Short answer: Yes, very and no, hardly at all. In other words, the report card for Japan is, yes, some remarkable achievements and also yes, some signal failures and shortcomings (as others have noted). Let me start with the positives.Hey, I live here and love the way my wife and I can stuff our road bikes into what are called “rinko” or travel bags, get on the JR Chuo line so that we can catch a Shinkansen from Tokyo or Shinagawa and after a few hours get off at almost any destination for the start of a 2–3 day country cycling tour. Tonight’s specials are sushi, sashimi, sukiyaki…)Japan has - as my Sensei showed the world a long time ago, 1979 to be exact - many social, cultural and technological advances [Prof. Ezra Vogel, “Japan As Number One,” Harvard Univ. Press.] But these have been noted by many excellent replies to this query as has the observation that progress here comes from a long process of intermittent isolation, importation and improvement - going back at least 1,500 years. Consider cars and cameras - two precision engineering industries for which Japan in the 1920s and 30s imported the optics and auto making know-how from Europe and the US, and 50 years later had perfected them enough to become a world leader.But there is a darker side to this narrative, so let’s move on to the failures, and instead of boring you with my own haphazard observations about hikikomori and suicide rates, I am going to refer to a world best-of-class reference guide that I recommend you all download and read. I am referring to the World Happiness Report 2018, produced for the sixth year in a row by a distinguished team of experts including my esteemed classmate Prof. Jeffrey Sachs, one of the chief authors of the UN Global Sustainable Development Goals.Jeff comes to Japan now and then at the invitation of his academic peers or some national think-tank, but is not to the best of my knowledge a Japan Hand, rather a superclever American globalist. He lets the data do the talking and the World Happiness Report provides much supporting data used in the assessment.This year a new No. 1 rose to the top, but no surprise, it is Finland, a perennial in the top 10 with its high-ranking peers - the other Scandinavians, the Swiss and those happy down-unda Australians.Where my friends, does Japan rank in 2018?Send me your guesses, and the winner will receive one set of official Japanese lottery tickets, a book of 10 random numbered ones that go for ¥100 each.(Sorry, they’re sold out, but you wouldn’t want them anyway, they are among the least exciting lottery tickets sold in the world.)So here is the spoiler alert: JAPAN RANKS 54th.To me, that is the single most telling answer to this incongruous disparity between Japan’s advanced strengths and long-standing weaknesses. It may be cold consolation to some Japanese that South Korea comes in a few notches lower at 56th. So why all the gloom and doom in Zipangu? The weather, the earthquakes, the awful TV programming, the permanent ruling class of LDP family politicians? Yes, in part.But on some markers at least you would expect Japan to rank considerably higher: 1) Per capita GDP on purchasing power parity 2) Life expectancy at birth. Yes, but the hurdles get higher from there on. 3) Social support 4) Freedom to make life choices 5) Generosity 6) Corruption 7) Positive affect, ie. previous day’s feelings of laughter and enjoyment and finally, 8) Negative affect, ie. previous day’s feelings of worry, sadness or anger.Wow. Finland actually jumped the queue from 5th to 1st. I spent childhood summers in Finland, speak Finnish, and have much respect for the national character and “sisu” (which implies a certain gutsy fortitude). Yet Finland also has issues with guns, gloomy winters, unwanted immigrants, a language foreign to the rest of the world. Yet also deeply shared values, an egalitarian no-nonsense practicality, like all of the Nordics, a lack of gender, age, and lifestyle bias. Pride in overcoming the climate, the isolation.One could and someone should probe deeper into the roots of this malaise in Japan and try to pinpoint the weakest points that can be addressed via national policy and individual effort. Mexico with its crime, its unsolved mass murders, its official corruption, its poverty is nonetheless much happier than Japan. 24th.
