Its a long story and not the whole of it is really relevant, so I've divided the answer in following sections:- A little bit of history (Who is Najeeb Jung, Who is Kejriwal plus whats happening in Delhi) - Up to 2013- A little more of history, laying the ground for Kejriwal vs. Jung (There have always been differences in the ways in which Kejriwal works and the ways in which Jung works, its evident from the time Kejriwal was first elected, to Kejriwal's resignation. BJP coming to power and threatening Jung's position while starting a major Reshuffle in Delhi's administration and weakening it in the process) - 2014- This year before the official Kejriwal vs. Jung (What is interesting about this year is the hidden role of the center to retain control and the work of the elected government in improving administration. For example: it is ironic how Modi was elevated to a top position in the party surpassing many old experienced leaders but Home Ministry finds it difficult to surpass senior IAS officers to appoint a junior officer that Kejriwal recommended to the post of his Chief Secretary) - 2015- Kejriwal vs. Jung is now official (What is relevant here is the timeline of events that are discussed about in April that lead up to the events of May and June causing the famous tussle between the LG & CM)- Conclusion - While Najeeb Jung is clearly upset over the fact that a CM who he does not report to should take an interest in what comes under his jurisdiction, AAP is upset because it needs to have more control over issues to fulfill the promises it made and ensure Delhi is not reverted to a full fledged UT as the Narendra Modi government seems to want.Details:A little bit of history1. Who is Najeeb Jung?For those of you who may not know him, he was born in 1951 and has done his post graduation in History from Delhi University and later did MA in Social Policy and Planning from London School of Economics, UK. He had joined Indian Administrative Services (IAS) in 1973 and served in Madhya Pradesh government and at several key positions for 22 years.Jung's real break came in 1984 when Madhavrao Scindia became the railway minister in the Rajiv Gandhi government. Scindia asked Jung and another officer, Asif Ibrahim (director, Intelligence Bureau), to become part of his immediate personal staff.Scindia did a lot of modernization of the railways but it was Jung who ran his office.In early 1990s, When Scindia became minister for civil aviation in PV Narasimha Rao's tenure, Jung was no longer available: he had become joint secretary (exploration) in the ministry of petroleum and natural gas. This is when the privatization of the Panna-Mukta oil fields (The Second Enron Scam: The Saga of Mukta-Panna Oil Fields By Prabir Purkayastha) took place and the contracts were given to a consortium. It was here that Jung came into contact with business houses.He then quit the civil services and went on to work with one of the private companies part of the same consortium.He also did a stint at the Asian Development Bank in the mid-1990s. His interest in energy took him to Oxford where he did a PhD in energy research.A corporate outlook helped: he worked as director (energy research) with the Reliance India-funded Observer Research Foundation, having worked in London earlier with Reliance Global Management Services.He returned in 2008-09 and, after doing this and that, was appointed vice-chancellor of the Jamia Millia University by then human resources minister, Kapil Sibal, overlooking the claim of Mushir ul Hasan, already in situ.Jung ran the university with an iron hand, sacked many students and also some teachers. To friends he said new ideas were needed on how to run universities and make them more productive. (Plus what is happening in Delhi)We all know him so I'll be very brief hereWhat exactly happened between the years 2010 - 2011In 2010, Kejriwal was protesting against corruption in the Commonwealth Games.Meanwhile in Delhi, Tejendra Khanna had completed three years as L-G Delhi when the CWG ended. Many were wanting him out including Sheila Dikshit and P. Chidambaram among the politicians.In 2011, Kejriwal joined several other activists, including Anna Hazare and Kiran Bedi, to form the India Against Corruption (IAC) group.Meanwhile in Delhi, March 2011 the then L-G had sent a nine-page report to the President on allegations of financial irregularities in the CWG scam against him.2011 also saw the discussion of the controversial splitting of MCD, a move supported by both Congress and BJP. The idea here was of course to weaken the administration and question the need for an elected government in Delhi.In Mar 2011, BJP to boycott meet on plan to split MCD - The Times of India. In her letter to Gandhi, the BJP leader said the demand for trifurcation will not only weaken the local self government but will also be harmful in the long run for Delhiites.In April 2012, BJP strikes gold in MCD elections, Cong stunned - The Times of IndiaIn November 2012, Kejriwal formally launched the Aam Aadmi Party.2013At the beginning of the year 2013, one thing was clear. A lesser known newbie with a so called passion for service and no family connections in politics (kind of person Congress vice-president Rahul Gandhi was looking for), Jung had said he had no apprehensions about his new job, "I have no thoughts. Life is a flowing river and it continues to flow" when he was appointed. Some issues that are of import to me that need more coverage:Agriculture - The status of the GM field trials that were approved by Maharashtra and 3 other Indian states (Maharashtra clears trials for GM food). It seems that the trials in Maharashtra have been put on hold (Maharashtra Govt puts on hold confined field trials of GM crops). However, a couple of RTI queries and subsequent appeals to the authorities were given the reply that the Dr. Anil Kakodkar Committee that cleared these field trials has exempted all information related to GM crops under the RTI Act, without quoting which exemption clauses of the RTI Act they fall under. It is also unclear why this committee did not contain representatives of farmers or consumers, or environment experts on its panel. The big picture questions such as nutritional value of GM crops, impact on indigenous varieties, biocontamination, immunity to farmers against biopiracy and patent infringement lawsuits, conflicts of interest between the seed manufacturers and pesticide/herbicide manufacturers, increased pesticide and herbicide use causing soil and water table contamination, etc. are not even in the picture right now.Medicine - Medical diagnostic tests, home monitoring and lifestyle products being used in India are directly using models developed on Caucasian populations. Certain new commercial clinics are using medical technologies in a way that is not cleared for use in other countries, or technologies that were never approved anyway. The good news is that India's doctors are on the whole a pretty smart bunch and haven't given way to the "evidence based medicine" paradigm completely - it would be a total no-no in the Indian scenario as it stands. Medical professionals currently don't have the evidence they really need to take these calls - evidence gathered on their target populations. They also may not have the training and experience to be able to evaluate the merits of evidence placed before them, which often focuses on market research rather than actual full-fledged clinical research. The way foreign pharma and device companies go about gathering evidence from Indian populations is also something that will need more oversight and scrutiny in the coming decades. Whether consent in clinical trials is actually informed consent, depends too much on individual physicians and PIs.Children - India is failing its children. 1 lakh children go missing every year. Government-run homes housing rescued kids are in shambles. Many of these kids are not supposed to be there in the first place, and several stay here for far longer than they're supposed to. There is no government oversight on what happens to the inmates once they leave - we lack the bandwidth to do this. Their cases lie tied up in red tape for way too long as their childhood peters away. This is all I'll say about this emotive issue on a public platform.Urban pollution - Our big cities are struggling with their waste. The fact that Mumbai produces 10,000 metric tonnes of just collected trash daily, and is still not the most polluted city is shocking. Landfills are refusing to accept trash and cities are conducting deals with peri-urban areas to use their land for dumping. Bangalore's lakes are foaming at the mouth (literally) and its land undergoes spontaneous combustion. The way medical and biohazardous waste is disposed of is criminal.Innovation - Following up with innovators who win awards and/or backing, finding out what they ended up doing with their innovations and why. What were the challenges they faced and did society fail them. These are all of importance for a generation that values some misguided notions of entrepreneurship, as well as an administration that is trying hard to be pro-entrepreneurship.Urban malnutrition - The urban poor are going to face extreme food insecurity due to changing aspirations in food preferences. The urban rich are becoming more and more prone to lifestyle diseases.Food labelling - The Nestle controversy quickly became all about the favourite junk food of the Indian youth, when it should have been about food labelling. The food processing industry and the regulatory bodies need to figure out better standards for food labelling. Even America doesn't allow Kraft to call its product "cheese". We're doing worse than America at food labelling.RTI/PIL Watch - Regular monitoring of RTIs and PILs, as well as the responses thereof would be in public interest and would spark more citizen participation.Governmental inefficiency - Posting a news reporter at every government agency can produce gold for any intrepid news-editor on a daily basis. Mind numbing stories of inefficient stupidity abound. Officials have eye-watering prevarication skills. How this affects important work needs to be highlighted. Languid statements expressing official helplessness of some kind always have massive inefficiency behind them.The legislative process - Some bills become superstars, while others are completely ignored. It would be good to get updates on all bills. Local newspapers could easily devote daily or weekly features, following up the progress of their MPs/MLAs/corporators. It seems like only the government-sponsored news outlets do this in some measure.Some of these stories are mentioned once in a while. Sunday specials in newspapers deign to give us a two-page spread on "issues" sometimes. These stories just garner an eyeball-grabbing headline with limited follow up.Some newspapers like the Mumbai Mirror build up credentials for very good local coverage, but then squander it off by taking sides on issues that lack public significance (the colour of the street lights on Marine Drive does not warrant months of front page headlines). They cater to their readers and will never point out things that the public gets wrong - their slant is always that the public is always righteous and above question.Why do I think these aren't in the news?Because media has a quick fix solution to its 24/7 demand for news - Twitter and other miscellaneous social media.The media has easy avenues and low standards these days, passing off some individual's off-the-cuff (or not) 140-character-long Twitter remarks as news. Consumers assume this is big news and somehow important, and it's easy enough to build a story around it.This statement-baazi (statement-mongering) needs to stop. Only then will the media start looking for relevant news bytes that can be found everywhere, if only someone looked for them.This Twitter-ising of news was recently effectively used by PM Modi to troll the media with a late evening tweet on 3rd Aug 2015 announcing a landmark event at 7 RCR at 6:30 pm (https://twitter.com/narendramodi/status/628184928711106560). That day had seen the nadir of parliamentary procedure with Congress party members descending into the House wearing black armbands, holding placards and shouting slogans, demanding a statement from senior Parliamentarian Sushma Swaraj, and then refusing to let her speak. The PM was expected to react to this, and I saw the TV news channels licking their chops in anticipation when the PM issued this tweet, expecting him to give in to the opposition's demands, back down on the Land Bill, fire Swaraj, and a host of other speculation. Instead, the PM got all of India staring at their TV sets to watch the signing of a peace deal that would have otherwise been ignored by people. Embarrassed news hosts quickly switched to a commercial break, and nothing was mentioned about how these speculative prophets now had egg on their faces. This shows the value our media places on this statement-baazi in its quest for staying current with attention grabbing news.I think media has been moving away from long-form investigative journalism, barring a few examples. Opinion pieces are a dime a dozen, with everyone from a former FM to your neighbourhood milkman eligible to write opinion "pieces" on "news outlets" with innocuous names that fit the following mould:"The <insert imposing descriptive adjective here> Indian".There is a misplaced earnestness, a sense of righteousness sans critical thinking, driven by a slacktivist narrative that is lapped up by vapid masses. It's totally driven by sites such as Quora, which are actually social media masquerading as "serious discussion outlets", where the next generation of "serious political commentators" are fed and fostered.Some of us recognise this, and choose to play down and ridicule our own "serious" writing, as a measure of avoiding self-aggrandizement. Yet Quorans working for various news discussion fora randomly solicit writers to contribute to their platforms.The interesting thing is that people are so receptive to news now. The smallest incident captures people's attention, and is consumed, shared and talked about with earnestness. The time is ripe for good journalism to thrive, new information that challenges widely held beliefs to be aired out and appreciated, in this "Brave New World" in the Age of Information.With technological advancements, changes in society that now sees journalism as a respectable profession, and the avid receptive audience, the news media really has no excuse for not finding ways of getting new stories across in a manner that is easily consumable by the most naive consumers.Thanks for the A2A.

Which countries will legalize gay marriage in 2018?

(Updated Dec 2018) I wrote an extensive response to the previous version of this question: What countries will legalize gay marriage in 2017?Countries awaiting enactment (already approved):Austria, whose Constitutional Court ruled in favor of marriage equality in Dec 2017, requires enactment by Jan 1, 2019.Taiwan, whose Constitutional Court had a similar verdict, requires equality by May 24, 2019 (or it’ll automatically enact then); opponents forced a public referendum in Nov trying to instead provide civil unions — but the govt intends to introduce a marriage equality bill regardless.Costa Rica (continued below), offers limited partnership rights since 2013, and saw a Supreme Court ruling in Aug 2018 require marriage equality legislation within 18 months. That countdown began after the ruling was published on Nov 26 — requiring marriage equality by May 26, 2020.Bermuda, a British Territory, saw its Supreme Court legalize equality in May 2017, a law passed to overturn it in May 2018, and reinstatement of equality by the Supreme Court in Nov 2018. The govt has appealed yet again to the UK Privy Council, as an unlikely last-ditch attempt.Jersey, a British Dependency, passed marriage equality on Feb 01, and went into effect on July 01.Countries with high chances of enacting marriage equality:Costa Rica: In Jan 2018, the Inter-American Court of Human Rights (IACHR) ruled in favor of marriage equality on a case referred by Costa Rica. The court has an appellate jurisdiction of 20 countries— four with marriage equality (Argentina, Brazil, Colombia, Uruguay); four with civil unions/partial passage (Chile, Costa Rica, Ecuador, Mexico), and 12 with neither (Barbados, Bolivia, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Panama, Paraguay, Peru, Suriname).Though rulings are “binding, advisory decisions”, each country must pass laws to comply. Costa Rica (which referred the case) had national elections in Feb 2018 which elected a supportive President. In May 2018, the Supreme Electoral Court of Costa Rica ordered the IACHR ruling to be implemented, and a formal decision by the Constitutional Court was delivered in Aug 2018, giving the legislature 18 months to enact appropriate laws. Upon publication of the ruling on 26 Nov 2018, the latest marriage equality would arrive in Costa Rica is therefore 26 May 2020.Panama announced intentions to comply, and notified its govt agencies shortly after the Jan 2018 ruling. Its Supreme Court issued a draft ruling in Oct 2017 against marriage equality — later withdrawn in Feb 2018. A new ruling is expected to incorporate the IACHR ruling, in support of marriage quality — even though leading Presidential candidates for May 2019 elections are opposed.Chile, which has Civil Unions since 2015, saw 2017 elections result in a mostly supportive Congress, but a conservative President, who announced that marriage equality won’t be a priority. In 2016, Chile signed an agreement with the IACHR Commission to enact marriage equality — and in May 2018, reaffirmed that it will abide by the commitment. Groups have since filed complaints with the IACHR for noncompliance.Peru's Supreme Court head expressed an obligation to comply with the IACHR ruling in Jan 2018. In Dec 2016, a lower court in Lima recognized a Peruvian-Mexican couple married in Mexico — later annulled in Mar 2018 on appeal from the national registry at the Lima Superior Court, and referred up to the national Supreme Court in Jun 2018. A marriage equality bill was introduced Feb 2017, but faces stiff opposition in the conservative country.Ecuador, recognizes civil unions since 2008, even though marriage equality is constitutionally banned. The Constitutional Court has two cases since Dec 2014, and may issue a decision using the IACHR case as precedent (a decision is three years overdue). In June 2018, two couples successfully married in the city of Cuenca after a local court affirmed their rights, only to be annulled by a higher Provincial Court. In Jul 2018, the President of the Supreme Court stated a case would likely lead to legalization if heard.Costa Rica, Ecuador, El Salvador, and Panama all have court cases pending. Cases were filed in response to the IACHR ruling in Paraguay (Jan 2018), Honduras (May 2018, but rejected in Nov for technicalities, although they can refile), and Bolivia (May 2018). Marriage equality was provided in Brazil, Colombia, Bermuda, South Africa, and the United States via constitutional courts.Cuba, not part of the IACHR system, underwent a Constitutional Convention for its periodic update in Jul 2018. Mariela Castro, daughter of Raul Castro, has taken marriage equality as her primary focus (she heads an LGBT center as her primary job), and has spearheaded its inclusion in the draft constitution. A national referendum on 24 Feb 2019 is required for adoption; the current President has expressed support.Venezuela, also not part of the IACHR system, has two Supreme Court cases filed since April 2016 (along with three others relating to gender identity, adoption, and LGBT military service). In Jan 2018, six of the Justices announced an intention to rule in favor, awaiting the seventh for a potential unanimous decision. The National Assembly is debating a new constitution (a multiyear process), and two working groups pushing for marriage equality and abortion have been established. The country’s internal situation is in disarray, but such policies still could be legally adopted.Mexico, a mess to sort out thanks to its federal government, has equality in 12 states (out of 31) and Mexico City, as a result of court rulings, executive decrees, and legislation. After elections in 2018, a number of states saw legislative majorities of the supportive MORENA party.The Mexican Supreme Court ruled that all states must recognize same-sex marriages from other states, and that couples who receive an injunction (amparo) can be married in any state — leading to de facto equality, as long as you go to court. In Oct 2018, a federal court ruled that Mexicans of any state can get married at a Mexican consulate/embassy abroad.A judicial principle that 5+ amparo demonstrates a law’s blatant unconstitutionality (and thus expected repeal) has been used, but multiple states have 5+ amparo with no changes. While the national Supreme Court has ruled states’ ignorance of their decisions as illegal, enforcement on individual states has been futile. National legislation has stalled, even with former President Pena Nieto’s approval.Of the states without equality, supportive MORENA holds legislative majorities in: Baja California Sur, Durango, Guerrero, Hidalgo, México, Oaxaca, San Luis Potosi, Sinaloa, Sonora, Tabasco, Tlaxcala, Veracruz, and Zacatecas.States with major legislation, court cases, or other movement include:Nuevo Leon, and Sinaloa, ordered by the national Supreme Court for the fifth time to legalize equality in Oct 2018 and Jul 2018 respectively — (as previously done in Puebla, Chiapas, and Jalisco, all of which also had unconstitutional marriage equality bans);Tamaulipas, also ordered by the Supreme Court for the fifth time to legalize in Sept 2018;México (the state) has a MORENA legislative majority, and is expected to pass legislation in 2018;Hidalgo, where both legislative parties have supported a bill, also has a MORENA majority, and declared equality as a legislative priority;Legislation in states held by MORENA include: Durango (bill presented Sep 2018), Hidalgo (see above), México (see above), Oaxaca (in committee, and ordered by the Supreme Court since Dec 2017), San Luis Potosi (bill presented Oct 2018), Sinaloa (see above, though was reportedly tabled in Dec 2018), Sonora (bill debated Sep 2017), Tlaxcala (presented Oct 2018), Veracruz (court ordered Nov 2017), and Zacatecas (bill debated Nov 2017).Legislation in other states include: Aguascalientes (11th version of bill presented Jul 2018), Baja California (presented Nov 2018), Nuevo Leon (see above), Queretaro (recognized in some cities, legislation active in Oct 2017), Tamaulipas (see above), and Yucatan (bill reintroduced by Governor Oct 2018).Bermuda, a British Territory — in a nutshell, provided marriage equality per Supreme Court ruling from May 5, 2017 to May 3, 2018, when it was repealed by the legislature, to be replaced by domestic partnerships. On June 6, 2018, the Bermuda Supreme Court (again) ruled in favor of marriage equality, but waited for an appeal by the government on Nov 23 which failed, restoring marriage equality.Czech Republic, with Registered Partnerships since 2006, offers most benefits except adoption and the title of marriage. Oct 2017 elections led to a mostly supportive government, and a bill presented in Jun 2018 was scheduled for a hearing in Oct 2018, but is now likely delayed until Dec 2018. The bill requires 60% in favor to pass — but the ruling coalition lacks a majority in the legislature. 65% to 75% of the population supports equality, the highest of non-German speaking Central/Eastern Europe.Northern Ireland, unlike the rest of the United Kingdom (England, Wales, Scotland) and the Republic of Ireland, does not provide same-sex marriage, with civil unions offered since 2005. It is subject to an enlarging political fight encompassing two countries, and has become a major barrier to Brexit. An equality bill has been voted on five times, and even with a majority of votes, was last vetoed in Nov 2015 by 32 DUP members (30+ needed to veto).The DUP secured less than 30 seats in Mar 2017 elections, and an inability to form a power sharing government has left the region without a functioning government since Jan 2017. Northern Ireland has since been ruled directly by London, which stated it won’t unilaterally implement marriage equality. The Northern Irish High Court ruled in Aug 2017 that marriage equality was a political question and can’t be decided by courts. A bill was heard in Parliament at Westminster in Mar 2018 via the Ten Minute Rule, and a second reading attempt is scheduled for 25 Jan 2019.Northern Ireland practices consociationalism, a devolved power-sharing government, which requires the government to be comprised of the two largest parties —the British-leaning DUP, and the Irish-leaning Sinn Fein — in response to decades of violent conflict between the two during The Troubles. Different government agencies are headed by members of the two political parties, and two individuals hold the executive position of First Minister.After a scandal led to the resignation of the DUP-affiliated First Minister and 2017 snap elections, Sinn Fein refused to nominate a First Minister,preventing the ability to form a government. Marriage equality is one of multiple issues dividing the two parties (Sinn Fein in favor, DUP is not), along with the elevation of Gaelic Irish as an official language, investigations of The Troubles, and Brexit negotiations regarding the restoration of border controls — Northern Ireland has a fence-free border with the Republic of Ireland, which could change in a hard Brexit supported by DUP.The DUP’s nine seats in the British Parliament are what provides Teresa May’s Conservative Party a slim majority (at 325 vs 322), making Northern Ireland especially important.Switzerland, with Civil Unions since 2007, sent a 2013 equality bill to a drafting committee in 2017, where it was heard May 2018. The bill will have committee meetings in May 2019 for review, after which it will be sent to legislature that summer. Such amendments usually require a public referendum, but a parliamentary committee voted to permit adoption without a public vote, likely in 2021. Neighboring Liechtenstein, with Registered Partnerships since 2011, previously put equality on hold until its neighbors (namely Germany and Austria) approved equality, both of which now have.Slovenia, with Partnerships since 2006, also offers most benefits except adoption, in vitro, and title of marriage. A full equality bill in 2015 passed Parliament but was voted down in a popular referendum — a number of news articles erroneously credited Slovenia with marriage equality before the referendum. 55% of the population support equality, and Jul 2018 elections led to a ruling coalition in support.Andorra, a tiny country wedged between Spain and France (both with equality), has had Civil Unions since 2014, but little motivation to advance same-sex marriage legislation, even with little opposition.Monaco and San Marino, also tiny countries, have proposed civil unions that may be upgraded to marriage equality.Monaco, on the southern French coast, is the only Western European country with neither marriage equality or civil unions. Monaco has a Catholic Prince and unelected council, but adopted a draft cohabitation bill in Nov 2016. A formal introduction in April 2018 provided a weak bill decried by activists.San Marino, an even smaller country surrounded by Italy, introduced Civil Unions by an overwhelming vote of 40–4, which took effect 5 Dec 2018. A Dec 2017 bill to allow same-sex marriages for foreigners was approved, but not yet implemented. Proposals to add sexual orientation as a protected class to the Constitution could be a precursor to marriage equality, something Italy has yet to consider.Romania [ECJ] saw a case with a Romanian-American couple referred to the European Court of Justice (ECJ) by Romania’s highest court, which ruled in May 2018 that same-sex couples are entitled to residency benefits, even if an EU country doesn’t recognize marriage equality.The ruling was extended to the remaining EU countries without any same-sex recognition (Bulgaria, Latvia, Lithuania, Poland, Romania, Slovakia), and activists are eyeing other EU rights with discrepancies between same-sex and heterosexual couples, signaling future cases. Two civil partnership bills are in the Romanian Parliament, but a referendum to constitutionally ban marriage equality has been proposed. A Lithuanian civil union bill survived committees before being watered down and scrapped in Jun 2017.Philippines, where a case filed before the Supreme Court was heard in June 2018 with widespread coverage, but is expected not to get very far. A marriage equality bill was presented Mar 2018, and a civil union bill is still active — the latter supported by President Duterte, who is known to flip-flop.Namibia, where a South African-Namibian gay couple, legally married in South Africa, filed suit in Dec 2017 for immigration and adoption recognition. A hearing is scheduled for 2018, and the plaintiff has since been granted an interim residence permit.
