If it is a business function, there is a legitimate, reputable certified course available.Otherwise, you could get your CDL and drive a truck or get certified using a forklift/heavy machinery specific to a manufacturing/production/construction/you-name-it industry.If you go the business/non-labor route, don’t underestimate the power of the internet. Title 49 of the Code of Federal Regulations establishes minimum requirements for commercial drivers’ licenses (CDL), which are supplemented by the states issuing them. Among its other requirements, 49 CFR §383.71, “Driver application and certification procedures,” states, “Any person applying for a [commercial learner’s permit] on or after July 8, 2014 must… be 18 years of age or older and provide proof of his/her age.”Title 49 also has a separate Part 391, Qualifications of Drivers and Longer Combination Vehicle (LCV) Driver Instructors, which includes the following:“§ 391.11: General qualifications of drivers.“(a) A person shall not drive a commercial motor vehicle unless he/she is qualified to drive a commercial motor vehicle. Except as provided in § 391.63, a motor carrier shall not require or permit a person to drive a commercial motor vehicle unless that person is qualified to drive a commercial motor vehicle.“(b) Except as provided in subpart G of this part, a person is qualified to drive a motor vehicle if he/she—“(1) Is at least 21 years old…”The Federal Motor Carrier Safety Administration (FMCSA) is a relatively young agency. It was established in 1999 pursuant to the Motor Carrier Safety Improvement Act of 1999. As a long-time safety professional, I looked hard at this agency — and at the trade associations that sprang up to interface with it on behalf of the “motor carrier” sector — for possible employment when I retired from the military. While I wound up on a different path, I understand and sympathize with some of their institutional challenges.Like most agencies created by fusing a variety of missions under a new banner (DHS, anyone?), FMCSA had some growing pains, chief among which was trying to manage the very different operational and safety issues associated with interstate commerce and intrastate heavy vehicle operations. Their overarching mission is “to reduce crashes, injuries and fatalities involving large trucks and buses.” However, there’s a world of difference between school buses and their operation from one state to the next; between city buses and interstate buses; between farm trucks and long-haul trucks.The balance they struck may be found in the definition of a “commercial motor vehicle,” which is defined in 49 CFR § 390.5 as “any self-propelled or towed motor vehicle used on a highway in interstate commerce to transport passengers or property.” The “interstate” qualifier in that definition is what lets the federal government make rules that are binding on individual states in issuing CDLs for interstate operations; most if not all offer the option of obtaining a CDL good within their state borders only to allow drivers 18 and up to drive trucks and buses in accordance with their respective laws and codes.
