No the Labour Government was. It introduced the Licensing Act 2003 to make pubs more “family friendly” and to rationalise local government licensing. The Licensing Act gave more power to local residents in respect of making representations about what a licensed could and couldn’t do. That added to the beer tie imposed by brewers on the pubs they own.For those who do not understand the tie it works like this:Janet and John becomes tenants of Megapissed breweries. As part of that tenancy they agree only to buy their beer from Megapissed. Now Megapissed charge their tenants £150 per barrel of bitter which is what they charge their tenants. They have sophisticated metering equipment to ensure no rogue barrels get sold.Now Bill and Ted own a free house. That means they aren’t tied to any brewery. They go to Megapissed and buy the same bitter at £80 a barrel.Unsurprisingly the tenants can’t make a profit. After a number of tenants have had the pub and failed the brewery says “This pub can’t make a profit” close it ans sell the real estate for housing.So it’s not really the government that’s to blame. There’s some sense in the ideas behind the Licensing Act 2003 although it should never have been moved from the magistrates to the local authorities. Its the tie that has closed more pubs than ever the Licensing Act has
