Yes, you can. Japan being a convenient country to live in and most jobs providing livable salary, it won’t be difficult to do so.I’ve been living and working here for more than six years and I feel home. Whenever I go back to my home country, I have to adjust from minor culture shock and wonder how I would fare should I decide to go back home for good.These are just some points against not having a permanent residency (PR) or citizenship:The kind of jobs you can get is limited. Most English teachers would either be limited to teaching in public schools or conversation schools or other institutions. Sure, you can apply for permission to engage in other activities but that would require a trip to Immigration and there’s a limit to the number of hours you can do that additional job, something like 28 hours I think. Meanwhile, PR holders and citizens can take any job they want, be it in a convenience store or elsewhere. There are a lot more opportunities for them and they’re less worried about losing their jobs because they have more options and are not limited to sticking to a particular industry.Not having PR would make it almost impossible to get a loan from banks and other financial institutions. Most people can only buy a house by taking out a loan, unless they have a lot of money or can secure funding from outside the country. Loans are important too for when you want to start a business or buy a car. So not being able to have access to it can be limiting.Going to Immigration every year or so, depending on whether you got a one, three, or five-year visa when you renew can be a hassle. You have to prepare a number of documents, including some from your current employer in order to do so. You have to take a leave from work and possibly spend the whole day waiting for your turn. You also have to pay around 4,000 yen for the process.I noticed that foreigners with PR get treated somewhat more favorably than the employer since they feel like these people are more invested in the country and they’re not likely to just up and leave.
