Here are few high level guidelines for progression, for India:1. Caste-wise metrics should be created, measured every year. At least 100 measures on growth and proportional representation are required.2. Timeline based goals should be set to move lower castes upward.3. When caste representation is within target tolerance, consistently for a decade, country should move to Level 2.

The last one came out in 2013 with the next review scheduled to come out in 2017-18. Journals are ranked as A* (the best), A, B and C.Another popular ranking system is the Scimago Journal & Country Rank (SCIMAGOJR). The SJR indicator is a free journal metric and is different from the impact factor. It takes into account the number of citations received by a journal as well as the importance or prestige of the journals where they are cited.
