I have read both versions (in the comments) and no, I don't see that at all. That said, clearly the new version is a response to the anti-vax movement in several regards:It outlines the possible health consequences of the diseases in question, to counter the "not a big deal, who cares if you get it" propaganda.It provides much more specific info on possible negative effects.Those negative effects were cited in the first version also, but as more general warnings. As I have pointed out in other answers, ALL serious medications have rare cases of adverse reactions. That is understood as part of the risk of modern medicine. For example, as I go through the data sheets for the medication I picked up today—all standard stuff for things like high blood pressure and high cholesterol—every single sheet has on it the following warning:WARNING/CAUTION: Even though it may be rare, some people have very bad and sometimes deadly side effects when taking a drug. Tell your doctor or get help right away if you have any of the following signs and symptoms that may be related to a very bad side effect (followed by a list that includes things like seizures, heart pain, dangerously high fever, numbness or paralysis, etc,)These are for normal, everyday medicines, taken by millions of people.We live in a litigious world. Every year some drug company is sued over something a patient claims "I wasn't told". So every year these data sheets list more and more adverse effects, to make sure every possibility is mentioned. In the beginning, only dangerous drugs warned you you might die from taking them… now they all do, because allergies and immune issues and other unforeseeable problems mean a few people always will die, from every drug. And God help the drug companies if they didn't warn you about that.The CDC has replaced "there might be rare adverse effects" with a list of the effects they are referring to. The effects aren't better or worse than before, and listing them isn’t an admission of anything; they are simply detailing exactly what was being referred to earlier, in the same way that my data sheets now list every possible form that a "bad effect" can take.No doubt they are hoping that providing hard, specific data will quiet the propaganda-drunk obsessives who insist that facts are being hidden, and who, in the name of that fear, put their children and the public health at risk.

Exhaust on upper surface creates little IR signature detectable on the ground. Ambient air was mixed in with engine out flow further reducing the heat signature. The SR-71 had a similar mix, but possibly incidental as a solution to a different problem. The airframe general configuration and layout design with alternate unusual angles was meant to confuse radar return signals. The Northrop Grumman B-2 Spirit benefits from these features.It is interesting the British RAF Avro Vulcan strategic bomber developed in the late 1940’s and early 1950’s proved difficult for ground radar to track during test flights. It was decided a dedicated transponder would be fitted to ensure accurate flight data during development of the bomber. Without intending or even realizing it, Avro and the RAF had this marvelous behemoth airplane and it was a Stealth Bomber.

There are typically a number of documents produced during the design phase. Different companies have different names for them and some define what is going to be designed.The data sheet may contain information from those earlier documents. Pinout is one example of something that can easily be known before the part is built. But generally it describes the final characterized data about the finished product. So finalizing the data sheet happens after the part is finished and tested.
