What a godamn fukup this is!Then you go back and tell everyone you just visited a ghost condominium in the middle of nowhere with no one staying in it! WOW, sensational!But then a few years later, the condominium is now filled with people, surronding infrastructure has been setup, it is even becoming prosperous. Now what do you tell people? That what you said a few years ago is fake news? Or that you were wrong and misunderstood the situation, it’s great there now. Most probably, you just shut up and keep quiet about it. In fact, if people now ask you if you have anything sensational to tell people, you might still use this outdated news you have and hope they don’t know about the truth.Now apply it to cities. That was how ghost cities in China came about.Now, I’m not saying that there aren’t any ghost cities in China currently, there are. But they are mostly no longer the same ones. Now there are NEW ghost cities being built which will most probably become like what those OLD ghost cities became…populated ones.I think we have to understand the reasons behind such actions before we jump to our own conculsion with our limited world view. China does not work the same way as other countries does, it’s demographics and management style are different, so why should it do things the same way?The way they build cities differently from other countries is based on a few reasons.Property ownership - Chinese citizens does not effectively own the land, the government does. Land is leased out to developers and then the lease is resold to it’s citizen. I don’t want to argue on whether this policy is right or wrong, better or worst, just know that this is how it works. One of the conditions for leasing of land by developers is that they need to build on the land and can’t leave them empty. This is to prevent developers from speculating on land lease rights and thus controlling property prices. If the developer don’t build anything after the land is leased to the them, the government will take the land back. So if a developer feels that a certain piece of land has potential of a price increase in about 5 years, they will lease the land now and start building on it, but they don’t sell much of what they are building now because it’s not that profitable, they only start selling the bulk of it afrer building is completed. Thus you get “ghost cities” which will not be populated when it’s just build.Investment culture - The chinese are big savers. But they also know that keeping money in the bank only hedge their savings against inflation and don’t earn much money. So they tend to look at other vehicles of investment to increase their wealth. Property assets is a very useful vehicle for the Chinese market due to China going through a developing and modernisation phase. So you get a lot of people buying property to hold their savings. Some of these properties are in those “ghost cities” because they want to get in early before prices soar. My own landlord bought 6 levels (30 units) in my condominium block alone 11years ago at about 8000RMB Per Square meter. The condominium is now 12 years old. People only really started moving in about 5 years ago. Even now, there are still some empty units. But my landlord has since tripled on his investment. My area is now selling for 28000–30000RMB per square meter on the open market.Marriage Culture - In the current Chinese family, it is the culture for the man to have a matrimonial home for his wife when they get married. Given the high pricing relative to income, most young people cannot afford it. So a lot of parents will include property in their saving plans for their children. They will buy early when the price is still cheap and give it to their children when they get married. Nowadays even daughters get it as they want their daughter to be on even footing with their husband in the family structure. It givens financial security to the marriage. So when they buy early, they don’t stay there or don’t even renovate. Some can be empty for 10 over years. And thus the empty apartments in those “ghost cities”.City planning - Chinese city planning is done in a reverse manner from a lot of other countries. They anticipate housing demands 10–20 years in advance compared to reactive building of housing. This keeps the housing pricing relatively stable. Well, more stable than in a lot of metropolis I have seen. And Chinese numbers are huge. You can’t call it anticipative building if you are building like for 100,000 population, their population migration mechanics and growth patterns goes into millions. If they are building 10 years in advance, they need to build for millions in advance. A downside here is that sometimes it works great, but sometimes there will be failures. The ones that works great are now booming new cities and those that did not work out, are now still relatively empty…actually even those which are considered failed are populated in the range of 100,000 - 500,000 now. From a city planning point of view, the best part that came out of this is that you almost cannot find city slums in China, a side effect of modernisation which many countries cannot avoid. Those who cannot afford to stay in the mega cities will just move to the new satelite towns and cities within 50km of those mega cities.So we really need to look at China with a different set of lens to understand why they do the thing they do, we might learn some lessons from them.
