But I’m going to make some assumptions here.Since you said “police officer” in your question, I’m going to assume that you live inside city limits (in a rural area outside city limits, it would have been a deputy sheriff). My second assumption is that the cars are out in the open, in plain view, and not in an enclosed garage. Most municipalities have ordinances about the parking and storing of “junk vehicles”. If someone has complained to your city’s zoning board or code enforcement, then yes, the police can come and issue you a ticket. Most of the time, you’re given a “notice of violation and order to correct” before any action is taken. This notice could be mailed, posted in a prominent location (front door, entry gate, etc.), or hand delivered by a code enforcement agent or city inspector. They generally give you a time frame to correct any violations (usually 30 days, but it varies by municipality). If not corrected within the allotted time, then the city can/will correct the violation and send you a bill, and possibly even a fine. They may even place a lien on the property. If the property is rented or leased, you could be in violation of the terms of the lease/rental agreement, which could be grounds for eviction.As far as the expired tags go, in the states where I have lived, there is no law requiring that a vehicle be currently registered if it isn’t driven (or parked) on a public road. You didn’t say how long the tags have been expired, and you also don’t state what the citations were for, so again, I’m going to make an assumption that they were for either “nuisance vehicle” or “unlawful storage of a junk vehicle”.
