PDF Editor FAQ

Is Beijing traffic really bad? If yes, why?

Introduction1.1 About the policyWith society's exponential growth, urban traffic congestion has evolved into a significant social issue that many cities must address. Congestion is a daunting problem to cope with in cities where the number of cars continues to grow more than the available traffic capacity to accommodate them. It is exacerbated by auto crashes. Beijing's road congestion has worsened in recent years, posing a significant threat to residents' lives. The most important issue impeding city growth is traffic congestion. In Beijing, the overall number of registered vehicles exceeded five million in 2012, far exceeding the designed road volume (Zhang, e.t al., 2014). Beijing traffic congestion not only disrupts citizens' daily lives but also contributes to increased air emissions. This issue has ramifications in many facets of global life, including economic prosperity, road collisions, greenhouse gas pollution, high housing prices, time spending, and health consequences.1.2 The purpose for the report and the methodologyThis paper examines the causes and origins of traffic congestion in Beijing, intending to propose solutions for alleviating traffic congestion by analysis. This essay aims to assess and analyses the issue of traffic congestion management in Beijing from various perspectives, including purchasing restrictions (car ownership) versus increased investment in public transit and the promotion of environmentally sustainable vehicles. Modern communities may rely on traffic control systems to reduce traffic congestion and its detrimental consequences in this way. Traffic congestion management systems aim to increase the overall traffic quality and protection of transportation systems by combining a range of application and management tools.2. The Background of the policy2.1 The history of the policy interventionMany big cities around the world have awful traffic. Many people want to live in cities because their economies are more developed, there are more opportunities, and many young people choose to work in big cities to pursue their dreams. City planners can take admirable action to alleviate traffic congestion, but as new highways are constructed, they can eventually draw more residential and industrial growth. China's cities are massive; Beijing, the capital, has a population of more than 23 million people. Beijing is currently experiencing severe traffic congestion as a result of rapid economic growth and a growing population. In 2009, the city's net growth of vehicles reached 515,000, similar to Hong Kong's overall vehicle population of 580,000. According to the Beijing government, the car population surpassed 4.7 million in 2010, with an annual daily increase of around 2,000 cars (Zhang, e.t al., 2014). Since Beijing is such a large city, it has been forced to establish fast and effective public transportation. The metro system was significantly strengthened and expanded in preparation for the 2008 Olympic Games. Subways, coaches, and taxis are the three primary modes of public transit.Since the 1990s, China's economy has expanded at a rapid rate, resulting in a rising number of Chinese families becoming car owners, and private cars are becoming increasingly common. The issue of urban traffic congestion has become increasingly severe as the number of private cars has increased dramatically. The only way to keep up with the rising speed of vehicles is to create more roads.Beijing's urban road network infrastructure growth has accelerated in recent years as China's political, commercial, and cultural capital, as well as an international city. More and more recently developed or about to be built roads are lying across Beijing. However, the most severe traffic problems in the domestic were exacerbated by these perfect-looking road networks. The capital city is known as the "Most Congested." According to records, the number of registered cars in Beijing exceeded five million in 2012, far exceeding the designed road tolerance. The traffic problem has evolved into a livelihood issue that has had a significant impact on citizens' livelihood, harmed Beijing's traffic growth, and slowed Beijing's internalization. Beijing would be a strong example for other cities to emulate if it can tackle the problems properly as the leader of Chinese city growth.Source: Beijing traffic report | TomTom Traffic Index2.2 The problem it seeks to addressOne of the most important needs of modern society is rapid mobility. As a result, people can use a variety of modes of transportation, including automobiles, subways, and bicycles. However, of all of these modes of transportation, cars are still the most common due to their convenience and practicality. As a result, anticipating constant population growth, the number of automobiles in major cities will rise as well, albeit at a much faster rate than transit systems, causing traffic congestion to become a serious problem. It causes a slew of problems for the atmosphere and community, including an increase in road collisions, economic consequences, and high levels of greenhouse emissions.According to the Chinese Department of Transportation, there are three main causes of traffic congestion. The first is linked to traffic-altering activities such as accidents, construction zones, and inclement weather. The second is traffic demand, which includes natural traffic variations as well as special events. The highway system, which includes traffic control systems and physical bottlenecks. Furthermore, these bottlenecks account for 40% of total road congestion, with traffic collisions such as auto crash accounting for 25%, adverse weather accounting for 15%, work zones accounting for 10%, and inconsistent traffic signal synchronization and special events accounting for 5% each.3. MethodologyTo determine whether the policies adopted in 2010 successfully fix Beijing's traffic congestion crisis. This report used data from secondary sources to compare before and after the implementation of traffic congestion policies in Beijing. Analysis of typical traffic congestion characteristics. Data was collected by searching for research documents and reports on traffic congestion in Beijing. A comparative analysis was done on the previous state of congestion before implementation of policies and after implementation of policies. The reason for data analysis is to assess the current situation or the potential situation. The Simple before-and-after analogy is used. For policy implementation effectiveness3.1 Causes of congestionsHow congested was Beijing during rush hour throughout 2020 in comparison to 2019Congestion level 2020 in Beijing was 24% decreases by 13 percent since 2019. At noon congestion level is 0% with the current weather of 11degres Celsius. Mondays are the worst day of the week that have traffic congestion especially from 8am to 9am. Travelling before 8am to 9am on Mondays could save you up to 3 hours per year for 30 minutes commute. However the weekday’s rush hour has decreased by 6% in the morning since 2019 from 58%. And 11% in the evenings from 56%Rush-hour congestion: A comparison between 2019 and 2020Source: Beijing traffic report | TomTom Traffic Index3.1.1 Rush hourAt rush hour, the Beijing Metro – subways and buses are still lined. Beijing has one of the world’s largest metro networks and is currently building new lines and stations. However, the subways are already packed, and there seems to be no end in sight. While efforts by local authorities to allow migrant workers to leave the city by demolishing buildings without licenses or certifications, more residents continue to migrate to Beijing in search of higher-paying employment. In the wake of COVID-19, the government is racing to develop more infrastructure to boost the economy. As a result, Beijing will recruit more foreign workers to construct new apartment blocks, highways, bridges, and other infrastructure. As a result, the capital city is expected to get more populated (ZHAO, e.t al., 2011). To keep up with Beijing, other Chinese cities will accelerate their regional urbanization, modernization, and industrialization efforts. For two reasons, the vast majority of people who choose to go anywhere around rush hour use private automobiles. One is that the majority of Chinese live in low-density neighborhoods where public transportation is ineffective. Second, compared to almost any type of public transportation, privately owned cars are more comfortable, quieter, more private, and more convenient in trip scheduling, and more flexible for performing multiple activities on a single trip. As household incomes increase across the world, more consumers are opting for privately owned cars and trucks over slower, less costly modes of transportation.China's fundamental problem is that the road infrastructure cannot handle peak-hour traffic without forcing more people to queue for scarce road space. With 87.9% of ordinary vehicles in private cars and millions wishing to ride at the same time, the country's fundamental dilemma is that the road infrastructure cannot accommodate peak-hour traffic without causing more people to queue for scarce road space. (2011, ZHAO et al.) Congestion is known as a queue, and it can be seen in all rapidly growing major metropolitan areas. After China's founding,3.3.2 The state of the roads and driving habits also contribute to congestion(a) Development and maintenance issues of urban road networks unnecessary traffic congestion are caused by inadequate road construction or maintenance. Failure to mark traffic lanes, abrupt variations in the number of lanes, bus stops positioned exactly where the road width narrows and other flaws that disrupt traffic flow are also common occurrences in many cities. Similarly, deteriorated road conditions, especially the prevalence of potholes, lead to increased road capacity restrictions and congestion. Rainwater buildup on roads in many Latin American cities, such as Caracas, decreases traffic capacity and therefore increases pollution.(b) Any traffic practices clog the roads worse than most. Certain drivers have no regard for other road users. Many vehicles want to save a few seconds by pushing their way through intersections and blocking the flow of other cars, creating economic damage to others that far outweigh their profits. Buses in other cities, such as Santiago, have a history of stopping just before an intersection, creating traffic congestion (and accidents). These vehicles creep along searching for riders in the same cities, as well as others with an overwhelming number of taxis that do not normally run from fixed taxi lines, causing congestion. Aside from these activities, traffic flows often include old and improperly managed cars, as well as those drawn by animals. It's important to remember that as traffic flow returns after being halted at a traffic signal, a type of congestion occurs because cars moving at a regular speed are slowed up by slower vehicles in front of them. Furthermore, a car that is stationary or going slowly has a significant impact on traffic flow because it effectively blocks a traffic path.Source: Beijing traffic report | TomTom Traffic Indexc) There is little detail on road patterns. Another aspect that contributes to traffic delays is a lack of knowledge of current traffic conditions. If a driver with two options for getting to his destination, A and B, realized that traffic conditions on route A were poor, he might take route B, where his contribution to congestion would be lower. According to a study conducted at the University of Texas in the United States, being well informed about traffic problems in various sections of the road network will mitigate congestion much more effectively than imposing charges for using congested streets. Unfamiliarity with the road system will also increase the total distance traveled per trip, contributing to traffic congestion.(d) As a result, capacity is being reduced around the board. In general, the way people travel, as well as the condition of the road and automobiles, means that a street or urban road network in Beijing would almost certainly have less capability than one in Europe or North America of comparable dimensions. In the early 1970s, measurements in Caracas revealed that an expressway there had just 67 percent the capability of a similar-sized expressway in the United States (ZHAO, e.t al., 2011). While the exact percentage difference ranges from city to city, there is no question that Beijing cities’ road networks are vulnerable to congestion.3.3.3 There is also an institutional problemThe decline of traffic conditions in almost all Latin American cities has been considerably greater than it should and could have been, owing in part to ineffective measures by the relevant authorities. The challenge has outgrown the ability of the institutions to deal with it. The authorities' response has been patchy so far, since responsibility for urban transportation planning and maintenance is divided among a variety of bodies across the country, including numerous central ministries, regional governments, towns, suburban train or metro companies, traffic police, and so on. Any of these does what it finds to be the most important, without any regard for the implications for the other institutions' interests (Zhang, e.t al., 2014). For example, a municipality worried about commercial traffic being redirected to another part of the city might permit the construction of multi-story car parks or encourage parking on the streets without realizing the effect on road users who must travel through the area in question.Source: Shaoyang et al. (2013).Another condition that represents the effects of decisions made without coordination or consideration of their wider ramifications can be seen in the form of a rapid transit system such as the metro. Land use becomes more compact and office blocks are constructed as a result of the increased mobility, and since city laws typically require a certain minimum number of private parking spaces for such buildings, this allows employees to drive to work. As a result, this package of policies encourages more traffic congestion. Furthermore, in such a vulnerable environment as urban transportation, organized organizations, such as transportation interests, as well as politicians, who present their points of view and even take up arms on behalf of particular interests, exert heavy pressures, further complicating the situation. Even though all of the aforementioned causes create distortions, urban transit is one of them. Instead of steps being taken, they should be dealt with in an integrated, technical way. Taken by each agency independently or in favor of sectoral interests4 Findings: Possible Improvements4.1 Promoting environmental friendly vehiclesA green car, also known as a clean vehicle, eco-conscious vehicle, or environmentally friendly vehicle, is a road motor vehicle that has less negative environmental effects than equivalent traditional internal combustion engine vehicles powered by gasoline or diesel, or alternative fuel vehicles. Hybrid electric cars, plug-in hybrid electric vehicles, battery electric vehicles, compressed-air vehicles, hydrogen, and fuel-cell vehicles, neat ethanol vehicles, flexible-fuel vehicles, natural gas vehicles, renewable diesel vehicles, and some reports also mention vehicles utilising blends of biodiesel are examples of green vehicles that can be fueled by alternative fuels and advanced energy technology.Driving an environmentally conscious car is an excellent way to benefit both human health and the climate. Since it consumes low carbon compounds as it runs, a green vehicle releases less toxic chemicals into the air. They are certainly much better for the environment than internal combustion engine (ICE) cars, both due to dramatically-reduced local emissions, and due to much higher efficiency, which when combined with either a low-enough grid carbon intensity or your own clean (e.g. rooftop PV) power, makes for greatly reduce emissions from transport. Another advantage is that the grid intensity can improve over time and thus the vehicle emissions fall after purchase, unlike an ICE vehicle. Other answers go into much more detail about what grid intensity produces a better overall result, so I won’t repeat that here.Of course, electric cars are nothing as good for the environment as walking or cycling or using the bus, tram, or train. EVs do not solve any of the problems of congestion, road danger, urban sprawl, noise (well a bit, but surprisingly little - it’s nearly all tyre/wind noise), resource use, and inefficient use of space. So, yes stop selling fossil cars pretty-much immediately and sell electric ones instead, but don’t promote private car use over the other transport solutions, at least not in urban areas, because it is a problem much more than it is a solution in that environment.4.2 Increasing investment in public transportationBeijing's government implemented a package of policies in December 2010 to curb private vehicle use and expand public transportation. This was accomplished by a six-step strategy that included 28 concrete steps targeted at regulating motorized vehicles (in line with the national Twelfth Five-Year Plan). To regulate the number of motorized vehicles and limit traffic flow, the city decided to use both regulatory and economic instruments. Control of license plates: To limit the growing number of private vehicles, Beijing implemented a quota scheme for license plates. In 2011, only 240,000 license plates were issued by a lottery scheme under the quota system, down from 700,000 the year before. Only permanent residents of Beijing can be given license plates.Source: Yuan et al. (2018).For the past decade, the priority problem that needs to be solved in a growing metropolitan city, especially in Beijing, has been traffic. However, this issue persists due to one factor: overcrowding! Due to overpopulation, all available resources have become scarce. This includes available employment, land and housing, food supplies, and, of course, road space. Traffic jams are inevitable since there are so many cars on the road and road space is restricted. Many vehicles on the road are often only driven by one or two people. This is ineffective. An advanced public transportation system will help to reduce traffic congestion on the roads. It links different means of transportation so that they work together as a whole, such as a bus and train interchanges, providing residents with ease. The most effective way to use a lane is to get it congested. It's also more secure (fewer accidents and fatalities per capita). And it is the best incentive for individual drivers to find alternative methods for getting around in the city. Though it is virtually difficult to remove traffic congestion in areas where the average car speed is about 10 to 15 km/h, there are many steps that the government might do (in addition to what they have done):To improve traffic management, use Intelligent Transportation System devices. These services provide electronic signal light synchronisation on local roads, large variable signage advising drivers of impending traffic situations, one-way street patterns, GPS devices in cars and trucks, and radio broadcasts of current road conditions. These systems are now available and can be useful on local streets and arteries while also providing information on expressways. In developing countries, more roads should be built. Opponents to additional bridges argue that we can't build our way out of traffic and more highway space actually attracts more people. This critique is valid for current roads that are already congested as a result of triple convergence. However, with the expected population increase in the United States, we would certainly need substantially more road and lane mileage in rural areas.React to traffic-blocking collisions and injuries more quickly. Using roving support vehicles operated by government-run Traffic Control Centers fitted with a television and electronic monitoring of road conditions to clear crashes and collisions from main roads quicker is an excellent strategy for eliminating traffic delays.Make HOT (High Occupancy Toll) roads. If lawmakers imposed tolls on all major commuting lanes, peak-hour road pricing would be politically impossible, but HOT lanes would expand traveller options by adding new toll lanes to existing expressways or converting underused high-occupancy vehicles (HOV) lanes to HOT lanes while leaving existing traditional lanes toll-free. HOT lanes don't get rid of traffic. They do, however, encourage someone who wants to travel quickly on any given day to do so without driving all low-income drivers off the roads during rush hour. In certain areas, entire networks of HOT lanes could increase total bandwidth while still providing high-speed options to thousands of people in a hurry.Another better solution is to fund infrastructure that supports alternatives to driving a car: An example of a good public transportation system in Tokyo. In Tokyo, Japan, all public transport modes, including the train, tram, and bus systems, can be paid for using a rechargeable contactless smart card. So what are the advantages of a good public transport system? Well, it is more convenient, accessible, and efficient. People can make use of different modes of transportation to travel quickly. How about the disadvantages? It requires extensive planning and costs. Thus it may not be feasible for all countries. Hence public transport is about equality and fairness, of course, it solves traffic congestion4.3 Purchase restrictions (ownership of cars)Additionally, the Beijing government implemented an odd-even license plate scheme to limit the number of vehicles on the road during special occasions and harsh weather situations. Based on the license plate number, the device requires vehicles to travel on alternating days. A few other cities around the world, such as Bogota and Mexico City, have also implemented this measure. The program, though, is just a temporary workaround since it allows buyers to purchase a second vehicleMotorization in BeijingSource: Asian Development Bank. (2017) Travel Demand Management Options In Beijing Asian Development Bank May 2017, Accessed, https://www.adb.org/sites/default/files/publication/325266/travel-demand-management-beijing.pdfControlling the number of official cars: The Beijing municipal government has initiated a special campaign to limit official motor vehicles, which includes a variety of associations, political advisory councils, and government-funded agencies (Song, 2010). One of the causes of traffic congestion is the rise of official cars, which account for 15% of the city's car ownership. Purchase and use of official cars would be subject to limitations.Increasing parking fees: The Beijing government has increasingly raised parking fees since 2002 to prevent the use of automobiles. To stop people from commuting to work, parking fees in non-residential areas have been increased. The non-residential areas have been separated into three zones depending on the level of congestion. In April 2010, parking fees were increased from 2 yuan to 10 yuan; in congested areas, the fee will reach 15 yuanPeak-hour traffic restrictions for non-residents of Beijing: Cars registered outside of Beijing will not be permitted to enter the city at these times. From 7 a.m. to 9 a.m. and 5 p.m. to 8 p.m., checkpoints are set up to prohibit traffic from entering the fifth ring lane. This helps people to travel to the city by train or bus (Song, 2010).5. FindingsAccording to the Beijing Municipal Commission of Transportation, the initial traffic-control measures have begun to have an impact after the policy implementation. During morning rush hour, the average speed of motorized cars has risen to 28 km/h. In comparison to the same timeframe in 2010, there was a 4% rise in public transportation passengers (January–March 2011). When compared to the same time in 2010, the average daily rail passengers jumped by 21% (January–March 2011). A daily parking fee of up to 60 yuan and rising oil prices have encouraged motorists to ride their bicycles to work.6. ConclusionBeijing's "lifeblood" is traffic. It is an indicator of the city's vitality and dynamism, as well as a significant emblem of the city's modernization. Traffic congestion has become a significant bottleneck, limiting urban economic development and sustainable development, as China's national economy has grown rapidly and urbanization has accelerated. It also has a major impact on the daily functioning of urban life, wreaking havoc on residents' jobs and lives. Beijing's paradox between exponential growth in demand for transportation and urban transportation availability has become increasingly prevalent as a developed city in the domestic market. Besides, there are flaws in traffic control. These are the major reason for traffic congestion in Beijing. It is a comprehensive initiative to reduce traffic congestion in the area. Solving a particular issue would not solve the whole problem. Instead of dwelling on a single factor, we should see the approach as a whole. To solve the problem of traffic congestion, only multi-party teamwork is needed. In September 2011, the Beijing government announced that in order to alleviate traffic congestion, it would levy congestion charges in specific zones. However, the specifics have yet to be revealed. In addition to the existing measures, this is intended to reduce the use of private vehicles and promote the use of public transportation.Because of the criticality of the transportation networks monitored by such systems, improving transportation quality remains an active and challenging research field. Peak-hour traffic congestion is here to remain in nearly all of the world's vast and rising metropolitan areas. In fact, because of increasing populations and resources, it is almost likely to get worse over the next few decades. This would be so regardless of whether public and private policies are implemented to alleviate traffic congestion. However, this result should not be seen as a sign of societal failure or poor policy. In reality, economic growth and other forms of progress often result in traffic congestion. Although traffic congestion cannot be avoided, there are several measures that can be taken to slow the rate at which it worsens. Several strategies, particularly when implemented in combination, can be beneficial, but nothing can fully eliminate peak-hour traffic congestion in major cities around the world. Only extreme economic downturns, which are uncommon, will stop an increase. This post, on the other hand, has presented a thorough examination of Traffic congestion Management systems, highlighting the major problems and flaws of current systems and recommending several ways to increase TMS performance. First, we provided a concise summary of the state of the art in TCMS, including descriptions of the three major TMS phases: Information collection, information processing, and service delivery are all steps in the process. We've also suggested a comprehensive grouping and analysis of TCMS providers based on their design and objectives. Also, a qualitative study was carried out using the TCMS mentioned. Finally, we discussed how we want to enhance TMS reliability and robustness to reach the optimal degree of precision and traffic management, with an emphasis on addressing transparent challenges. Furthermore, we have described and explored several possible solutions.ReferencesLIU, Z., YUE, X., & ZHAO, R. (2011). The cause of urban traffic congestion and countermeasures in china [j].
