The aviation rules, adopted by treaty and agreement (ICAO) that fluent English is the agreed language of aviation. One reason why Soviet airplanes did not transit the US is they steadfastly refused to speak English. The current Russian government is apparently more amenable.The English-only became a bit of a tempest in a teapot centered around Montreal where air traffic controllers and Canadien (sic) pilots would lapse into french. Pilots who did not speak French considered this a danger…”where is that airplane and what's he saying?” It was also a violation of the ICAO treaty. (This was all brought about by the French-speaking majority in Quebec asserting its desire to use the french lsnguage.)The “crisis” boiled over when Eastern Air Lines, that provided the bulk of service to New York, and other airlines announced they would cease operations in Montreal if the practice continued. As a result, an agreement was struck, and French disappeared from aviation communications around Montreal.

America is actually already part of the metric system. Americans just have a hard time accepting it…. really hard time.America passed the Metric Act already back in 1866 as a law, which was intended “to authorize the use of the metric system of weights and measures,” in the USA as it was pretty much used in the rest of the world - then, and even more now… except for some fuxedup reason, America practically continued to use their own made-up units; they even base their definitions on some part of the metric system … silly, is a word that comes to mind.Yes, that is right, the American official definition of a mile, for example, is a function of the metric meter….. How silly is that? A mile is standardized as exactly 1,609.344 meters by the international agreement of 1959.It is like the Senate gave her America a meter, and then America said: “we shall call 0.9144 of a meter a yard, and use this instead”… doesn't make it easy.Today, America is officially in the metric system and has been for quite a while - except her people prefer to use antiquated units in between those decreed by her own Senate.Star Trek is a utopian future, so there is your explanation.
