Who are eligible to get Bharat Ratna? It is an award given to anyone who has shown exceptional service/performance of the highest order in any field of human endeavour. Previously it was awarded to people from arts, literature, science and public service. Later on in 2011 it was open to any field irrespective of profession.Now from the above mentioned criteria Biju babu can fit in public service category to get the award. So let's first discuss who are the people who has got the award in that category? We will consider the politicians only who have hold constitutional post considering Biju was also a politician. I'm excluding people like Aruna asaf Ali, MM Malaviya etc as they didn't hold any constitutional post. So 22 of them are politicians who held constitutional post. Out of these all 7 are prime ministers, 5 are presidents(excluding Abdul Kalam as he got it as a scientist ) ,5 are chief ministers and rest are union ministers.So from the above we can conclude that being a President or Prime Minister increases your chance of getting Bharat Ratna many times. Biju doesn't come under that category as he never hold that kind of post. So his chances of getting it is reduced.Among all the politicians who won the award most were in Congress party when they got the award (mind you congress ruled for almost 55 years out of 70)excluding few like Morarji Deshai,MGR,A B Vajpayee.Morarji got it in 1991 when Chandra Shekhar was PM, Vajpayee got it when Modi was PM and MGR got it when Rajeev Gandhi was PM and congress was trying to regain its importance in Tamil Nadu and MGR was very popular there then, and it was the best way to impress people of TamilnaduModi govt awarded Bharat Ratna to Pranab Mukharjee to impress Bengalis and gain from upcoming Bengal elections. Even though pranabda is from Congress but he is ideologically supportive of BJP in recent times probably due to the past humiliation he faced from Gandhi family few years back.Ambedkar was a non congressman but, he is idealized by millions of dalit who are a huge vote bank and politicians have tried to gain a lot by giving him the award.Problem with Biju Patnaik getting the awardBiju had left congress in 1969 and had formed his regional party named utkal congress. So he changed himself to a local leader from a national one. There he reduced at least 50% chance to get the award.Biju had left chief minister post in 1963 as per Kamraj plan to strengthen congress party so he missed a chance to do more for India and put a better claim on the award.He most of his life stayed as an opposition leader against congress party. A party which was even unwilling to give Bharat Ratna to its own leader Sardar Patel. Who got the award in 1991 after Rajeev Gandhi. Can you imagine the Iron Man of India responsible for uniting 565 princely states with Indian union got the highest civilian honor after a pilot turned accidental primeminster of India without doing much .Now among the chief ministers who got it are K Kamraj, MGR from Tamil nadu. Gopinath Bardolai from Assam, BC Roy from WB, GB pant from UP has got it. Bardolai was a great personality who was instrumental in Assam joining Indian union so he deserved it. Now GB pant was from united province and had got great contribution to India as a whole so he deserved it. K Kamraj getting it was politically motivated to bring voters of TN into congress fold. However, he was a deserving candidate non the less. Now MGR getting that was completely politically motivated. BC Roy was a congressman who was a high quality politician so he deserved it.So any congress man or any person who had the potential to give the ruling party electoral benefit had always an upper hand in getting the award always. A great nationalist, visionary leader with great contribution to the nation had always less chance of getting the award if he is in opposition. However, an average to good level politician in Congress has always got a good chance to get it.A state which have higher loksabha seats, powerful lobby and emotional black mailing capacity also had upper hand.So from the above we can see how Biju being a long term non congress leader from a poor and politically unimportant state like Odisha always had less chance of getting the award.The Bharat Ratna to politicians was always given keeping politics in mind by the ruling party. Therefore, Biju Patnaik not getting the award is no way surprising to me. But as an Indian citizen if I can critically analyze the performance of Biju then below are his contribution to nation.Bhumi putra and highest civilian honor holder of Indonesia.Won award from Russian federation for his amazing contribution in world warFought against Britishers in freedom struggle and was jailed for that.Great contribution in India getting an upper hand in Kashmir conflict when he was the first one to reach in Srinagar with his Dakota plain along with few soldiers.In 1965 war when Indonesia supported Pakistan and tried to open another front in bay of Bengal by trying to capture Andaman Nicobar. Biju was the one who used his personal friendship with Indonesian leaders and persuaded them. To change the plan. This is a huge contribution which no other politician could have done.He was instrumental in propagating cooperative federalism in India. He proposed ideas about how to divide financial resources between state and center.Act as an advisor to Pandit Nehru at the time of China war.He is/was the face of Odisha. Because of him a poor state in India improved its industrial base. Made tremendous progress in infrastructure, technology he gave us an identity. Paradeep port, Rourkela steel plant, Kalinga airlines, cuttack jagatpur bridge, NIT rourkela, cuttack Choudwar industrial corridor etc were his contribution to Odisha in a relatively small tenure. Mind you he did some of these by going against GOI and using his own money.He tried his best to bring in that Kalinga pride among Odias back.Very few of the politicians who had got the award has got the valour and tall stature he had got. He was true Kalinga Sandha .However, due to above mentioned reasons he didn't get the award. Nonetheless Bharat Ratna is a political award and I assure you if BJD can act as a king maker in center then certainly he is going to get the award without doubt. I don't see many other politicias in India deserving the award like Biju Patnaik does.

Thanks for the question.I am going to be honest while answering.I have been living in Germany for 4 years now but i still remember that day when i landed at the Frankfurt airport. I was travelling outside India for very first time for an onsite assignment, that too a country where people barely speak English. I did not give a second thought as few of my Indian friends were already settled at the same place, assuming they will always be there for any kind of help.The very next moment when i came outside after baggage claim, all i was searching for an EXIT Gate to catch my Cab. Since it was my first time i was bit shy to ask people for help. Nearly after half an hour went by and finally i was able to interpret Eingang and Ausgang and caught my cab. Bit relaxed but i had miserably failed. I wish i had started learning Deutsch in INDIA, was thinking all the way. But little did i know that this was just a starting.I thought, once I am in Germany, I would automatically pick up German at some point in time. But I was wrong. The language skill would not come automatically, even if I would be in a country for 10 years. If I did not put effort into learning and using the language, I would still not know the language. What I did not expect at that time was how hard it was for me to learn German.You know, i feel somewhere i was making an excuse and setting an unrealistic expectation that everybody would come and talk to me in English but sooner or later i figured it out that people here love their tradition/cultures and loves to talk in German (Mostly). So, finally i decided to learn this language finally. I accept, i am not that fluent but my situation has definitely improved :-)Nevertheless, not being able to communicate in German at the starting was dreadful experience. I will try to list down all those challenges i came across:Felt like an idiot - Although i work in one of the top software companies in entire Germany where most of the people do speak in English but sometime it was an awful situation, of me not knowing German and them not knowing English. Hands down - No further communication. I really do not know but i felt like idiot every time, asking them to switch in English in bigger German group meeting. I understand, it is easy for them to communicate in native language if they are surrounded by people who knows their own language.Social gathering/party - Luckily, I was able to make few German friends even before travelling to Germany and they are really nice. I mean it. I remember it was my first week in office and i received a meeting invitation from Jochen (One of them) for project Go-Live success party. How nice?, even though i was not part of that team. But i must tell you that i had never felt so lonely after attending my first official party in Germany. This exact scene continued for few more official parties and then i stopped going. :-D Though people are really nice but you can not force them to speak same language you know for the sake of your convenience.Dealing with the government Officials - (City registration, Internet Connection, VISA extension, BlauKarte, PR, Driving incense) - Those who already live/lived in Germany, must know, City registration is first most important thing that every Expat go through. Without this, you are not eligible to open a bank account. Meaning, no Tax number and no present address. I can recall, I was shifting permanently to Germany as i was able to find a job (even without knowing German completely - but it was really hard) and employer name had to be changed in my existing RP card. I wrote to VISA officials and they asked me to submit all the supporting documents along with the current RP card. By now one week had already passed by & I had to make a plan to travel to INDIA because of my father’s health. But without RP card or temporary VISA, this was not going to work. I followed up with them over email for next 5 days to come but nothing happened. Finally, i decided to call my guy (Who was processing my VISA extension along with the employer name change) over phone on Monday morning and took my German manager in conference. You know what happened next? I got my extended RP card on the very next day’s morning and traveled to INDIA on Thursday. You can imagine what would have been the situation if my manager was not there to help. The bitter truth is, wherever you go, i bet, you will barely find English speaking officials and the forms in English. I remember those funny Hutch advertisements now. Wherever you go their network will follow you. LOL.Say no to letter box - Since you have already registered yourself in Rathaus (City Office) and selected mode of communication via Post (Postfach), so you are going to receive every single letter in German. I used to feel like an Alien with every freaking post letter. For almost a year n a half i used Google Translator app - to translate letters line by line. From my personal experience i did not find any translator useful as they would mostly change the whole context of the sentence. I used to ask for help from my peers sometime.Shopping Groceries in supermarket - The groceries in the supermarket do not always have an English description on it. Funny thing is that there is almost every other European language on it, except English. In the beginning, I had problems to figure out which one is a shampoo or a lotion, what kind of meat it is, and so on. And for sure, it got better and better over time as I went to supermarket almost every day. Actually all the groceries names were one of the first words that I learnt in German. Sehr GutSearching a house - Honestly, i did not have to hustle much as my landlady does speak English along with German, Spanish and Polish. What an achievement. Big hand. But this could go wrong with anybody if landlords do not speak/understand English at all. You will neither be in a position to read rent agreement nor understand it. Result - Either you seek for help or cut the house from your list. Because you just can not blindly sign any document. Remember, it is a legal binding.
