The Schengen Zone just allows for free travel without border controls for the countries which signed up to it.The common market however allows people to go and work in other EU member countries. This creates a brain drain because the multi-lingual well-educated elite, but also skilled laborers, move to places where the wages are highest, i.e. Germany, France and the Benelux.The same happens in the USA, where some regions are left behind because the elite move to the big cities on the East and West coast.

I think it probably is Universal Basic Income.This is an idea that people are looking into and talking about. There are also some studies starting to look at the effects of such a policy. However, it isn’t something that is politically viable anytime soon here in the US.I think that we are at a point where basic labor is shifting. For all of human history, the majority of people did physical labor. They were mostly farming and giving a government or a local strongman some of what they farmed while they kept part of it to feed themselves. There was a small population of artisans, merchants, and other elites but the vast majority were farmers.Then came the industrial revolution. More people worked in factories but they still were physical laborers. They needed a little more education than farmers but not much. That was when schooling to grade 8 became important. There was a larger group of more educated workers but it was still small compared to the physical laborers.Now the majority of basic labor is in service industries. [1]People think that it is because manufacturing has left the developed countries but it actually hasn’t. It’s just that we can now make things without a bunch of people doing physical labor.[2]Manufacturing is still the largest part of the US economy and the US manufacturing sector is near record levels of output. I think this is a fundamental change in how humans live and work.I live in a rural area. People have to move out of rural areas because there isn’t the population needed to create service jobs. That creates very crowded and thus expensive cities where all the jobs are located.If we had Universal Basic Income, people could choose to live in places where the housing prices were lower, like rural areas. They would be able to supplement their basic income with things like small farming, artisan goods, and small business. We could end minimum wage so rural businesses could afford to hire people again. Even in the cities, people would be better able to create small businesses if they knew they had a basic income so that their children wouldn’t starve.The basic income would replace most types of welfare but we would need universal health care and public schooling. It would be simpler and cost less in bureaucracy.This idea is controversial for two reasons:People don’t like that some people will mooch off the system. That is true. It will happen. There will be some who just live off the basic income and play video games all day. I don’t think it will be many people because most people want to have a life and the income would need to be very basic. It could not afford luxuries but just sustain life. I think it is worth it because society will be less stressed and there will be more opportunities in the long run.People think that we will be robbing the rich. I know that this is an issue as well. However, I just don’t see any other way. For all of human history, the majority of physical laborers supported a small elite. However, now that labor is changing, I think we already see the money pooling to the elites and I think that the small group of elites will eventually need to support the majority of people.We just don’t really need that many highly educated, or creative people in the world and I don’t know how many people can actually do those types of jobs. We are forcing people into more and more education but I think there is a limit to how well that will work.I don’t know if this plan will ever come into fruition or if something else will happen but I think something will need to change as we move into the future.
