Had a Full Bird Colonel, don’t remember his name, during an IG inspection; demand to speak to all E-5 and below. The reason being, he knew he would get straight answers from SGT/E-5 to Pvt/E-1. The Higher l;evel NCO’s were more interested more in their NCOER and would “blow sunshine up his ass.” He understood that SGT/E-5 was too low in the NCO Rank to give a shit about their NCOER, and the E-4 to E-1 are the ones who made shit happen at the request of the E-5. Had two Lieutenants, that took care of their troops and let the E-5’s lead. Had a Maintenance officer, Captain/O-3, chew out some young 1st Lieutenant Aviator type to quit pestering the Avionics/Electronics Technicians, that we knew more than he did, and were smarter, regardless of his college degree.

I assume you need to write one for a noncommissioned officer, since skill level one soldiers get monthly counseling statements instead. Moving forward on that assumption, the best way to do it is to make sure that you do quarterly counseling. The NCOER is, after all, a record of the NCO's performance. It's very easy to track his or her improvement if you gave him or her things to improve upon. If you're like most supervisors, and were too busy or forgetful to complete the counselings, A good trick is to keep open copy of his or her NCOER on your desk. Then, as he or she completes a task, or improves upon previous performance, or even screws something up, you can simply pencil it in to the appropriate section of the NCOER.If it's too late to do any of this, take a sheet of paper and start writing down things that he or she did, completed, or improved as well as you can remember. If this is going to be a negative NCOER, be sure to include the tasks they didn't do, complete, or improve. Check their PT test scores and weapon cards against previous ones. Then go back and fact check. The best NCOER bullets have quantifiable results. For example, "...trained 16 soldiers on use of the new army widget, achieving an overall proficiency of 98%" looks better for them than "taught a class on the new army widget to members of his platoon". Be sure to web search "army NCOER bullet examples" for more ideas.Finally, if you have too many bullets that fit into one section, but not enough for another, try rewording them. They may not come out as strong, but at least they are true and showcase the competence or leadership of the rated individual. Immediately after this mess is done start again. He's going to need to be rated again. Put his quarterly counselings on your calendar and prepare his next NCOER. Be sure to keep notes so that this becomes a much easier task the next time.
