The Major University in my jurisdiction is, essentially, a small city of its own. It has a water treatment facility, a power plant, parks and recreational facilities, several hundred buildings, streets owned by the University, its own Public Works department, 44,000+ residents (mostly between 18 -> 22 years old), plus an additional 10,000+ faculty and staff on-campus every day. During the Y2K scare, its power plant was the only facility south of I80 that had done simulation drills to ensure the plant would keep operating.Neither of the cities bordering the University want to have responsibility for policing on-campus.Stephanie Vardavas is probably right about a small percentage of campuses. Shamefully, there are some campus administrators who put their "campus image" above the safety and security of their community. One of the most famous recent scandals was the one involving Penn State University / Jerry Sandusky. However, a tragedy in 1986 led to a Federal law requiring universities and colleges to annually publish accurate crime statistics - The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (aka The Clery Act).The Clery Act requires any higher-education campus that received Department of Education money to publish their violent crime statistics for the previous three calendar years. In addition to the statistics, the campus must publish (or post online) a variety of policies and procedures involving campus safety, and make timely warnings about threats to the safety of the campus community. Virginia Tech was criticized for not issuing a warning after the residence hall shootings which preceded the Norris Hall shootings. The front desk of the PD monitors hundreds of intrusion, burglar, and fire alarms across campus. Officers will even provide lock-out services for faculty and staff who accidentally get locked out of their offices or labs.The "proprietary" police agency can respond to campus requests for extra patrol or surveillance details quicker than an average municipal agency. For instance, the agency may be able to dedicate additional resources to a graffiti problem, while a municipality may not have staff available for that issue on-campus.Campus officers may have better knowledge of their patrol areas than many municipal officers. For instance, I know that many of the MUPD officers recently spent several hours touring the various animal research facilities on-campus in order to better respond to possible problems in those areas.
