Here are some summary notes from a remark on 12 September, entitled “HK Chaos: LKY got it right” by Fanny Law, a senior advisor to HK’s Chief Executive, Carrie Lam. It gives you a good insight, although it may not answer your question directly.HK laws have not been updated enough to deal with riots & violent chaos. The pro-western media had for decades slammed Lee Kuan Yew for his iron-fisted approach towards governance and civil disobedience. He figured out more than 5 decades ago that you want development & progress, you need political & social stability to get things done. What did he do?(1) Land Acquisition Act. Over 91% of Singaporeans own their own homes (about 80% are HDB flats). How did this happen? In 1966, Lee passed the Land Acquisition Act to help government make compulsory acquisition and control land costs. He gave it back to the people through cheap public housing and industrial land. In many other countries, it end up in their leaders’ and cronies’ pockets. He understood that home ownership gave the people a stake in the country & extended home ownership through the CPF scheme, which makes quality homes affordable for Singaporeans from an early age.One trigger of HK’s discontent was the widening income inequality, and the housing crisis was its most widely cited symptoms. HK did not have the guts to institute land reforms. Housing had pretty much been outsourced to the self-interested tycoons who control supply and prices.(2) EDB & GLCs. Singapore government had been slammed for its visible hand in business. We intend to use both, the carrot & the stick….A fine will not deter the type of criminal we are facing. He is quite prepared to go to goal, having defaced public buildings with red paint…flaunting the values of his ideology…to make a martyr of himself…He will not pay the fine & make a demonstration of his martyrdom….But if he knows he is going to get three of the best, he will lose a great deal of enthusiasm, because there is little glory attached to the rather humiliating experience of having to be caned.”(4) ISA. Lee inherited the Internal Security Act from the British who used it to deal with the race & communal riots in the 1950’s. He used it to enforce preventive detention, tackle subversion, suppress organised violence, against those who promoted terror, violence, or those who disrupt racial & religious relations. He had the overwhelming support of the people. What would Carrie Lam give to have the Act used to arrest & lock up the trouble makers without trial.(5) Lee knew the importance of nation building. He introduced the pledge, national education, & promoted the Singapore identity to break away from the colonial power & their countries of origin.The British, in the dying years of colonialism, did the reverse in HK, egging & brainwashing the media, the intellectuals, teachers and the children from seeing China as their own country. The HK government couldn’t even control what is taught in the textbooks.(6) Media Laws. Lee did not allow the media to be the Fourth Estate. He clamped down harshly on foreign media and reminded them in no uncertain terms who runs the country.The HK coverage by foreign correspondents were biased against the police. Their filming of the protestors had encouraged them to stage their spectacle for the cameras.(7) Accountability, Legitimacy & Opposition. Lee put his programs to the people. He delivered on them. When necessary, he used Draconian measures to get what he wanted for the greater good. At the end of 5 years, the people go to the polls to decide if they still want him.
