Malaysian healthcare workers urging public to stay at home.)Roy Goh has provided a very good and balanced answer arguing why despite the economic cost, the MCO is necessary to preserve lives.So instead of repeating his points, my answer will focus on criticism and where the Malaysian authorities could have done better.Lack of a clear exit strategySo far the government has been efficient with enforcing movement restriction. Police aided by the army has set up numerous roadblocks to deter unnecessary traffic, and arresting the general public who are outside their homes without valid reasons.However, Malaysia government has not communicated how the country would exit from MCO on a gradual and sustainable basis.The MCO has already been extended twice to a total period of 6 weeks (Phase 3 to end on Apr 28). Although daily new cases have declined to double-digit, at the current trend it may well go into mid-May before it reaches a single-digit nationwide.Assuming MCO is extended to mid-May and is lifted after that, a resurgence of new cases may happen soon after lifting. One plausible cause is imported infection. Malaysia has a long and porous border with neighboring countries. It is doubtful how the influx of illegal migrant workers and refugees can be effectively stopped. Before vaccine becomes widely available, it only takes only a slippage for new cases to mushroom.If that happens, will MCO be reimposed?Clearly a nationwide, one-size fit all approach is not going to work. The Malaysian government needs to formulate and articulate a nimbler, multi-pronged strategy to lift the MCO and reopen the economy. The strategy has to be tailored to local conditions.For example, the country is divided into about 100 zones in the Covid-19 reporting. When re-opening a certain line of business, say full-service laundry, can it be rolled out by phases across selected “safe” zone or even sub-zones rather than an all or nothing nationwide approach?Can the government engage in extensive consultation with the industry in lifting restrictions? This will incorporate the full supply chain consideration and avoid earlier mistakes — like port terminals operation was severely affected by container pileup because “non-essential” businesses were prohibited from retrieving their cargos; or when tow service was allowed but car workshops could not operate (both have since been rectified).Contact tracing capability — When MCO is lifted later, new cases will reappear. To avoid another complete lockdown, the contacts of infected patients need to be quickly identified and quarantined before infection runs out of control. This is a labor-intensive job. Is existing contact tracing capacity in Malaysia sufficient to support a full lifting? If not, has recruitment and mass training already in progress (not that I know of), which is happening in other countries? Any plan on how to convert part of the 1.7 million civil servants to become contact tracers? How about learning from others, like San Francisco which has trained librarians and attorneys as contact tracers?[1]Yes, I know many other countries, advanced countries included, are in even greater trouble (look no further than the US President urging his supporters to protest against Democrat states’ lockdown measure despite rapidly rising cases and death toll).[2] However, there is no excuse for not doing better. The Malaysian government needs to show it has a well thought through exit strategy after more than a month of lockdown!Insufficient TestingAs of 21-Apr, the testing per 1 million population across Southeast Asian countries are Brunei (27,770), Singapore (16,203), Malaysia (3,402), Vietnam (2,119), Thailand (2,043), Philippines (625), Indonesia (184).[3]Further away in East Asia — Hong Kong (17,579), South Korea (11,273), Taiwan (2,387).Malaysia is in the middle of the rank. It has carried out about 5 times more tests than Phillippines, but only a fifth of Singapore.To his credit, Dr. Noor Hisham has acknowledged the inadequacy early on. Malaysia initially targeted to achieve 16,500 tests per day by mid-Apr but only managed 11,500. Although the government has tapped into private hospitals and laboratories, such as KPJ hospitals have offered drive-through tests, but the number needs to scale up fast. Global sourcing (currently reaching out to South Korea for rapid test kit) and optimal distribution and deployment of testing are crucial.The insufficient testing capability has prevented Malaysia from carrying out large scale testing among migrant workers and refugees until recently. There could be a nasty surprise like Singapore has found out recently. But to his credit again, Dr. Noor Hishan acknowledges the shortcoming and promises to learn from Singapore's lesson.[4] The challenge is daunting. Malaysia has a legal migrant worker population of about 3 million, and undocumented migrants estimated at 3–4 million[5] — a combined population larger than Singapore!Comprehensive testing is necessary to support an effective, targeted opening-up strategy. It has been stepped up. But it needs to run a lot faster for this is also a race to save the economy.The Economic CostYes, lifting the MCO too early may cost more lives. It is hard to defend one’s position when being accused of “placing more importance on money than life”!But I want to conclude by sharing a recent survey by the Malaysian Department of Statistics.[6] The results show the MCO has inflicted staggering economic cost on the people. The stimulus package and the handouts are only partial and temporary relief. It will not be sustainable if blanket MCO is extended for a few more times. Business will fold and massive unemployment could happen, with disastrous social consequences. The Malaysian Employers Federation (MEF) estimated the unemployment rate could reach 13% or 2 million. The Malaysian Institute of Economic Research (MIER) projected up to 2.4 million![7]The Malaysian government needs to urgently come up with an effective opening up strategy — a robust and comprehensive strategy that can deliver speedy economic recovery yet keeping the disease at bay.This is not a choice between the economy and public health. The government needs to show how Malaysia can have both!(Images from The Edge and DoSM)Update May 1:There was two new development since I first wrote my answer:On Apr 23 the Malaysian Prime Minister announced that MCO would be extended to May 12. Therefore MCO would now last for at least 8 weeks in total.On May 1 the Prime Minister announced almost all Malaysian economic sectors will be reopened from May 4 albeit with conditions. Mass gathering is still banned and schools will remain closed.[8]MCO, or now called CMCO (conditional MCO), has been considerably relaxed despite Malaysia is still registering double-digit new cases on a daily basis (about half are imported cases).The speedy announcement shows the government must have been worried about the massive economic loss inflicted by MCO, estimated at RM 2.4 billion a day. The total loss so far is about RM66 billion, or 4% of GDP.[9] The Prime Minister is rightly concerned about the economic impact.However, the government has been proven to be incapable of an optimized exit strategy. As I’ve suggested earlier, MCO lifting should have been based on local conditions rather than a one-size-fits-all nationwide approach. Why can’t restriction be lifted much earlier at “safe” zones, say 2–3 weeks before? Why can’t different safe zones be allowed to operate different types of low-risk businesses earlier? Such an experimental approach would have built up the necessary data and experiences to better guide nationwide lifting later. Instead the whole nation now enters an experiment on May 4!Shown below is the number of active cases as of Apr 30. The states of Perlis, Kelantan, Kedah, Perak, Penang and the Labuan territory should have been allowed to operate more freely at a much earlier time. They have waited unnecessarily. Their economic idling cost for the past several weeks could have been avoided if the present government has a better sense and coordination capability.On the other hand, with a nationwide lifting on May 4, is the government taking an unnecessary risk with the “danger” zones? For example, Kuala Lumpur still has 476 active cases, and Selangor 146. As of yesterday (Apr 30), they have respectively registered 27 and 3 new local transmission cases.Two weeks ago states like Perlis, Kedah, Perak and Penang, which registered very few cases, were still deemed not safe enough. How can the government explain that now KL and Selangor, which still have a lot more cases than those northern states were 2 weeks ago, are safe to resume business now? I would have expected at least certain zones within KL and Selangor (not just confined to blocks of residence under EMCO), such as Lembah Pantai and Kepong, to remain on a stricter version of MCO.The rigid, nationwide approach by the Malaysian government may result in new cases flaring up in hot spots.(Note: Sarawak state government has just decided not to follow the relaxing on May 4.[10] While East Malaysian states have greater authority in local affairs and are not shy in exercising their powers, this incident also shows the lack of federal-state level coordination.)Besides, testing capacity remains insufficient to mass sample populations returning to work. Daily testing capacity is now at 16,500, though to be stepped up to 22,000. Even with the expanded capacity in the future, it is just 2% of the population on per month basis.Moreover, where are the army of contact tracers that should have been in place by now to quickly track and isolate new clusters?The government has been forced by the economy to take a gamble. Its action has shown insufficient preparation despite it has been 45 days since MCO began. It is as if the relevant ministers have not thought much beyond stopping people from moving around.If cases were to spike after re-opening, what will it do? Another nationwide MCO? The Prime Minister has not explained. The unconscious part of the brain is assessed by some as being 9/10th part & conscious only 1/10th part Resources and Information. Projective techniques, a person is shown ambiguous stimuli (such as words, situations or pictures) and asked to interpret them in some way. Such stimuli allow relative freedom in projecting one’s own interests and feelings into them, reacting in any way that seems appropriate. Projective techniques are believed to be sensitive to unconscious dimensions of personality. Defense mechanisms, latent impulses, and anxieties can be inferred from data gathered from projective techniques by expert psychologists. Assessment by expert psychologists is an art & not a science.Assessment of an individual is done based on the entire written tests & not piece meal, like separate assessment of WAT, TAT & SRT. Personality of an individual is one whole, the various inputs help to construct it.HOW DOES IT AFFECT CANDIDATES?PLEASE DO NOT WASTE UNNECESSARY TIME TO PRACTICE ALL THESE TESTS. It is a comprehensive test, which brings out the aspects of logical thinking, ability to convince others with your views, accept ideas from others which are better than yours, or are more acceptable to others.Tips: Concentrate to understand the situation well. Submit a comprehensive & well written plan. Be prepared to accept others’ ideas. Do not try to resolve any intermediary problem which will prevent you from accomplishing the main task. PGTIn Progressive Group Task, the group is required to cross some obstacles with the help of supporting materials like rope, plank, wooden log etc. Some rules are required to be followed during this task. It is a full group activity. HGTHalf Group Task is similar to PGT but the number of group members will be half, so you may get more chance to show your potential. IOTIn Individual Obstacles Task, you are required to attempt 10 obstacles individually; each obstacle consists of some points from 1 to 10.Tips: It appears to be mainly a test of speed & strength, but is not so. Plan the sequence of crossing the obstacles with a view to score maximum marks earliest. If you are in doubt about clearing an obstacle attempt it towards the end.
