Well, there are definitely western looking design where it is accepted and if you look around, there are plenty of it, Japanese design are in fact pretty diverse since we have different set of designer who are expert at domestic market as well as expert in international market… but let me go into explain few things that is easily understandable.If you are talking about well executed design,Writing systemJapanese Writing system uses several character system, Kanji which is derivative of Chinese Character, Hiragana, and Katakana for majority of writing, and some Romaji (western alphabet). Japanese writing system if traditionally written is write from right to left vertical. But it can also be used left to right horizontal.Like Chinese, Very few character is needed to express sentence. Which means layout rule will be very different from western one where you need several character each for word, and need some space to complete sentence.Much Older pre WWII demographics uses slightly different writing system. Those demographics also write horizontal right to left. And we still have many of them.Education backgroundlot of things can be expressed in non-direct expression using ref term from classical literature, poem, song etc. And education level are high enough that type of ref can be used to express possibly very length term or idiom into few character or short verse. This mean more info can be packed if publisher choose to do so.Lot of read between line term, and tradition of manga which means what is said is not necessary what it actually meant, and only can be judged by whole context. This changed rule lot on layout.Different standard of beauty etc.Every thing from ideal height of model, or what makes people attractive etc. are different. Thus unless you are subscribed to Japanese culture heavily, you probably fail to see some of it.Definition of proper looks and conforming to social standard are different. And some may be taboo or reserved for specific purpose in Japan that is ok to use in Western publication. i.e do not use black frame design on postcard since that is funeral announcement layout in Japan.Calligraphic rule and typography rule are slightly different.Very old demographics.Japan has one of the highest percentage of demographics older than 50’s which are often ignored by western marketing company.Of which, there are lot of baby boomer who are older than 70’s , and you have to design for these demographics that yield large purchasing power.Now let look into not so good design.Corporate structurevery few corporation small - medium size business have dedicated design room, design department, or executive VP designer type of position (exception are those company who does export). This means, design are often dictated by board meeting of committee of sales manager who knew nothing about graphic design. And often they bring their PPT to ad agency, and ad agency typically try to fit in whatever requested. If you look at phone company or energy company in west, or government ministry publication, you will see similar trait.Low budget on marketing, except for few type of consumer oriented business, marketing budget used for advertisement are generally low for especially one paid to creative staff. Lot of budget are spent on placement cost rather than creative process. And lot of ad agency primary source of income are fee derived from placement than creative process.Relatively closed market.Largest Japanese Ad agency have been doing practice of accepting multiple clients from same industry. Which are no no in lot of place and this is in fact been criticized by Japanese creator communities for very long time. But except for export driven company, lot of domestic market oriented company have marketing executive little or no experience in graphic design etc. probably only have sales experience (to retailer or wholesales). Thus they tend to go for large ad agency first for any consultation, since they do not know. And this tend to limit design choice since they tend to handled by same agency.Ad placement space are often reserved by largest ad agency, so if you are independent design firm or agency, you have to get secondary or third lease from ad agency who has 20–30 years contract on particular spot etc. This tend to drive up cost unnecessary when you are looking to post original ad campaign.Standard for advertisement are rather strict. There are myriad of industry rule and government rule to follow. You look at cigarette package in EU and see it is terrible design? Of course, it is made it that way due to regulation and other rules. Like wise, lot of things have requires info need to be printed to pass for regulatory requirement.High workload with low payJapanese market is one of the very active market where business are still printing lot of marketing material frequently (as far as size of domestic market and activity in printing business, it is only second to USA). This is also one of the few market publications such as books etc are still going strong. Which means there are lot of work and very short deadline to juggle.Consequently like flyer shown in question are created out of one of the several well known commercial template that can be bought for few hundread dollars per licence. It will be the western equivalent of seeing main street business flyer or local supermarket flyer generated by MS publisher. At least what is shown on question is exactly that. Often, they are put together by one of their Jr employee since lot of business does not hire dedicated graphic design on payroll.Design fee for such flyer are also cheap. And designer who are working at ad agency or design firm are also asked to do it right away using templates with low fee. For those, they are subpar slightly better than one of internal works in selection of font and color, but that will be it.Turn around is fast on lot of graphic. Some of graphic design fryer might only good for a few days or less. So, business can not spend too much on such short lives sales material especially when they are small business.Some of designer are not trained in western typography. This is happens a lot, and often when fixing publications, it is requires to hand over to designer who are trained in western typography conventions. In that case, there are workflow specific to this, and I often get material from Japan side, and then fixing it to meet US or European typographic conventions. But typically design for external market are done separately, so asked to use same material are fairly rare.Now let look into business that is doing well or resemble western.Highly competitive apparel, and other creative business field has been highly influential.Lot of consumer oriented large business, or export driven company had hired expert graphic designer and executive with solid knowledge in marketing and design (oppose to typical domestic company with marketing executive with only sales background)Where money is, there are tend to be good design that will works both domestics and international, you could check such that get mentioned in communications art and other western publications.Catering younger generations audience tend to have more western style. One catered to senior citizen like one on question tend to follow older conventions. Because how they read are different. Since target audience are their 70’s 80’s or more (we have lot of those demographicsThese are typical explanations.
