How can I get permanent residence permit of Norway?

You need to have held a temporary residence permit which forms the basis for permanent residency for three years (the time requirement is always subject to change). You also have to meet other requirements, like mandatory language and community classes. The main permits which form the basis for permanent residence are: family reunification, skilled work, and asylum. The other main permit, for studies, does not form the basis for permanent residency.I will do my best to provide the relevant UDI links, but since UDI's revamped their website, it's tricky. For this, I'll be linking to the USA as your country. For all intents and purposes, unless I note otherwise, this will be relevant for most (if not all) non-EU/EEA countries. I’m also not going to quote the regelverk or directions from the justice department. I think this will confuse more than explain matters.AsylumAsylum is something I'm not going to go into depth on. These cases are extraordinarily complicated to assess. An immigration lawyer who specializes in asylum and is both familiar with your region of the world and has extensive background of your case would be the only person qualified to answer questions in this regard. To be very general, you must have a well-founded fear of persecution. In most cases an individual assessment will be done.If you fall into this category, get a lawyer and be as honest as you can. Also, do what you can to resolve your identity. This can cause serious problems going forward.Family ReunificationI'm going to assume you're over 18 for this one. This would essentially be for marriage in your case. Your spouse would have to make over NOK 246 136 pre-tax for this year (2014) and would have had make the same the previous year. UDI will sometimes grant special dispensation for foreign agents where the justice department instructs UDI to have a lenient view on the requirement for the previous year’s earnings. This is, however, an extremely narrow guideline that only applies in rare circumstances. It’s something that gives false hope more than anything. There's also a fiancé permit, which allows you to enter the country, get married within six months and file for family reunification from inside the country. The other requirements are equal to family reunification. The prospective spouse still must meet all financial requirements.Want to apply: Family immigration with Norwegian or Nordic citizenSome personal advice on family reunification: This needs to be a last resort. Get to the country under your own steam. You’re in a much more stable and secure position if you do. While you’re still beholden to other people with a work permit, you don’t have to worry about your future hinging on your spouses job and whether they want to stay married to you. This also takes a lot of time. The current case processing time is 9 months. Also, don’t be dishonest. Being caught in a lie has serious consequences and you risk being prohibited from reentering all of Schengen (not just Norway) if caught. I’m nto implying you’re dishonest, I just wanted to mention it since it comes up in a surprising number of cases.Work PermitThis is going to be the easiest way to immigrate.Norway, unlike some other countries, doesn’t have a job shortage list. They also don’t have the requirement to advertise a job to EU citizens first or to demonstrate there are no EU citizens who can fill the position. The requirements for the employer are listed here: Employers: Employing someone who is not an EU/EEA nationalFor you, as a job seeker, you need to have a minimum of a bachelor’s degree relevant to the work you will be doing. You can meet the skilled worker requirement via work experience, but UDI is looking for a very long and relevant work history. It’s a very high bar to meet.Want to apply: Skilled workersIf you do not need a visa to visit Norway (ex: you come from the USA or Canada), then you can come to Norway for up to six months and look for a job. You’ll also be able to file for a permit from inside the country. You'll need to have NOK 500/day for the duration of your stay, and you will need to qualify as a skilled worker.Want to apply: Job seekersYou can also apply for a study permit to study the language if you’re a skilled worker (this doesn’t form the basis for permanent residency). While knowing Norwegian isn’t a requirement, and some companies here have a working language of English, it’s still going to be easier to get a job when you know the language in most cases.Just to state explicitly: depending on the country you come from, you might also need an entry visa.
