It really depends on what organizations already exist there, i.e. there are usually more than one economic development organization, urban redevelopment agency, downtown merchants or revitalization assoc., anti-poverty and housing organizations, city boards and agencies etc… When I’ve put these together none of these generally have the focus and expertise so building a new one (despite the quite reasonable ‘oh no, not another one with overlapping missions and the same funding base!!!’) that’ll be run mostly by property owners within the district as they’ll have the longest interest in making things happen and investing their own money in it. Adding people from local government with actual technical expertises (adding laymen like city council, planning and zoning board members, ED board members, academics, etc. is more crippling burden than beneficial at least in the hundreds I’ve seen and worked with) helps a lot like the City Public Works Director, Building Codes Inspector, Brownfields Coordinator, Parking Enforcement, etc.. Commercial real estate brokers can be very helpful or great problems but otherwise everyone is guessing what might attract real tenants and what a competitive rent and remodeling offer is.Alan Stainback’s book on public-private partnership structuring is extremely helpful on this. It’s usually smart to incorporate a Tax Increment Financed District on the zone for another major tool (use California for examples of how not to do that, it just resulted in TIFD staff with too little to do) and that also defines who would be in the entity (i.e. the local school superintendent.)
