A child or someone who doesn’t have the knowledge of what they’re doing is wrong or illegal, would not count as sexual abuse. I for instance as a child, tried to stick a lollipop up my mothers butt, because I didn’t know it was wrong or have the full knowledge of sex and I had been sexually abused. So if they’re a child who doesn’t have full sexual knowledge or they have an intellectual disability, it wouldn’t count upon a legality stance. And you need to explain to the child or intellectually disabled person that they cannot do that, in a way that is appropriate for their level of intellectual capacity. You may also need to call child or adult protective services to investigate and see if anything happened to them, because children and intellectually delayed or completely disabled people would have had to learn that from somewhere in order to do it.
