By August 18, Stalin was insisting on a start date of August 21 for the invasion, but he also equivocated on whether the goal was the invasion of Hokkaido and the Kuriles or the invasion of Hokkaido or the Kuriles.Red Army commanders complied with Stalin's orders and formulated plans for an invasion of Hokkaido by two or three infantry divisions[1] but they would have to be landed in three phases due to the lack of ships. A start date of August 23 was set.At the same time Truman and Stalin were exchanging testy communiques, with Stalin demanding amendments to the agreements reached at Potsdam surrounding concessions in the Far East.By August 22 Stalin had changed his mind and the invasion of Hokkaido was put off, but the occupation of all the Kuriles would continue, the occupation having been started on August 18. Stalin might have reasoned that possession is nine tenths of the law and Hokkaido might have gained him a de facto or de jure occupation zone in Japan, in spite of Truman.However, possession of Hokkaido didn't confer much strategic advantage; regaining Sakhalin was more strategically desirable (the US had conceded this at Potsdam) and possession of all the Kuriles meant the USSR had an outlet into the Pacific (the US thought it had conceded half Kuriles at Potsdam but did not protest overmuch when Stalin took them all).I think that Stalin might have settled for Kuriles and not attempted an invasion of Hokkaido. The cost in blood and treasure was never an issue for Stalin, however, he knew that taking Hokkaido would have been a serious breach of what he had agreed to at Potsdam and would prompted serious pushback by Truman, not just in the Far East, but in Europe. Stalin's grip on Eastern Europe was tenuous and Hokkaido was just wasn't worth it.[1] Soviet divisions was smaller on paper and in practice than US divisions. Two Red Army infantry divisions might have equated to one reinforced Marine division.

Rest of the citizens may be asked to submit the desired documents to prove their citizenship, if there name is missing in the Provisional NRC before the Final NRC is released.Hence, it appears that NPR is the precursor of the NRC as already declared by the Government in Parliament and repeated several times by Mr Amit Shah in public gathering.No one from the Government, including the Prime Minister has ever said to best of my knowledge that there shall be no NRC in India. They have only said that NRC is not being discussed at this stage.
