So websites are seen as online reports of previous policies, not ongoing information sources.2. Think of government projects as being like the Millennium Dome (O2 Arena). It's really big and you can stand outside and point at it for a photo opportunity when it opens. You cant point at computer processes, especially quiet, efficient ones. You can point at websites, but you have to point at the screen, and then you get THAT photo. All websites look the same in a photo-opportunity.3. When he became Prime Minister Tony Blair asked Bill Gates, now Sir Bill, what he should do for IT in Government. Bill said build databases. We're still building the National Health Service database (Dilbert's on it) or cancelling them like the National Offender Management Information System. Beware asking celebrities for the requirements specifications of national projects. The government had a good web standards initiative called e-gif (e-government interoperability framework) which it cancelled following a restructure. All web standards documents are now archived.4. Management Consultants are paid a lot of money to manage projects for officials. I was part of a team that built a Facebook for Civil Society for the DfES UK. We had a working prototype at the point which Mark Zuckerburg walked into his Harvard Dorm door to get even. The Management Consultants asked to review the prototype said it was a search engine. Nope; it was a social network. Project cancelled, Consultants make millions, Zuckerburg billions. They will build what they are asked to build, preferably in a silo, or rather they will commission a tech company...5. There are no votes in social inclusion, as the poor and socially excluded tend to complain and vote less, so national projects aren't, they only need to please some voters. Key point is that users are citizens and citizens are not consulted in a representative democracy. Representative Democracy creates social exclusion by only being concerned with election-winning votes. Government websites need to be interactive and designed for participation, but realpolitik means these factors are always designed out.6. In the UK SOCITM, the Society of IT Managers, positioned themselves as lead advisors on Government Websites. Whilst they are good at operational maintenance having run local government IT for years to provide Management Information for local managers (not citizens), I don't think citizen-centric user experiences was ever part of their professional brief, but they can keep the servers going.So Prime Ministers with Celebrity friends, short-term Ministers with budgets they want to manage, Treasury approval focussed on capital spend, Management Consultants who just need the next contract, Technical Advisors with insufficiently relevant experience (good on IT, less good on websites), no-one concerned with user experiences and most importantly (in my direct experience) representative democracy itself, as it excludes many relevant users. Ask not why Government websites are so bad ask how any of them ever get built. (And I've left the juicy stuff out)
