I'm currently a concept art student at an art university. You're inability to go to college won't hinder you much. After all a lot of artists break into the field having never went to college at all. Before you start there are certain disadvantages you need to be aware of. Outside of school you won't have a teacher and you won't have as easy of an access to professional critique. However there are ways around that. There are websites like http://www.conceptart.org/go/artist/, an art forum website, where you can get critiques. As for teachers, I would try to find some online workshops or some higher end art classes in your area. Its important to have a professional look over your work and give you feedback.All that considered the best place to start is by drawing still lifes. Lots and lots of still lifes. It sounds boring but its important. By drawing objects from observation (aka a set up right in front of you instead of from a picture) it will help you learn how to draw what you see and train your eye in form and value. Do hundreds of studies of those. Practice accuracy, rendering, light and shadow, and composition. When you feel comfortable there, move on to figure drawing (which is much harder). The best way to learn figure drawing it to go to an actual class and draw figures from life. There is no replacement for live study in this area. After figure drawing comes perspective drawing and after perspective comes design. Do hundreds to thousands of drawings in each subject in order to become strong. After still lifes you can technically do figure drawing and perspective in any order you want but make sure that design comes after that. You will not be able to design well if you are not strong in your foundations.Other than drawing, you have to worry about digital painting (or whatever medium you'll be able to design/illustrate the fastest and most comfortably in).
