Who standardizes telecommunication generations like 4G/5G on the global level?

That’s an easy one, at least when basic principles are concerned.Responsible for the development of worldwide telecommunications is the International Telecommunications Union ITU. The ITU is a UN Organisation, similar to the world health organization (WHO). It organizes international number plans, interconnection standard, and administrates the utilization of radio frequencies. The radio section ITU-R monitors the use of current radio technologies, launches research projects about future developments of technology and proposes new standards, for example for mobile communication. The ITU standards are Service-oriented, without detailed technology definitions, but based on actual research and development. These standards come with proposed frequency plans. The frequency plans need to be approved by the regular world radio conferences (WRC). 5G has been approved by WRC-17, and thus is backed by the 194 member states of the ITU. Roughly every 10 years a new generation of mobile technology has been called for by ITU-R.Technical development organizations like IEEE are requested to submit technology standards that comply with the ITU service requirements. Since two decades only one international telecommunications development project has successfully delivered standard for the ITU generations. This is the “3rd generation partnership project” 3GPP. 3GPP is an association of Seven regional Standards organizations from North America, Europe, China, India, Japan (2x) and Korea. Several Thousand companies, universities, research institutions, regulators join in through their respective regional organizations. The list is a true „Who-is-who” of international telecommunications. The standards are completely open and can be seen by everybody. Check out 3GPP . if you need guidance, please ask a new question here - I can give an intro.

Are most people living in Geneva fluent in English?

The younger generation certainly is. The only thing is that French speakers generally prefer their own language. But considering that all these organizations are based in Geneva, English is almost certainly lingua franca for most organizations. This is a list of international organizations, UN programs and funds, and other organizations based in Geneva, Switzerland.International Organizations and secretariats:Court of Conciliation and Arbitration of the Organization for Security and Co-operation in Europe (OSCE)European Broadcasting Union (EBU)European Organization for Nuclear Research (CERN)Geneva International Centre for Humanitarian Demining (GICHD)Geneva Centre for the Democratic Control of Armed Forces (DCAF)Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM)Geneva Centre for Security Policy (GCSP)International Bureau of Education (IBE)International Committee of the Red Cross (ICRC)International Electrotechnical Commission (IEC)International Civil Defence Organization (ICDO)International Federation of Red Cross and Red Crescent Societies (IFRC)International Labour Organization (ILO)International Organization for Migration (IOM)International Organization for Standardization (ISO)International Telecommunication Union (ITU)International Union for Conservation of Nature (IUCN) – based in Gland, Canton of VaudUNITAIDUnited Nations Conference on Trade and Development (UNCTAD)United Nations Office at Geneva (UNOG)World Health Organization (WHO)World Intellectual Property Organization (WIPO)World Meteorological Organization (WMO)World Trade Organization(WTO)UN programs and funds:Joint United Nations Programme on HIV and AIDS (UNAIDS)United Nations High Commissioner for Refugees (UNHCR)Office of the United Nations High Commissioner for Human Rights (OHCHR)United Nations Office for the Coordination of Humanitarian Affairs (OCHA)Other organizations and NGOs:Aga Khan Foundation (AKF)Airports Council International (ACI)Baltic-Black Sea Union (BBSU)Cooperative for Assistance and Relief Everywhere (CARE)Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)Euro-Mediterranean Human Rights Monitor (Euro-Med Monitor)Foundation for Innovative New Diagnostics (FIND)Geneva CallICVolunteers (ICV)International AIDS SocietyInternational Baccalaureate (IB)INTLawyers (INTLawyers)International Campaign to Abolish Nuclear Weapons (ICAN)International Commission of Jurists (ICJ)International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA World)International Organization of Experts (ORDINEX)International Road Transport Union (IRU)International Union Against Cancer (UICC)Internet Governance Forum (IGF)Inter-Parliamentary Union (IPU)Lutheran World Federation (LWF)Mandat International (MI)Médecins Sans Frontières (MSF)Programme for the Endorsement of Forest Certification (PEFC)UN WatchWorld Council of Churches (WCC)World Business Council for Sustainable Development (WBCSD)World Economic Forum (WEF)World Heart Federation (WHF)World Nature Organization (WNO)World Organization of the Scout Movement (WOSM)World Student Christian Federation (WSCF)World Trade Organization (WTO)YMCA, the World Alliance of YMCAsYouth With A Mission (YWAM)

If scientists received a 100% authentic message from an intelligent extraterrestrial species, what would happen next?

Believe it or not, there are several protocols for exactly this contingency, proposed by a number of non-governmental and scientific organizations.Though no PDPs (post-detection protocols) have been formally and openly adopted by any governmental entity, there is significant work being done by scientists and non-governmental organizations to develop cohesive plans of action to utilize in the event of detection. The most popular and well known of these is the “Declaration of Principles Concerning Activities Following the Detection of Extraterrestrial Intelligence", which was developed by the Interntional Academy of Astronautics (IAA), with the support of the International Institute of Space Law.Here is SETI’s (Search for Extraterrestrial Intelligence) protocol:Any individual, public or private research institution, or governmental agency that believes it has detected a signal from or other evidence of extraterrestrial intelligence (the discoverer) should seek to verify that the most plausible explanation for the evidence is the existence of extraterrestrial intelligence rather than some other natural phenomenon or anthropogenic phenomenon before making any public announcement. If the evidence cannot be confirmed as indicating the existence of extraterrestrial intelligence, the discoverer may disseminate the information as appropriate to the discovery of any unknown phenomenon.Prior to making a public announcement that evidence of extraterrestrial intelligence has been detected, the discoverer should promptly inform all other observers or research organizations that are parties to this declaration, so that those other parties may seek to confirm the discovery by independent observations at other sites and so that a network can be established to enable continuous monitoring of the signal or phenomenon. Parties to this declaration should not make any public announcement of this information until it is determined whether this information is or is not credible evidence of the existence of extraterrestrial intelligence. The discoverer should inform his/her or its relevant national authorities. After concluding that the discovery appears to be credible evidence of extraterrestrial intelligence, and after informing other parties to this declaration, the discoverer should inform observers throughout the world through the Central Bureau for Astronomical Telegrams of the International Astronomical Union, and should inform the Secretary General of the United Nations in accordance with Article XI of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Bodies. Because of their demonstrated interest in and expertise concerning the question of the existence of extraterrestrial intelligence, the discoverer should simultaneously inform the following international institutions of the discovery and should provide them with all pertinent data and recorded information concerning the evidence: the International Telecommunication Union, the Committee on Space Research, of the International Council of Scientific Unions, the International Astronautical Federation, the International Academy of Astronautics, the International Institute of Space Law, Commission 51 of the International Astronomical Union and Commission J of the International Radio Science Union.A confirmed detection of extraterrestrial intelligence should be disseminated promptly, openly, and widely through scientific channels and public media, observing the procedures in this declaration. The discoverer should have the privilege of making the first public announcement. All data necessary for confirmation of detection should be made available to the international scientific community through publications, meetings, conferences, and other appropriate means. The discovery should be confirmed and monitored and any data bearing on the evidence of extraterrestrial intelligence should be recorded and stored permanently to the greatest extent feasible and practicable, in a form that will make it available for further analysis and interpretation. These recordings should be made available to the international institutions listed above and to members of the scientific community for further objective analysis and interpretation. If the evidence of detection is in the form of electromagnetic signals, the parties to this declaration should seek international agreement to protect the appropriate frequencies by exercising procedures available through the International Telecommunication Union. Immediate notice should be sent to the Secretary General of the ITU in Geneva, who may include a request to minimize transmissions on the relevant frequencies in the Weekly Circular. The Secretariat, in conjunction with advice of the Union's Administrative Council, should explore the feasibility and utility of convening an Extraordinary Administrative Radio Conference to deal with the matter, subject to the opinions of the member Administrations of the ITU.No response to a signal or other evidence of extraterrestrial intelligence should be sent until appropriate international consultations have taken place. The procedures for such consultations will be the subject of a separate agreement, declaration or arrangement. The SETI Committee of the International Academy of Astronautics, in coordination with Commission 51 of the International Astronomical Union, will conduct a continuing review of procedures for the detection of extraterrestrial intelligence and the subsequent handling of the data. Should credible evidence of extraterrestrial intelligence be discovered, an international committee of scientists and other experts should be established to serve as a focal point for continuing analysis of all observational evidence collected in the aftermath of the discovery, and also to provide advice on the release of information to the public. This committee should be constituted from representatives of each of the international institutions listed above and such other members as the committee may deem necessary. To facilitate the convocation of such a committee at some unknown time in the future, the SETI Committee of the International Academy of Astronautics should initiate and maintain a current list of willing representatives from each of the international institutions listed above, as well as other individuals with relevant skills, and should make that list continuously available through the Secretariat of the International Academy of Astronautics. The International Academy of Astronautics will act as the Depository for this declaration and will annually provide a current list of parties to all the parties to this declaration.https://www.seti.org/post-detection.html
