If the public schools, public affairs, hospitals, transportation, post office employees are excluded, the US still has roughly 9 million standard civil servants working for the government.As for China, it has roughly 31 million employees working for state-owned facilities. Also, there are many temporary contractors in the Chinese bureaucracy but the exact number is uncertain. Some estimate that to be 20 million-30 million. In the US, the private sector plays a very strong role in the management of the economy and internal affairs so the bureaucracy is not structurally necessary to be “efficient” but instead plays a certain role of “social stability” for hiring low qualified population to keep them employed. But in China, the bureaucracy is put on the front page for everything so the reality demands the Chinese bureaucracy to be efficient.The same case can be made to the ancient Chinese bureaucracy and the European feudal system weighting on nobles, merchants, priests.Then the question left is why?There are certainly structural advantages as many have explained. One could also not ignore human resources. For well-known reasons, Confucianism is influential in China so becoming a member of the bureaucracy is always the best option for intellectualists. Ideally, the ones with the highest IQ and ability would like to serve the bureaucracy. That, however, does not apply to the case of the West where the private sector and religions absorbed a lot of human resources.In the modern context, the boom of natural science and technology in China took away a large number of human resources supposed to belong to bureaucracy. In the case of the US, NGOs, media, sports, entertainment did quite the same thing.That difference may contribute to the interesting political and social dynamics in the two countries. In China, the bureaucracy is expected to solve everything. In the State, the bureaucracy, as the negative meaning of this word itself implies, is somehow born with sin and needs to be restrained and checked.Since the Jedis among white and black population go to do business, law, entertainment, PRs, the bureaucracy is run by a small number of Jedis followed by the vast majority of stormtroopers. In the PRC, the bureaucracy absorbs a great number of dynasty warriors so the average soldiers go to take over entertainment, law and etc. The career choices may partly result in a different outcome of performance and productivity in each sector.

I was a contractor for about a year at Google in 2010. I had similar experiences to the other respondents, saw peers convert from contractor to full-time employee, but I did not. You'll benefit from the contacts and experience, so it's absolutely worth doing. Googlers are generally concerned for their colleagues, contractors included, so you have a good shot at being hired after your contract. Work hard, earn respect, keep in touch with your Google colleagues, and look out for the right job.
