The ITO Skywalk in New Delhi has been fully funded by the Central Government and not by the AAP Government of Delhi. This project is being inaugurated on 15 October 2018.The PWD of Delhi Government was only assigned the work to construct it, but the whole funding was made available by the Central Government.Now, if I engage a contractor or agency to construct some house, and the full payment is made by me, then who would own it? For example, many infrastructure projects in India are being constructed by private contractors (such as L&T, Reliance Infrastructure Ltd., Jaiprakash Associates, etc.) but if the payment is made by the Government agencies such as NHAI, then who would own them?Delhi Government’s Public Works Department (PWD) Minister Satyendar Jain has himself admitted that the project was funded by Central Government while the Delhi PWD constructed it.[1] In fact, he appears to be happy that the PWD got a chance to construct it. Do I need to give the reason why he appears to be happy over this, i.e., that his PWD got a chance to construct the skywalk? The reason is too obvious.A controversy is being created that the Delhi Government PWD constructed the skywalk but the Central Government Minister Hardeep S. Puri is inaugurating it and also that Delhi ministers, including Arvind Kejriwal, have not been invited at the inauguration function.Frankly speaking, I feel that the Central Government should have invited the concerned Delhi ministers to the inauguration ceremony. But, at the same time, it is not correct to suggest that the Delhi Government constructed it as if from out of its own funds. Delhi PWD was only the implementing agency.On another note, since I daily go via the ITO junction (for going to Supreme Court) where this skywalk is being constructed, I feel that this skywalk may not be of much use, especially in the absence of escalators (at least, I have not seen any escalators because some parts of the project are still hidden from public view due to protective shields). Not many persons may use the skywalk; people find it easier to cross the road instead of manually climbing up the high stairs. I have seen the same fate of the existing footbridges near Supreme Court. So, chances are more that this money would have been wasted, unless the Government constructs escalators (but I could not notice any). With escalators, the use of the skywalk may jump many times.Update (13 October 2018): Some persons have doubted (without giving any proof) that the ITO Skywalk has been funded fully by Central Government. Here is the full proof of what I have said - see this link (a Press Information Bureau official press release), which clearly states that “entire cost of Rs 54.34 crore of the project is being funded through Urban Development Fund (Rs 43.47 crore) and by DDA (Rs 10.87 crore)”. Remember, DDA is directly controlled by Centre through the LG and is not under the CM of Delhi (as “Land” matters are not with Delhi Government). So, full funding is given by Central Government.
