I live in Oman and expats living here feel that this is the best GCC country to live in. I haven't been to other GCC countries so I write this answer based on the opinions I heard from people who have lived in the other countries. My opinion is purely based on my experiences and belief systems. So please decide for yourself. I tried to point out the down sides of living in Oman as well.Oman is the best because:Friendly People:Omanis are very courteous, polite and friendly in fact they are the most friendly among all the GCC countries. They respect you as a fellow human being. (I've heard Saudi's are very arrogant and do not respect other nationalities). People here believe that compared to Omanis the rest of the GCC nationalities like Emiratis, Bahrainis, Qataris or Kuwaitis are rude and arrogant. I left out Saudis because there is no doubt about their arrogance and people warn you not to go there if you prefer peace of mind over money.Mountains, Beaches, Sand dunes and Wadis:Oman is a very beautiful country with diverse geographical features like mountains, beaches, Sand dunes and Wadis with a lot of fresh and clean water to swim.It is a clean country with literally no pollution and good roads to access any part of the country. So if you are an out door personality and if you can buy a car and drive this is a heaven especially during the winter. (November - February)Oman has a great potential for adventure tourism like mountaineering, abseiling, canyonning, Water surfing, snorkeling, Scuba diving, desert camping and driving.No other GCC country is as beautiful and has a diverse landscape as Oman. UAE, Qatar, Kuwait and Bahrain have nothing but deserts, beaches and huge shopping malls while Oman is blessed with natural beauty and vast landscapes. This alone can make Oman the best country among the GCC states.Cost of Living:Compared to UAE, Bahrain Qatar or Quwait cost of living in Oman is cheaper. But you get everything you ask for. One of my colleagues said he could save double the amount of money in Oman than what he used to save in Dubai. If you are living in small towns in Oman then you don't have any place to shell your money out. (No big shopping malls, No KFCs or Mac Donalds, Cinemas or Costly restaurants) Only cities like Muscat, Sur, Sohar, Salalah and Nizwa have got those places where you can spend your money. House rent is cheap except in Muscat. But HR is much cheaper in Muscat than in Duabi.Safety:Oman's political stability is unquestionable. The king “Sultan Qaboos” is the most peace loving leader of this region who has maintained a friendly relation ship with the rest of the world. There is literally no law and order problem and I often forget to lock my house and nothing happens. Police is easily approachable and they are very friendly and genuinely try to help you in every way possible. (Once I forgot to collect my resident card after renewing my car's registration. An Omani police officer went out of the way to find my mobile number and located me in a shopping mall to handover my card. I was awestruck and couldn't believe it at all. In fact till I received the call I didn't realize that I forgot to collect my card). So literally no violence and safety is guaranteed. Women who have a car and license, drive alone everywhere.Religious Tolerance:You are free to practice your religion. Muscat has two Hindu temples and a Church to my knowledge. You are free to wear what you want to wear. Though this country values its culture very much they don't bother how you dress or what do you practice. You are not allowed to consume alcohol in public. But people drink in their homes or in bars. There are liquor shops in Muscat but you need to have a liquor license to buy alcohol.Stress free work Culture:In general life in Oman is slow and stress free. People are not exploited or pressured to work against strict dead lines. Omani administrators are easy going and very generous people and not demanding. Hence life is easy and stress free here. All the government jobs follow five days work culture whereas many private firms work six days a week.Internet, Communication and Banking:You get good speed for the money that you pay, connectivity is good. Skype is banned so people use VPN and VOIP calls to talk and chat. Getting a car loan or a personal loan is very simple and most of the expats make use of these facilities.Transportation:It is the biggest problem for the expats. Unless you get a license and buy a car you'd feel like imprisoned. You can't move any where and finding a taxi is difficult. Literally there is no public transportation so you have to wait for a long time to find a taxi or engage a taxi which will burn your pocket.P.S: In my opinion schooling for expat children is a nightmare in Oman. Health care is also not very good especially for emergency situations. People who like to have a post modern city life may not like Oman but for the ones who like to have a serene, peaceful life and save a good amount of money every month, this is the best place .

Is Bahrain or Oman the most livable country in the Gulf region, among Western and non-Western expats?

I spend 3 years in Oman and for the last 2 years I am living in BahrainThere is not much difference :Bahrain is more open to western culture has more party places.In Oman, you need to have a liquor license to buy it shops (2 or 3 shops in whole Muscat) whereas in Bahrain no need for a license.International cuisines and restaurants are more in Bahrain.I enjoyed myself more in Bahrain compared to Oman.In Oman, the beaches are more wide and free entry however in Bahrain most of them are paid for.Oman is big and there are lots of things to see, more greeny & naturalistic where in Bahrain its small and less green.
