The Flask framework, like Django, is used to develop web applications. The various changes have all been attempts to be profitable and make money.The Quora Partner Program (also known as the “Quality Prevention Program”) was an attempt to get better questions by paying people to ask questions. It suffered (and still does) from several problems:The method of payment is very obscure and difficult to understand. It is supposed to be a percentage of the income from paid advertising on external (outside Quora) displays of answers to the question. It has never been possible to predict income, and they have changed the payment details several times. As a result, serious writers have mostly declined to participate. I have been invited to participate 4 or 5 times, and have ignored the invitation each time. There is no way I can figure out whether or not I would make enough money for it to be worth the time and effort that would be required.Many of the participants have used template questions where a bot would take a template and fill in a blank from a list. An example is: “What is the best place to eat in <city>” where the <city> is filled in from a list. This is why the QPP is generally thought of as: “the questions that I have come across are very repetitive and asking very simple questions but suggesting the need for quite deep answers.” It pisses everybody off and has resulted in many writers (including myself) refusing to answer ANY ask-to-answer questions. The result is that the holy mess that is Quora is being secretly converted to a collection of moderated spaces. To understand what this means, you need to understand how Quora works:Quora is run by a bunch of bots. Bots are the only economically feasible way to deal with 300 million unique visitors a month.The Quora Question Bot examines each submitted question for spelling and grammar. If you get a message that your question needs improvement, it is not from a moderator, but from a bot. The bot doesn’t tell you what’s wrong because you could get into an argument if it did. If you appeal, you may (or may not) get a moderator who will make a decision based on your appeal. But the moderator will not tell you anything except that the appeal was accepted or rejected because you could get into an argument if they did. (Arguments cost time and money.)The Quora Topic bot looks at each question and tries to assign topics to the question. It may or may not be successful. If you even notice the topics, you can edit them, at which time the Quora Topic bot will try again.When you downvote a question or an answer, the Quora Downvote bot looks at the number of downvotes compared to upvotes (and maybe other things such as how prolific you are). If the ratio of downvotes to upvotes is high enough, the Quora Downvote bot will hide the question or answer, or limit distribution. I’m not sure if you are notified, but if you are, the bot doesn’t tell you what’s wrong because you could get into an argument if it did. If you appeal, you may (or may not) get a moderator who will make a decision based on your appeal. But the moderator will not tell you anything except that the appeal was accepted or rejected because you could get into an argument if they did.If anybody reports a question or answer, the Quora Report bot immediately takes it out of distribution and notifies you. Garbage has to get past the Quora Space administrator(s) or moderator(s) who approve posts and approve trusted contributors. Trusted contributors presumably don’t post garbage since they can be removed from contributor status so that all their posts have to be approved.The Quora Space administrators stop all spam and anonymous questions by not approving them, and by not allowing spammers and anonymous to become trusted contributors.So, if your feed is almost entirely from Quora Spaces, you get very little spam or anonymous questions. Presumably, the quality goes up and more people become involved.If the quality goes up, the advertising revenue goes up and Quora meets its general agenda of being profitable and making money.It’s not so much a “hidden agenda” as it is an unannounced agenda. Quora is very bad at communicating with its users.The idea of using the data to train an AI is not practical for this type of data.

You may get the satisfaction that you are working diligently but unfortunately, all this hard work will not yield much.2. The purpose of notes is to:i) Collect relevant information from multiple sources.ii) Organize the information in one place.iii) Make it easy to revise the information and then, reproduce it on demand.3. Note-making should not be a single-dimension exercise. This means that you should not only collect newspaper clippings, should not only write everything you have read on another sheet of paper, should not only stick to bullet-points etc.Good notes are those which have a judicious combination of tables, diagrams, quotes, clippings, sentences, data etc.HOW TO BEGIN1. Ideally, make notes on loose sheets. This makes it easy to add more information later.2. If you want, keep a margin on the right-side of the page, where you can briefly summarize the information contained on the page, for instance by writing a small acronym. This will make it easy to revise and memorize.3. Divide your notes into broad themes such as- Social issues (Poverty, Education, Health)- Economic Issues (Employment, Industry, Govt. Programs)- Geography + Environment/Ecology- Political issues- Administrative Examples (of good practices/initiatives or malpractices)- International Issues (Bilateral and Multilateral)- Scientific DevelopmentsBACKWARD & FORWARD LINKAGESA student who has recently started preparing for the CSE will often complain that he/she does not understand a lot of what is given in the newspaper. The reason is simple- most articles use terms or refer to incidents that you may not be aware of.This makes it important to develop BACKWARD LINKAGES.For example, you read an article which says that 5 coffee varieties in India have been awarded the GI tag. The article itself may not contain too much information. But it should raise in your mind some basic questions such as:- What is a Geographical Indication tag?- How is it different from a patent or a trademark?- Who awards it and on what basis?You many not be able to think of all such questions for every article you read. But if you are reading the paper with the intent to learn and understand (not just with the intention to finish reading it), such questions will arise in your mind. Visit a website such as PRSIndia and first read a little about the act itself.- What are its basic provisions?- What are the exemptions from disclosure under the act?- What has been the critique of the act in the past?If you realize that MK Gandhi’s 150th birth anniversary is approaching, educate yourself about his first satyagraha, about the award he returned to the British Govt. to protest against the Jallianwala Bagh killings etc.Backward linkages help you enrich your understanding about an issue. But this is not sufficient. In the Mains as well as in the Interview, a crucial part of your answer will be suggesting remedies or resolutions for existing problems.For this, you must also develop FORWARD LINKAGES.For example,- If India extends a soft loan to Russia, everyone knows that it will strengthen Indo-Russian ties. But will it have any impact on Chinese global influence, especially in Africa? Can you show that this is better than the Chinese Belt & Road Model (that raises the risk of a debt trap)?- If an IAS officer resigns unexpectedly, the news of his resignation will become stale in a few weeks. What will remain important are your views on such acts. Was it appropriate? Did he have any other alternative? What benefits or problems does this result in?- It is easy to recommend a shift from conventional automobiles to electric vehicles. But how do we enhance our production/supply of lithium ion batteries? Do we have a sustainable supply of materials such as cobalt and nickel?
