possible.Water is the primary need for farming. Everything else is secondary. If there's no water, every other attempts are useless.Money not spent on loan waivers should be utilised for construction of dams and canals. This will be much more useful than loan waivers.Provide electricity.I have heard that 24/7 electricity is luxury in most of the Indian states. In Porbandar, we have availability of electricity all the time and it has helped us a lot.The right use of subsidies.I personally believe that there are subsidies on many equipments and fertilisers which is unnecessary. For example, if tractors are heavily subsidised, rather than its equipments, it will be more useful. You can borrow someone's plough, but not tractor.Buying of farm produce by government. This should be stopped immediately wherever it is happening. There's a lot and lot of corruption. It's a burden on government. There are never enough godowns to store bought produce.Rather than buying, government should directly transfer money to farmer's account. For example, a farmer sells Groundnuts for ₹800/20 kg and the government has declared ₹1000/20 kg as support base price. Now, if he submits authentic bills with valid GST No, the “required” money should be transferred directly to his account. This will remove the corruption from the ground level. Because farmers will insist on getting proper authentic bills for benefits from the government.

Why is the government not waiving farmers' loans in India? In the past three years, they waived off 1.14 lakh crore in corporate loans. Why are farmers not on the priority list?

Some state governments are - But India cannot afford it.Offering Farm Loan Waivers to defaulting farmers is like trying to treat a kid’s injury by giving him a lollipop. These schemes are short-cuts taken by the governments to wash their hands off their own responsibilities and win a few votes - these actions are nothing short of an act of betrayal - anti India, anti-economy and anti farmers. The state governments have waived farm loans for the farmers in the state of Andhra Pradesh, Telangana, Uttar Pradesh[1][1][1][1] and Maharashtra[2][2][2][2].There is currently a demand for waiving farm loans in the states of Tamil Nadu, Odisha, Haryana, Karnataka, Rajasthan, Gujarat, Uttarakhand, Madhya Pradesh and Punjab. The loan waiver in Telangana: 17,000 [3][3][3][3]croresThe loan waiver in Andhra Pradesh: 24,000[4][4][4][4] [5][5][5][5]croresThe loan waiver in Uttar Pradesh: 36,359[6][6][6][6]croresThe loan waiver in Maharashtra: over 30,000[7][7][7][7]croresTotal bill of loan waivers in case almost all demands are met: 10,00,000[8][8][8][8]croresThat is USD 155.3 Billion - almost 2.5 times our defense budget, 2.4 times our health budget and almost 3.5 times our education budget - something that we just cannot afford. Is there a genuine issue that the Indian farmers are facing?Well, thanks to our lack of long term planning and social security - an Indian farmer has trans-morphed into a habitual gambler - who is forced to go all-in, every year - against the odds of weather, rains, availability of fertilizers, quality of soil, sale price of his eventual produce and in some cases - political patronage.Matters become worse due to lack of assured electricity - access to technological know-how - cheaper transport - non predatory farm loans, availability of basic amenities like roads, water and access to godowns and cold storages. It is thus highly unlikely to be an Indian farmer and have a great CIBIL score. So, should we just waive off all these loans? No. Government should instead work towards providing better infrastructure, technological know-how and social support - which would enable this to become a profitable and stable source of livelihood - remember, there are no taxes on agricultural income. Many of the states where there is a demand for farm loan waiver are the ones going into the election cycle.Chances of getting a loan waiver has made many farmers stop the payment of their EMIs - leading to a 50%[9][9][9][9]increase in loan defaults across states - convincing the bank managements that giving out loans to farmers is bad for business.Who loses here ultimately? The Indian farmer as usual. The farmers should agitate - not for loan waivers - but for roads - electricity - water and access to technology.State Governments in India should waive off - not the farm loans - but their inaction - corruption and inertia.Banks should be shy - not of giving loans to small farmers - but of giving just the loans and no support and infrastructure that helps guide a farmer all the way, helping him get better access to the markets and the end users.Media should sensationalise - not a few goons taking over roads, burning vehicles and destroying farm produce - but the sheer lack of basic amenities like roads and cold storages in our hinterlands, along with the heinous treachery of the middlemen, which has resulted in what we all face today.Thank you for reading. Cheers and peace.Footnotes[1] Yogi Adityanath govt decides to waive farm loans in Uttar Pradesh[1] Yogi Adityanath govt decides to waive farm loans in Uttar Pradesh[1] Yogi Adityanath govt decides to waive farm loans in Uttar Pradesh[1] Yogi Adityanath govt decides to waive farm loans in Uttar Pradesh[2] Maharashtra announces farm loan waiver, farmers call off protest[2] Maharashtra announces farm loan waiver, farmers call off protest[2] Maharashtra announces farm loan waiver, farmers call off protest[2] Maharashtra announces farm loan waiver, farmers call off protest[3] Telangana concludes last phase of Rs 17,000-cr farm loan waiver[3] Telangana concludes last phase of Rs 17,000-cr farm loan waiver[3] Telangana concludes last phase of Rs 17,000-cr farm loan waiver[3] Telangana concludes last phase of Rs 17,000-cr farm loan waiver[4] Loan waiver a boon or a bane?[4] Loan waiver a boon or a bane?[4] Loan waiver a boon or a bane?[4] Loan waiver a boon or a bane?[5] Farmers wilfully defaulting on loans in hope of waiver - Times of India[5] Farmers wilfully defaulting on loans in hope of waiver - Times of India[5] Farmers wilfully defaulting on loans in hope of waiver - Times of India[5] Farmers wilfully defaulting on loans in hope of waiver - Times of India[6] Yogi Adityanath government announces farmer loan waiver to the tune of Rs 36,359 crore[6] Yogi Adityanath government announces farmer loan waiver to the tune of Rs 36,359 crore[6] Yogi Adityanath government announces farmer loan waiver to the tune of Rs 36,359 crore[6] Yogi Adityanath government announces farmer loan waiver to the tune of Rs 36,359 crore[7] Maharashtra government agrees to waive farm loans - The Economic Times[7] Maharashtra government agrees to waive farm loans - The Economic Times[7] Maharashtra government agrees to waive farm loans - The Economic Times[7] Maharashtra government agrees to waive farm loans - The Economic Times[8] Farmers wilfully defaulting on loans in hope of waiver - Times of India[8] Farmers wilfully defaulting on loans in hope of waiver - Times of India[8] Farmers wilfully defaulting on loans in hope of waiver - Times of India[8] Farmers wilfully defaulting on loans in hope of waiver - Times of India[9] https://ftalphaville.ft.com/2017/06/13/2190038/im-shocked-shocked-indian-farm-loan-waiver-edition/[9] https://ftalphaville.ft.com/2017/06/13/2190038/im-shocked-shocked-indian-farm-loan-waiver-edition/[9] https://ftalphaville.ft.com/2017/06/13/2190038/im-shocked-shocked-indian-farm-loan-waiver-edition/[9] https://ftalphaville.ft.com/2017/06/13/2190038/im-shocked-shocked-indian-farm-loan-waiver-edition/

Why is Prime Minister Modiji still reluctant to look into the demands of TN farmers who are protesting in Jantar Mantar when he has time to tweet?

It is a tricky situation. When the PM heard such delegations, but didn’t satisfy the demands, the news went like this:PM heard us on loan waiver to farmers, but didnt respondShould the PM directly meet even if he knows it is only photographs and not really changing things on the ground? The demand of the TN farmers are well known, but something the central government cannot meet. They are asking for Rs. 40,000 crores of assistance to Tamil Nadu besides the central government waiving all the farm loans. Nobody had such a big demand. Karnataka and a few other states too are going through a drought. When UP had issues in agriculture its government paid for such loan waivers [UP loan waiver puts three CMs in a spot, Punjab likely to announce relief for farmers soon]. Why are the farmers not protesting in Chennai, but in Delhi?Tamil Nadu is already on a financially reckless path with spending way more than revenues [these often indirectly get billed to the central government]. TN faces huge revenue deficit over Rs. 9,000 croreWould it be fair to other states if the central government allocates more resources to one state alone?Experts have been warning on Tamil Nadu’s looming water crisis - The desertification of Tamil Nadu - but neither the state nor its people did much. In this answer: What are the practical solutions for Tamilnadu's drinking water problem? - I have talked about the need for big changes in our behavior and habits.Modi meeting the farmers is not the main issue. The main issue is how can Tamil Nadu get out of the water crisis and that is predominantly one Tamils have to solve than bringing out begging bowls. We often forget that we got favorable water deals from other states - including with Kaveri and Mullaiperiyar - due to the past strength of the Madras presidency. However, as our leaders no longer have big influence outside [they exclusively talk of Tamil without paying heed to rest of India] and as water shortage looms across south India, those deals might not last and Tamil Nadu has to figure out a way to change its lifestyles drastically.
