You can call immigration Canada and if you're lucky they will tell you that you may apply for a travel document as a means to enter Canada. Immigration Canada will not tell you that if you fail to demonstrate at least 2 yrs of physical presence in Canada at the time of lodging a travel document application you may lose your permanent resident status, thus necessitating an appeal at the Immigration Appeal Division of the Immigration and Refugee Board. Tread carefully, as travel document applications disclose facts about you which can trigger a loss of Canadian permanent resident status.

World passports aren't worth the paper they're written on, so I suppose the primary reason would be gullibility. Or someone who wants to impress their friends with really expensive toilet paper.I saw refugees cited in another answer. Refugees would have no use for a passport of this sort. They get travel documents issued by the UN, which are perfectly sufficient.A world passport is on par with an online degree from a random Nigerian diploma mill. It might look nice on your wall or in your pocket, but it has no real life applications worth talking about.
