I do not know. There are many occasions where you are asked for for proof of identity and for most the only form of identity with a photo is a “new style” driving licence or a passport. My wife has neither. She can produce a birth certificate but it could apply to anyone of a similar age, and is no proof of identity really. Other things such as Utility bills have a name on but how can you prove you actually are the Mrs xxxxxxx named on the bill?There are schemes enabling young people to prove they are students, below or above a certain age, members of a Student Union and so on.No one seems bothered about wearing a name badge with a photo in large organisations and many people carry Union membership cards, association membership cards, club membership cards and so on.So really given that most people have to prove their identity at some point it seems entirely sensible and logical to have an agreed National Scheme. I really do not see what the objections are. One other solution would be reduce the price of a passport and insist everyone has one, but that seems a bit silly.To solve my wife’s problems she got a bus pass from the local council!
