How do I report someone's phone number who is harassing me by repeatedly calling?

Wow…Sometimes I stop at a question because I just know that there has to be something there even though there doesn’t initially appear to be any there… there….Alarming facts:1: … you want to report the number and not the person?2: However… it is the person who you believe is harassing you and not the number3: If I call you are you going to answer or simply declare me guilty of harassment? Now it is essential to toss out two things here: I am not a lawyer and nothing here is legal advice because if you need that you really need a lawyer and not responses in an open environment etc etc and a blah blah etc although the disclaimer is in fact important.Secondly it is possible; given that Quora will allow posts from creative minds as young as 13 AND we are not certain here that essential information is missing in this question so —- stalking and embarrassment is not something to take lightly so if anyone is being called and believes that there is a reason to be fearful then dial 911 or someone who is tough enough to slap some silly stalker into the dirt under the bush he crawled out of (as my daddy used to say). But I gotta say here that in order for that very real and serious situation to be involved here some missing aspect would still be well… missed I suppose.Did you maybe answer this number when it called your phone and realized that you did not recognize the voice on the other end and now you believe some male has fixated upon your sultry female voice to such an extent that he cannot resist the temptation to dial you again and again and then try to pee I suppose and then back to again and again - simply because; although you never answer his heart can still dream that you will some day - and of course much like whistling when a pretty girl walks by or honking your horn again and again most dudes know that ya gotta irritate a chick first just to force her to notice you.I can imagine one of my female cousins back in the 80s grabbing that phone on a random attempt at (harassment) and saying, “Thank you GOD for finally sending me a man that knows not to give up: I don’t care what you look like or where you are I demand that you ride in here on a stallion and sweep me off my feet so you can take me away! Call me the lottery because you just WON BABY!”But the 80s were risk taking years unlike the 20s which…. well for my generation referred to the 1920s and they were pretty risky too. Sigh… the concept of managing risk is much different in the fear years society seems to desire these days. The only way that someone could ‘harass’ you by repeatedly dialing your phone number is if the number that comes up is known to be connected to that person and you have a restraining order stating that person is a physical threat to you and so that person has been legally warned not to call you.Anyone… and in this specific case I am guessing any “thing” - can dial any active phone number unless that number has ‘opted out’ of receiving a random call.It is up to the owner of that phone number — and yes, phone numbers are leased technically, by the customer; from a service provider, who gains ownership by proxy due to contractual agreements with that service provider during the lifespan and under conditional expectations of the agreed upon contractual obligations formed by said contract… gotta breath now - that was a long sentence and I didn’t take a deep enough breath before I started it!Yes I did work as advanced tech support for 11 years for Veri… um… for a major cellular service provider - how did you guess? And that is why I think I am qualified to take at least a somewhat educated guess at what is actually happening to you and why you are not being stalked and can relax a bit:So we will start with an agreed upon fact and if it is true then the following is very likely to also be true - you have never answered when this number called and spoken to a person right?Good! Then either block the phone from ringing when it is called by this number and forget about it OR understand that the activity is going to stop within a predictable time-span so just place that number in your contacts and give it a really funny ringtone because you are gonna hear it as I predict you are aware. So for all of those with a confused look right now: let me explain. There are thousands of businesses in America.I can hear you asking excitedly because you are the type who wants to know, “Yes and.. tell me more!”Well… among those thousands of companies there are just as many software systems used to track things such as payroll and timestamps and budgetary spreadsheets and other ungodly boring crap that no one in their right mind would ever want to understand or even know about EXCEPT for when it comes time to make sure you check was deposited before a night on the town (or in the basement now that COVID crazy is the new spring, summer AND fall color) but when you check you suddenly scream with rage because the stupid company you work for screwed up your check.. yea… instead of $1000.00 they deposited $0.001 and ya gotta go WTF? Am I right?Damn right I am right but here is the thing: don’t bother blaming your company and trying to call some dude in payroll or God forbid, Human Resource Conciliation and Arbitration because you just know that kid is going to ask something like… “ah… did you perform actual work for the company in excess of one tenth of a tenth of a cent during the last pay period?”Instead… if you must blame anything other than some religious front-man or woman - I don’t know what God you bitch too after all: instead of doing that pick up a cell phone and dial #777 and listen until you hear a strange sound which is sort of between a screech and a hummingbird getting caught in an electric fence I would say, and then as soon as you hear that sound scream “Go to Hell MODEM!” and hang up.Only those readers who are over 50 have any clue what I am talking about but those who are over 50 should give themselves a gold star sticker because you just made the leap required to figure out what is happening to this poor young thing didn’t you?Of course you did… and good for you!For the rest of you: let me introduce you to a concept called… redundancy and in order to truly grasp that we have to travel back in time when chicks decided that if the geeks are going to make all of the money in the future then the bad boy stud-muffins were going to suddenly lose any market value they had in the dating world real quick! It was in fact “All About the Pentiums Baby!”Back in those days there was no “Internet” but there was… but no… there wasn’t even if there was. Confused? Of course because you don’t have any clue what it was like to live with cellphones and FaceBook and Quora where you can jump on and ask simple questions only to have some old dude type a novel instead of just giving you the damn answer (don’t you hate that? Yea right… makes you wish you could just stop reading doesn’t it? But you can’t so there!)In any case back then companies began a new fangled and very high tech process of tracking company information using get this: Computerized Software Integration Systems and because of that everything started looking like this CSIS instead of spelling out what that frickin’ means. This actually segmented modern society in ways that simply were not predicted because suddenly it wasn’t just government agencies that used special shorthand any longer like the FBI and the ATF with the DEA CI AGT (yea when they got so lazy that they couldn’t spell out agent because those two extra letters might swamp them I knew society was doomed people) but the companies that people actually worked for had special letters and abbreviation that only the employees of that company would use on a regular basis. And even the older people but too young for being as old as they feel (am I right grandma Gertie - ah the 50s make the 60s feel like the 40s right.. sigh) even they are realizing that before businesses nationwide started sending information over modems (which use the phone lines to transfer information in tiny bits which are slow but very reliable) people used to stop and talk to each other like… face to face!I am not bullshitting you here kids: an entire family would gather at one table just after dark in the same house and then they would sit down and all of them would remain at that table for like an hour.Teenage girls would explain to grey haired interrogators who they were hoping would ask them to a dance and they would listen to advice from that old lady not only about how to insure proper etiquette was observed while at this dance but also why it is so very important to allow the young man to exit his side of the car enough time to walk around and open her door - grandma would explain that if young men are not allowed to be chivalrous then they would eventually stop trying and then… the young lady would be told… it would be the woman-folk crying that there were no more good men left in the world just because they all wanted to prove that they could open that door themselves. Aint no sense in feeding a horse if you don’t ride it after all because eventually that horse is going to believe that the only work it should be expected to do is eat and he will buck off anyone who says otherwise. And that entire family benefited in a very real way from that time spent every single night around one table with sometimes three or four generations sharing lives. But now that grandma is locked away so very safe in an old folks home and everyone wears a mask just in case they cough on someone at a gas station who knows someone who works in some old folks home because the last thing anyone wants is for grandma to get COVID 19… or whatever number because as long as everyone wears a mask and no one ever stops in to talk to grandma she will be safe, secure, and happy right?Well anyway: this is about computerized modems attempting to dial another modem so a backup (or redundant copy) can be sent to a storage facility somewhere. You see back in the day when email messages excited the world and AOL (see what I mean about the whole letter hyphenation thing? We all knew it meant America and On and Line which was sort of cheating really because that is only two words but no one wanted to get “AL” to send them email so it was universally decided that three letters were the minimum even if you had to cheat to get them).By the early 1990’s it was clear that computerized software systems could be used to hyperlink text based… ok it was clear that HTTP and CSS and everything that has followed including ROFL and LOL which are both either exaggerations or kids across America are having epileptic seizures and rolling on the floor but since no one is ever in the same room to observe these grand mal events or the uncontrolled laughing out loud which is also never observed by anyone both the epilepsy and the Tourette syndrome population is drastically under counted - since that whole Interweb fad was gonna stick around every business around the country had to not only pay a niece to sit and talk to her friends on a company phone all day (Gina! Great the Customers FIRST! was universally heard up and down every street called Main for a few years until businesses started making deals so there could be a separate phone line JUST FOR CUSTOMERS Gina! And since that second line doubled the number of lines in use the price dropped across America for each line of service because before Gina pissed off her boss a second line would cost the same amount that the first one had and would double the expense of telecommunications for the business: in a way Gina and the Modem allowed multiple phone lines and improvements which were needed to insure reliability for data transfer and since the phone company was doubling the capacity of the transmission systems it became an overnight given that every business would have a completely dedicated phone line for modem use only so one phoneline that cost $50.00 per month became three phone based services that that only cost $60.00 and the competition for that $60.00 took off and the business owner was happy because he/she but let us face it back then… he… thought that getting three of something for only one third more than he was paying for one of something was a great business deal. Which only shows how stupid the average business owner is because the modem line was usually only used for a few minutes every week or so (remember that word usually folks because it will come back on us here) and the new business only line was always in use just like the original company line was - that is because when I wanted to call Gina and the line was busy because she was talking to Lori again I would call the business line so I could talk to both Gina and by proxy Lori - while the many Gina’s across the country were typically pretty bad at greeting the customers who walked in every single one of them were highly skilled at handling multiple conversations without confusion and while she might not have been a real asset to her employer she boosted the local economy because her boss had to pay to change all of the advertising already payed for once just to add the new business phone number so I would know how to call Gina when she was supposed to be working. And that is not only a very good example of tiered market economics kids (go ahead and submit it as your next essay I dare ya) but it also brings us to why this poor girls phone keeps getting called all of the time by that number that she wants to report to the police for harassing her AND brings us all the way back to redundancy. You see every young man who was lucky enough to get enough phone line time with any given “Gina” across the country had to wait when they came to pick her up because while she was supposed to get done with work at 5pm she never actually did get done with work at 5pm because… even though that damn modem called another modem and gave a report so it could be stored so that it could eventually be used to issue paychecks and handle transcripts or whatever the damn thing did: Gina had to print out each and every one of those reports and file them at the local office anyway and this couldn’t be done until the information had been compared at the other end (or home office) with the information locally and then any corrections had to be made and that typically didn’t happen until uncle grumpy-pants was ready to leave for the night so… it never failed that I would have to sit at the counter and suffer through the sound of a dot matrix printer just … dot dot dot-ing along. But Gina was worth it and making that backup copy so that the system was redundant insured that in December of 1999 every business owner was capable of avoiding suicide at the thought of Y2K which… we just don’t have time for right now kids:So… why that phone keeps ringing and that same damn number keeps doing it!Modem transfer and a hard copy backup was king for well… ten years or so and even longer but by 2011 or so business leaders across the country started to consider that all of those paper copies backing up a system that almost never failed seemed to be killing a whole lot of trees and since Gina got pregnant and decided she didn’t need the lousy minimum wage her crappy uncle paid like he was some slave owner or something… not even sure if that is what she screamed when she marched out the door but I didn’t care because we had things to do! But since Gina was now some ear-ring dude name Pierre or whatever and he never used the phone-lines but also failed to print out the backup most of the time anyway - the company (which now had a high-speed broadband line of service for cloud transfer of important data) stopped making redundant copies of everything on paper.Which then made that old modem the redundant backup system and that works because the broadband service is no longer on the old phone-line system so if one fails the other should save the important information unless…One of the things about Gina that modern small businesses should miss, besides her charming personality and of course her handsome, charming… and very modest boyfriend who probably brought in half of the customers everyday who most likely saw him at the counter and thought to themselves… “Well if he believes it is worth his time to check this business out then I should too!” Gina could do something back then that no one can duplicate today and that was good because although the transfer of data by the modem almost never failed there was one specific problem with the damn thing: but when that specific problem became obvious Gina would roll her eyes while the owner called her name for… what at times could seem like forever but typically was only four or maybe five urgent requests for attention: while rolling her eyes she would say much louder than was actually called for, “Hold on Lori (huge dramatic sigh) apparently uncle Hugo got his underwear twisted or something so I will be right back… no don’t hang up or I will get some customer calling and then I might not be able to call you back for like.. ever! I will be right back” and Gina would be able to open a file cabinet and bring the actual report she had printed out previously so that the business owner could do whatever business owners have to do with whatever… I asked Gina if she ever read those reports and she stared at me for a very long time in what I originally believed was very deep thought but then she said, “did you say something? I was thinking about buying some pink tights for my black one pei…” and I didn’t hear anything else and didn’t need to ever ask anything serious again of her. Yet again Gina didn’t need to know what those reports were about for the backup of those reports to be there if needed. And once in a while that backup was really needed. That is because every Friday that modem would dial a number, let us say 555–55–5555 and a modem at the other end would answer and the two of them would screech at each other for a few minutes and both hang up - it was a very happy relationship most days: but sometimes after the power went out unexpectedly or something that modem would dial the number and it would ring and ring and ring and the other modem would never pick up. That modem had no way of knowing that the number it was now dialing was no longer the right number but instead had been changed to something else like 807–291–7244 and the modem would not panic because if the call was not completed the modem had instructions to call the number programmed into it again. And again… and again… and again over and over until either a modem answered on the other side or a specific number of attempts were made and the instructions that the modem had stored instructed it to stop for now and simply log a transmission failure in the error log including the number that had been dialed but had not responded.Back in the days when Gina was told to bring her paper copy in and for God’s sake tell Lori that it was ‘workie time not Lori time right now! The business owner would look at the error log and see that the number was wrong again; he would pay a technician an alarming amount of money to stop by - oggle Gina for a while and then when no one was looking type in a password and change the number to the correct one and then say something like, “Ah… OK… well sir… I have to say that the errors I find in your systems are baffling but I think I was able to restore everything now: just gotta reboot the system, say is it Gina? I hate to ask because you look so pretty in that outfit but could you help me by unplugging that cord under your desk and just wait for me to ask you to plug it back in please; pretty please because if this doesn’t work I might not ever get your phones working again… “ If Gina had been any other girl I would have angrily told that IT geek to stop putting her into positions that would universally be condemned as sexual harassment today but I had no doubt that Gina was fully in on the joke for two reasons: 1: She never played her drama queen act on the IT guys pretending that what she was being asked to do was so out of line and that she had so many other responsibilities but instead she would crawl under a desk when asked on her knees and say… “Tell me when baby I am all ears” and that brings us to number 2: she would wiggle as she talked and practically purr for whoever was asking her to show mnnn… compromised material due to the position I suppose. Years later I did ask her if she ever considered that pretending to not know what the IT guys were actually trying to do may have put other young women in harms way as the same thing was tried at other location but on unwilling participants and she assured me that other than her and Nancy down at the local bank those geeks wouldn’t have the courage to speak to any female while they pretended to be master hackers much less risk an accusation of trying to look down someones blouse so I was fine with it as long as she was fine with it.And she did eventually marry a dude who sold his .com for so much money that I think neither of them ever worked after they turned 30 so… she at least had a plan I suppose. But speaking of plans that modem could only dial whatever number it had and the only way it would stop dialing that same number is after someone realized that the information it had tried to send wasn’t actually sent which is why if I am right - ignoring the caller will eventually pay off: not really because you ignored it but because the information will be missed someday… OR … some IT dude and or dudette as there are many female techs out there now: has a schedule that causes them to verify that backup data is being secured which often is a weekly or monthly task.So.. all of a sudden some strange number starts calling your phone so you don’t answer it… but then it calls again and again like every two minutes for almost half an hour and you start to get a bit freaked out about it. You might even decide to answer it and yell at whatever telemarketer is going crazy on your number but all you hear on the other end is silence and maybe a very weird ticking sound and you hang up in a panic freaking out!Don’t bother freaking out because that modem logged that the line was picked up on the other end but that the code for transmission was not received. And you can’t give that modem the code it wants even if you tried to make yourself sound like the old AOL modem sounded when it downloaded back in the day because it is a digital signal that contains binary language.Typically the calls will only go on for a week or maybe a month and then they will simply stop and never happen again but… if your current number is the original number that modem was programmed to reset to when the power goes out or something else happens then you should consider changing your number (you could try entering it in the donotcall .gov system as this might block the modem from dialing it and that might cause the modem to audibly beep until someone pulls the power and calls IT… or stomps on it and tells the boss that it must have happened when they were not on duty or something because ah… yea it looks like it fell or something. Now if you have read this far go get yourself a cookie and a glass of milk as a reward and consider that things have changed quite a bit in a relatively short time: some good changes and some bad but change in any case.
