A central command group may have existed in theory at the Imperial General Headquarters, but in practice it was a meeting point at which each service presented to the other what they were not prepared to do.2/ In Japan, no one could dictate effectively to either the army or the navy. Japan’s leaders failed to developed develop a coercive mechanism by which the army could commit the navy to a task and vice versa. By contrast, the US President and the British Prime Minister made definite decisions on matters of the utmost strategic importance. For example, they were able to agree upon the “Germany First” strategy.Even within the rival services, command was dysfunctional. Admiral Isoroku Yamamoto was a kind of leader who ruled by intimidation by threatening to resign with his entire staff unless his plans were approved and he got to formulate and execute naval strategies at will. Japanese leadership was confused and their strategic direction lacked unity.3/ To an astounding extent, the IJA and IJN:Developed independent subordinate services with similar roles, capabilities and weapons. For examples:Each had its own air force to support the mother service (the Imperial Japanese Army Air Force (IJAAF) and Imperial Japanese Navy Air Force (IJNAF). Each had its own system of aircraft designation for the same aircraft.Each had its own paratrooper forces.Each developed its own AT weapons.Each pursued independent war policies, though the generals wielded much greater political clout than the admirals. Even the services’ respective primary enemies were different. For the IJA, it was the Soviet Union. For the IJN, it was the United States. This was the reason why the Army rejected the Navy’s proposal to invade Hawaii and North Australia because of the Army’s reluctance to redeploy troops from mainland China which continued to be the priority.4/ The lack of proper support for the army on the part of the navy. This was evident in the failure of the Navy to deliver adequate supplies for the IJA force that first landed on Guadalcanal which led to their defeat and caused the troops to starve. In the Philippine campaign in 1944, inadequate naval escort caused many Japanese troop transport ships to be sunk by American carrier planes and submarines. Thousands of troops died needlessly in the sea.5/ The best illustration of the deleterious effect the fierce rivalry had on Japan’s war effort was the dismal air defense of the Japanese home islands.In June 1944, the month of the first B-29 attack on the home islands, Imperial General Headquarters merged army and navy assets into an air defense command. But the navy objected to army control. A compromise had to be made, with the naval air groups at Atsugi, Omura, and Iwakuni assigned to the respective army district. Phone lines from Japanese Army Air Force (JAAF) command centers were provided to each of the three naval units, but operational integration was rarely attempted. Throughout Japan, the two air arms operated jointly in only three areas: Tsuiki on Kyushu, Kobe and Nagoya.Little inter-service coordination was made once B-29s intruded the airspace of the home islands. The army and navy set up separate warning systems that rarely cooperate and exchanged information with each other. Even when unit-level pooling was attempted, navy officers generally refused orders from army officers.Civilian observers were spread throughout Japan to watch for enemy aircraft. But even in this matter there was no unity and inter-service rivalry reduced the effectiveness of the civilian observer corp. The army and navy formed their own respective civilian observer corps, and neither cooperated with the other.At least 64 early-warning sites were built in the homeland and offshore islands: 37 navy and 27 army. But scarce assets often were squandered by duplicating effort: at 4 sites on Kyushu and 7 on Honshu, army and navy radars were located almost side by side.Tactically and operationally, the lack of army-navy cooperation hampered the already limited capability of Japanese interceptors. With unit commanders conducting their own localized battles, there was little opportunity to concentrate large numbers of fighters against a bomber formation as the German Luftwaffe repeatedly achieved.The end result was that Japanese fighters were spectacularly ineffective against B-29s. From more than 31,000 Superfortress sorties over the homeland, only 74 were known lost wholly to interceptors and perhaps 20 more were in concert with flak guns. During 15 months of combat, losses to interceptors amounted to merely 0.24 % of effective B-29 sorties. This was in stark contrast to the thousands of heavy British and American bombers lost to the German air force in Europe.Lieutenant General Saburo Endo of the army air force HQ stated:Those responsible for control at the beginning of the war did not recognize the true value of aviation… therefore one defeat led to another. Although they realized there was a need for merging the army and the navy, nothing was done about it. There were no leaders to unify the political and the war strategies, and the plans executed by the government were very inadequate. This disposition, on a naval flag, means that either the ship is under enemy control, or that the vessel is under distress. Or perhaps just the slopiness of the officer in charge - all three interpretations are plausible with this crazy city!(This photograph actually illustrates the Spanish Wikipedia article on the term ‘Flag’)Can we see it flying straight? No, because there is actually no complete, detailed picture of the flag flying straight in the whole internet. Some day I tried to photograph it live, but in vain: it has so many details, that with a poor device such as mine, the image will miss much when captured from a distance (consider that the flag is hoisted quite high).Here’s some partial rendering of it:But enough trolling this distinguished audience! My version of it will be Catullan: non sine candida puella et vino et sale et omnibus cacchinnis (‘not without a beautiful lady, and wine and salt and every laughter’)The story of our beautiful city begins in the early 16th century. Spanish explorer Juan Díaz de Solís was dispatched by the Spanish Crown to these bleak lands, to find a passage between the two oceans, the Atlantic and the Pacific. He arrived here in 1516, finding the huge mouth of the River Plate (in truth, more of an estuary than a river) and calling it the ‘Sweet Sea’ (Mar Dulce). Solís’ second mistake was of a graver nature: he landed somewhere to parley with the natives unsufficiently escorted, and he ended up making their dinner, because they were cannibals.Obelisk in memoriam of Juan Díaz de Solís (Uruguay). Today as back then, eating good asado is for the locals a point d’honneur.The next Spaniard to try his luck here was Pedro de Mendoza y Luján. Coming from a rich and powerful clan, and although syphillis was eating him out alive, Pedro de Mendoza, uncommonly for Spanish adventurers, decided to gamble his everything on the River Plate, funding and equipping a large expedition himself. The fleet set sail for the River Plate in 1535, and the beach-head of Buenos Aires was founded in 1536.It was a dust or bust proposition revolving around whether or not a large, affluent native civilisation could be found around and expoliated. Accordingly, the expedition was heavy on guns but lightweight on farming tools and all the implements of civilisation. Long story short, the cities of gold were nowhere to be seen, the natives grew restive after the first requisitions, the leader was too sick to command effectively, and the experience went miserably for all involved.Querandí phalanx assaults Buenas Aeres (Official name: Nuestra Señora del Buen Ayre) in an episodic outburst of native anger.Buenos Aires was finally abandoned in 1541 and the population thereof was relocated to Asunción, the current capital of Paraguay. The situation there was thankfully different: instead of offering resistance, the pimpy Guaraní natives offered their women to the Spaniards in exchange for peace. For lack of gold, the Spaniards took the girls. This situation was denounced by the Spanish clergy as a lapse into what they called El Paraíso de Mahoma, “Muhammad’s Paradise”, in a reference to polygamy. Eventually the clerics had to leave, as did the authorities who could not accomodate the tastes of the conquistadors.In 1580, urged on by Basque captain Juan de Garay, the descendants of the founders of Buenos Aires came back home. The natives were now much debilitated by diseases, and were evntually given a sound beating in a place called up to this very day ‘The Massacre’ (La Matanza, the most populous district around Buenos Aires). The city was refounded with the name of Ciudad de la Santísima Trinidad y Puerto de Santa María de los Buenos Aires. Technically, the official name of the city is therefore Trinidad, but fine points of law never managed to get around the established customs of these lands.A written agreement signed on the 20th of October of 1580 describes the coat of arms Garay and other notables requested for the city, from King Felipe II of Spain:“Este dia asi mismo platicaron sobre el fin y proposito con que el celo y voluntad del señor general y conquistadores vinieron a poblar y poblaron esta ciudad y que piden a su merced del señor teniente de governador que mande señalar armas á esta ciudad, sobre que se funde su blason, para que asi por su merced señaladas pidan confirmacion dellas a su magestad y entretanto usen dellas y del blason y el dicho señor general dixo que señala por armas desta ciudad una aguila negra pintada al natural con su corona en la cabeça con quatro hijos debaxo demostrando que los cría con una cruz colorada sangrienta que salga de la mano derecha y suba más alta que la corona que semexe la dicha cruz a la de calatrava y lo cual esta sobre campo blanco y estas dixo que señalaba y señalo por armas desta ciudad la rrazon de lo qual y del dicho blason es el aver venido a este puerto con el fin y proposito firme de ensalçar la santa fee catolica y servir a la corona rreal de castilla y de leon y dar ser y aumentar los pueblos desta generacion que a quarenta años que estan poblados y serrados e yvan en gran disminucion, y esto da por declaracion de las dichas armas”Flag description: a black eagle painted in realistic style, with a crown upon its head, and four eaglets below, as if being reared by it, with a bloody red cross coming from the right hand and reaching higher than the crown; that this cross looks like the one of the Order of Calatrava and that all this be over a white field.The eagle was taken from the family crest of the holder of the title of Adelantado for the Governorate of the New Andalucía (who had earned this position by marrying the illegitimate, half-Inca daughter of the previous holder). The Cross of the Order of Calatrava, who had fought the Muslims in the Iberian Peninsula when the Knights Templar proved not to be up to the task, represents Catholic militant order and the destruction of infidel Indians. As to the four eaglets, the common interpretation goes, they come from the four new towns this Adelantado had been authorised by the King to establish. The only problem with this version is that the Capitulación, the Treaty signed between King and Adelantado, speaks only of founding two new towns (Asiento con Juan Ortiz de Zárate) - either the Adelantado ignored the king who was trying to depose him all the time, or the Argentine historians didn’t let a paltry document come between them and a good tale.And that’s all we have. There is no single graphic depiction of how this coat of arms might have been. The coat of arms was approved in 1591 by the Royal Council for the Indies.In 1615, we hear about Garay’s coat of arms for the second and last time. There had been a fight involving a silversmith, who had injured the other party. The law was lax, community service was determined by the judge to be a fitting punishment. The Municipal Council (Cabildo) of Buenos Aires gave the silversmith a plate of silver in which to engrave the coat of arms of the city: an eagle with her five eaglets.Wait a minute, you surely will exclaim - weren’t it four eaglets what was approved by the Royal Council? Welcome to Argentina! Wait, the best was yet to come: in 1649, the governor of Buenos Aires Jacinto de Láriz AKA “The Madman”, made an agreement with the Municipal Council to finally provide the city with her coat of arms, which had been sorely lacking since her foundation…(It is unclear how the governor came to lose all documentary record of the previous coat of arms, and how the existence of previous a coat of arms vanished from the memory of the living. The very municipal records were recurrently lost in the period afterwards, to the extent that the documentary evidence for the history of our city is patchy.)A new coat of arms was then designed. This one, according to the system of values prevailing in Buenos Aires since then, was never sent to Spain for confirmation, and was therefore illegal. We couldn’t care less.In 1744, feeling the coat of arms to be too austere for the now enlarged city, the Municipal Council decided to make some colourful additions to it. As a result, this coat of arms was born which included the arms of the Kingdom of Spain in the escrutcheon, the Pillars of Hercules as supporters, a Royal Crown, Our Lady of the Fair Winds to the dexter side, Saint Martin of Tours, patron saint of the city, on the sinister side, and two three-masted schooners in compartment.The porteños (demonym of the natives of Buenos Aires), retained only what bespake of the greatness of the city: the two boats, true armes parlantes for the main economic activity of the city, namely, smuggling. The two boats, little by little, with a skill fit for a blockade runner, infiltrated into the coat of arms, ending up floating on the silvery sea (a symbol for the “River of Silver”), between the anchor and the dove symbolising the Holy Ghost.So, you have talked about the coat of arms, but what with the flag of your city? Well, since the rediscovery of Garay’s coat of arms in 1873, by our former President and translator of the Divine Comedy, Bartolomé Mitre, there had been many attempts to recreate it - remember that all we have is a mere description.Eventually this reconstruction prevailed (after many mistaken interpretations) precisely the one whose style was the less likely to belong in a late 16th century coat of arms. But let us not complain.In 1995, after a Constitutional Reform that allowed the running President his desired re-election and, besides that, made the Federal District of Buenos Aires into an Autonomous City, an official flag was created for the city of Buenos Aires, where previously had been none.The selected flag was nothing more than the reconstructed coat of arms of Garay as shown above, placed over a piece of white cloth, with the contour of the escutcheon and all. The first authority to employ this emblem had been Brigadier Osvaldo Cacciatore, de facto major of the city during the military dictatorship of 1976–1983, which had raised it during both visits by the Spanish Royal Family to our city in 1978 and 1980, made in tacit support of a regime embattlened by accusations of massive human rights violations and forced disappearance of thousands of persons.When the celebration of the Bicentennial of the May Revolution of 1810 came, qualified vexillologists were consulted about the adequacy of the flag of Buenos Aires. They gave a very negative opinion of it, pointing out to its poor heraldic disposition, the lack of any standardisation, and the inadequacy of such a detailed design as a flag. Their observations were dutifully ignored, and the flag of Buenos Aires stands as of today.Below, two versions of the flag by the same private manufacturer:“Are you happy with it” Well, the design is so unusual that it has some merit to it. OK, the whole process of the creation of our flag makes all too evident the amateurism and fondness of improvisation of our decision makers. But what can we do, go back to our old (and admittedly unheraldic, as Alexey Tereshchenko has kindly pointed out to me) coat of arms? Shall we stay without a flag? Or should we hold a contest between children from different schools to design a new flag?That’s what the Province of Buenos Aires did, and they ended up with this:Some provinces have it even worse.I say we go back to Garay’s original design, trying to restore it in the most plausible style, this time bringing in some real experts to study the matter.
