Here I had nearly 20 civilian staff who reported to me through through their Superintendent. One man was a perpetual late comer, not by a few minutes but by an hour or even more at times. All advice and counselling didn't have any effect on him.I had the attendence register where the people on arrival had to sign and enter their arrival time in front of me on my table. This arrangement did rankle him. He did follow it for a few days but then found a workaround.His late coming was cased by his side business he had to attend to during office hours. Before he reached office he used to sell terrylene shirt pieces for both men's and women ‘s apparel in our office block (It was huge; South Block of the Central Secretariat). He carried his wares in his brief case. When compelled to sign the attendendence register before me on my table. he did it alright but would vanish on his business sprees soon after…. To be gone for hours sometime.His long absences was causing his desk to suffer. I started issuing written warnings at specific intervals according to his service rules to drive home his inefficiency and to make amends to show improvement at work. This was getting hot for him and as evidence against him was piling.He worked out a plan.. an ingenious one. He approached my boss while I was with him and entered very defferntially, saying he wanted to speak to him about the Major Sahab (Me) in private. My boss looked at me and I walked out.An hour later my Suprintendent came to me telling me that he had been called by my boss to seek his opinion on me. Our man had reported that I was forcing him to ‘provide’ attractive girls to him who happened to be his friends. According to his report, I had chanced upon him and his group of friends on a holiday. Ever since this meeting I had been harrassing him for late coming since he could not oblige. There were three young girls on my clerical staff and my boss wanted to know if there had been any complaint by any of these girls against me .The Suprintendent was taken aback by this question and asked why had this come up in the first place. My boss gave him all the background that had been reported by our man. My superintendent explained to him in detail the whole episode and its genesis. That killed the matter for the time.Seeing his girls-story dying, he now thought out another trick to harm me. My staff of twenty clerks had been alloted 1000 dossiers each of officers to maintain. This accounted for nearly 50 percent officers of our Army. These were officers from 2Lts to Lt Cols of Armoured Corps, Artillery and Infantry, it contained everything pertaining to the officers service in his dossier. Looking at it one knew his record od hospitalization/illnesses, courses aattendedand grades obtained, disciplinary record, postings and appointments held and annual performance appraisal reports etc.One day I received a call from a colleague from another section who had borrowed a dossier from our library to consider him for a posting. He told me that he had a dossier in front of him which had papers of 22 different officers filed in it; surely it could not be done mistakenly. He confirmed that this dossier belonged to the block that had been alloted to our man. It was evident now that he was out to create serious trouble in our branch, for whoch I was likely to be held solely responsible.I requested the officer to return the dossier to me personally along with a written complaint of the filing error that he had noticed. The dossier and the complaint were with me in next 15 minutes. Before reporting the issue to my boss, I had the Suprintendent make out a letter to our administrative section to be signed by my boss that our man was a security risk in the Branch and must be posted out forthwith.I took the dossier with all the wrong documents in it, the complaint of the posting section and the letter to be signed by my boss all together and placed before him the entire case. He had one look at the whole set of papers and was horrified at the audacity.The man was relieved of all his responsibilty in my section in next thirty minutes and told to report to the administrative section for further orders for his future employment. Looking at our report this office too did not want him anywhere around in our brach and promptly sent him off to the office of the CAO of the AHQ who controlled all civilians’ postings.Much later I learnt he was sent to Air HQ. Hope he behaved there. For some time he was gone, our Military Secetary kept receiving letters from him addressing the Military Secretary as His Highness! They kept rolling down to me marked NFA.

But one can be posted in countries like Afganistan, Pakistan, Irak, Libya too; but nothing to fear on this count as while sending one to an other country on posting he is given a few choices for the needed postings and he is posted according to those choices preferably. If one chooses any of the countries mentioned he is given 50% more salary and his tenure there is counted as DOUBLE; means he has to serve there for one and a half year which is counted equal to three years. Cyphor Asst. is a little different from Asst. (general) because they have to do the task of coding and decoding of some highly confidential language in addition. Cypher has night shifts also and has to work for 6 days. Also in some branches like Special Crime etc, the job involves a fair bit of travelling especially in the starting years. The nature and hours of work also differs from branch to branch and place to place. Some branches have less workload and so the personnel can take it easy. No uniform required.Sub Inspectors in CBI or for that matter any rank in CBI does not possess revolver/pistol. In a very few cases, when a search is to be carried out in some dangenrous places, weapons are issued to the staff. He also has to see the work related to TAX DEDUCTION AT SOURCE (TDS) besides being accompanying a raid team. An ITI on non-assessment seat generally has to do do clerical work though he too could be asked to accompany a raid team.His promotions in the order are ITO, Assistant Commissioner, Deputy Commissioner and so on. He is posted in the pay band 9,300-34,800 with grade pay of RS 4,600. He is entitled for 30 liter of petrol if posted on assessment seat. Also he gets a sim from the department on which all STD calls on every type of BSNL/MTNL phone are free; and 400 minutes on other phones whether STD or LOCAL are free for every month. This sim is provided to every ITI irrespective of the seat he is posted at.To be eligible for promotion to the post of ITO (Group-B Gazetted) he has to pass the departmental exam; but this exam is just for ELIGIBILITY; promotion is on the basis of SENIORITY only which differs from zone to zone. Mind Rail Bhawan is in Delhi itself. If it’s so it should be better than CSS as an Assistant in Railway gets some additional benefits like; a little over double of the bonus that the employees of other govt organisations get (around Rs 8,000 a year) and free All India Railway AC Pass/es. Also you might be getting some kind of benefits in Ticket Reservation etc. As far as promotion prospects here are concerned they might be a little slower than CSS. Yeah no much corruption!An Assistant in Railways gets 1 pass for family ( to and fro) anywhere in India free and 3 passes for family (to and fro) in which he pays 1/3rd of the total amount of fare….all this is for tier-2 AC ticket…..then railway has its own railway homes all over India; so u can stay there at a very cheap rate if u using railway passes.Assistant in MEA & Assistant (Cypher) in MEAThis is a post in the pay band 9,300-34,800 with grade pay of RS 4,600.The most sought after Assistant post under CGLE due to charm of foreign posting and many other lucrative facilities like children’s education, accommodation etc and a very handsome salary of more than 1 lakh per month (perhaps upto Rs 1,25,000). But one can be posted in countries like Afganistan, Pakistan, Irak, Libya too; but nothing to fear on this count as while sending one to an other country on posting he is given a few choices for the needed postings and he is posted according to those choices preferably. If one chooses any of the countries mentioned he is given 50% more salary and his tenure there is counted as DOUBLE; means he has to serve there for one and a half year which is counted equal to three years. Cyphor Asst. is a little different from Asst. (general) because they have to do the task of coding and decoding of some highly confidential language in addition. Cypher has night shifts also and has to work for 6 days. A system of 2 days off and 2 days will be night shift…..so no Sat Sun like system.Cyphor Asst gets more foreign postings than general Asst but the promotional avenues are better in General Asst. In MEA the promotional chances are very less and one can go up to the level of Under Secretary (US). He can be promoted to the next post in two ways—–i) Direct after 15-17 years ii) After 8 years or so after clearing departmental exams.An Assistant (General) is supposed to be posted generally 3 years in India and 3 years in foreign and like this throughout his tenure of service whereas an Assistant (Cypher) is posted 3 years in India and 6 years in foreign and like thisDIVISIONAL ACCOUNTANTThis is a post in the pay band 9,300-34,800 with grade pay of RS 4,200.This post comes under CAG and this organisation only allocate the states/zones to DAs. The allocation is made to different different states’ AG offices as per the position of merit and state preferences of an individual. They discharge the role of Financial Advisers tothe Executive Engineers and ensure a measure of proficiency in the accounting of public works transactions besides serving the needs ofinternal audit.There are some departments in every state like agriculture; irrigation; etc. Each such department is further divided into some divisions. The head of the accounting branch of such division is called DIVISIONAL ACCOUNTANT. He has to see everything regarding expenses incurred on an item falling into his area; make estimation of an expense to be incurred on an item and make budget regarding the same; and etc. The final decision is to be taken by his seniors who normally dont make an objection on the file put by the Division Accountant. BIG DRAWBACK!An Auditor can also to be asked to go on official tours sometimes which may run for good 9 months period even.Tax Assistant in CBDTThis is a post in the pay band 5,200-20,200 with grade pay of RS 2,400.Tax Assistant in CBDT can be posted at two levels———–either in assessment of tax or in non-assessment. When he is posted in assessment he is supposed to do the work related to assessment of the income tax of an individual or a partnership firm or a company or as the case maybe; and he is to feed that data in the computer. He could also be asked to do any clerical work like work related to DIARY AND DISPATCH, noting, drafting etc. He could also be asked to accompany the RAID team. When he is posted at a seat that belongs to non-assessment he is supposed to do only clerical work. He also gets a SIM from the department on which all STD or LOCAL calls on any phone of BSNL or MTNL are totally free. On phones of other companies he can make free calls upto 400 minutes a month; whether local or STD or both types. This SIM is provided to every TA in CBDT irrespective of type of the seat he is posted at.Promotions:Sr TA, ITI, ITO (Group-B gazetted); Assistant commissioner and so on.His next promotion is to the post of Sr TA for which 3 years of service is a qualification; means he cant be promoted to that post before 3 years of his tenure in the post of TA. Besides a departmental exam (in the name of DEPARTMENTAL EXAM FOR MINISTERIAL STAFF) too is a must to pass for promotion. He can appear in this exam anytime after his joining; according to the schedule declared. But this exam is just an eligibility; means he can be promoted only according to his seniority. After promoted to Sr TA he is promoted to ITI.
