(The large community of ex-servicemen in the State is enraged at increase in tax on liquor in CSD canteens across Uttarakhand. The State Govt had increased the excise duty on liquor in CSD canteens by 7 percent recently. This decision infuriated the armed forces veterans in the state as they were demanding to reduce 30 percent hike in excise duty imposed last year but instead of reducing it the State Government increased it further.)[4][4][4][4]Similarly the High Value Goods such as Cars are also cheaper only if the Cost of Excise Duty and Registration Charges are low. The states of Gujarat, Tamil Nadu, Jharkhand and Uttar Pradesh have granted full tax exemption to CSD while the Punjab, Haryana, Madhya Pradesh etc have granted certain tax concessions. Why do American police ask drivers for a licence and registration but the UK police don't?

In the UK, it is not mandatory to carry forms of ID on you at all times. A UK Police officer can ask you to produce documents, but you are given ample time to do so. You can go to the nearest police station and produce them there, at some point in the next few days. In the USA, I understand you are meant to carry these documents with you all the time, and so should be able to provide them immediately on request.Uk police can look at your licence plate on the car, and they can ask you verbally for your name and address. They have access to the DVLA database on their handheld devices, so can check things like your licence, insurance, and MOT there and then. If you have no licence or insurance, they have the power to seize your vehicle and/or give fines. If you are only slightly over the MOT renewal date, they may let you off with a verbal warning, if you're lucky. (An MOT is like a car health check, your car must pass one annually to ensure it is in a fit state to be driven on public roads). If your vehicle is seized, you will only be allowed to reclaim it if you produce the required paperwork.The UK police's links to the DVLA database enables them to use Automatic Number Plate Recognition (ANPR) technology, where your number plate may be scanned, and ‘ping’ the police to stop you if your vehicle details show that you aren't insured or licenced. ANPR can be used with other indicators such as the car having been stolen or used in crime, if its details are on PNC (the Police National Computer).So the reason you do not have to produce documents immediately in the UK is twofold - we have the freedom to go around without having to carry any ID, and the police can check several of your details via technology using your car number plate and the information you provide verbally. This isn't so in the USA, presumably.

Yes… in various waysANPR cameras - Scan numberplates and read them, these can be checked against a number of databases, including vehicle tax, insurance, etc… if something is amiss, say the tax has expired, or the vehicle is not insured, then it will flag up an alert on screen and alert the occupants of the police vehicle.Some (but not all) police vehicles have ANPR, there are also plenty of static ANPR cameras mounted high up on poles at the side of the road, or half way up a lamppost…2. Manually, via a PNC check over the radio - an officer will call up to a controller and ask them to run a vehicle PNC.. in layman’s terms.. check a vehicle’s status, insurance, and registered keeper, the controller enters the registration into a system which searches numerous databases, and will present the information to them, they will read this back to the officer, if something is amiss, say the vehicle is untaxed, or uninsured, or some other form of offence, the officers can stop the vehicle.3. Manually, via the officer themselves - Most patrol cars (UK) have a computer terminal fitted inside the vehicle, which an officer can logon to, in a lot of forces (including the one I work for) officers are also issued with “job tablets” which allow us to take crime reports, and check people/vehicles/driving licenses on the move ourself, instead of having to wait for a controller to private call us back on the radio (which can sometimes take half an hour… if you’ve got 5 officers all needing several checks and 1 controller doing them all own their own).If the officer has access to PNC (Police National Computer), then the officer can launch the PNC app, login to the system, and search a registration plate, a person’s name and date of birth, or a driving license number which will look for matches… the officer can search through the list of results returned (if say doing a person search for “John smith”), as it’s likely there are many people called John Smith in the UK who are known to police and have a record.For a driving license, they usually search on the driver number as this will only return one result, as the driving license number is unique to that license.Likewise for a registration plate, although PNC will also show the previous registration if that car has had a plate change, say LX19 VFT to a private plate, J33 RCF for example… when the officer searches “J33 RCF” it will show that, but also the previous registration “LX19 VFT” to show that the vehicle that plate is on has had a previous registration.In the UK, it’s common for officers in patrol cars to drive around at quiet times of the shift, usually on night shifts, and run random cars through PNC, I've done this many times before, and usually it’s nothing to worry about for a driver as if the check shows the vehicle is all in order then they are not stopped… if however I were to run a vehicle through perhaps in front of me, and find it was reported stolen, or did not have a valid insurance policy showing, then the vehicle would be stopped and further questions would be asked of the driver… and a traffic offence report may be generated, and potentially the vehicle would be seized and taken to a police compound if it was found that the vehicle did not have a valid insurance policy covering anyone present to drive it, the driver would also be reported for court summons to magistrate court for the offence of Driving without insurance, which carries a minimum endorsement of 6 penalty points and a fine into the hundreds.
