The people living in heaven cannot understand the problems faced by those living in hell. This applies for the people of Madhya Pradesh.I come from Madhya Pradesh. Unlike others, I had to travel a lot in other states, especially in Uttar Pradesh.I am 49 year old. I had seen the congress mis-rule in Madhya Pradesh. During the time of Arjun Singh and Digvijay Singh, there were no roads. Free one bulb electricity connection was provided to the poor (vote bank politics), but the fact was, hardly , electric supply used to come. Most of time, there was no electric supply. I remember, it was almost impossible to move on roads during monsoon season. Farmers got nothing, no electric supply, no irrigation facility, no procurement of farm products. Madhya Pradesh was a bimaru state, just like today's UP, Bihar and West Bengal. Corruption and favouritism was so rampant that there was no proper system for recruitment in state government jobs. A letter by a minister on his official letter pad was sufficient to get government job.The 15 years of BJP rule changed all this. Today, there is uninterrupted supply of electricity, clean drinking water is available, there are good roads in most part of state, there is not only proper drainage system, but it is also covered (I consider it a big big achievement). There's proper recruitment policy for state government job. After setback in Vyapam scam, Shivraj Singh Chouhan took steps to ensure a prompt and corruption free recruitment system in place. I would like to say that nowadays, when touts are roaming everywhere, in all parts of India and people are ready to give bribe, it's not so easy to have a proper corruption free recruitment process. Shivraj did it. I personally know many many hard working youngsters getting state government job without any approach. Can you imagine a computer aided exam, in which as soon as you complete your exam you come to know your marks, yes this is a system which state government follows. Shivraj Singh Chouhan introduced technology to make sure there is no corruption in recruitment.He launched various welfare schemes not only for poor but also for middle class. Imagine, as soon as there is pregnancy, a woman's health is tracked, she not only gets free medical care but also gets monetary benefits. A woman almost gets ₹7000 till delivery. If female baby is born, there is Ladli Laxmi yojna, free education, assistance in marriage, all direct benefit, direct cash. If a student scores at least 75% in class 12 (parents income below six lac) means whether he persue higher education in government college or private, his entire fee will be remitted by government.Shivraj Singh Chouhan government build a canal system in state, land under irrigation rose substantially. Agriculture yield rose substantially. When farmers were not getting proper price, he introduced bhavantar yojna.These are few policies which Shivraj Singh Chouhan ran successfully. No doubt, he was given nickname, MAMAJI by the children.I can bet Madhya Pradesh neither had not will get such a simple, polite, soft-spoken yet assertive chief minister. With all these welfare schemes and developmental schemes, Shivraj Singh Chouhan also ensured that the fiscal health of state remains good. Madhya Pradesh was pulled up from a bimaru state to a revenue surplus state.As I wrote in my first line, in 15 years, people had forgotten congress misrule. They didn't understand that the resources are limited. Even Shivraj Singh Chouhan had his limits.Congress gave a lollipop of farm loan waiver and some other things, people were trapped in the same way as ADAM AND EVE were trapped by shaitan. Now they will repent. Shivraj Singh Chouhan has nothing to loose. You all must have seen in television, how nicely and happily he attended swearing in ceremony of congress CM Kamal Nath.I wished, some people of Madhya Pradesh would have traveled to nearby Uttar Pradesh or so. Then they would have realised what they were getting.One more thing, slowly, BSP, SP and congress leaders are bringing caste politics in Madhya Pradesh. Just one thing? I’m a certified middle-aged curmudgeon. I could go on for pages about all the things that are wrong with the way society is going. But I’ll pick just one for this answer, lest I make everyone hate me.And, ironically, that’s one of the biggest problems with society today: the inability to tell the truth for fear of offending people.I see this all the time in education.Before I was a teacher, I spent some time as a special education assistant for a public school in a wealthy suburb of Chicago. It was there that I first saw the lengths teachers and administrators had to go to avoid stating the obvious to a parent, lest that parent get offended and/or threaten to sue the school.Your child has severe emotional and behavioral disorders and if you, the parent, don’t get some outside help for your kid, your kid is likely to end up in jail. Your child’s problems are beyond the abilities of the school to help at this point.We could never say that to a parent, no matter how true it was.I saw it even more when I became a teacher.If a student has an attitude problem, I can’t just tell the parent, “your kid was giving me attitude.” I have to document exactly what was said, the context, why I felt it was offensive, and what I think should be done about it. Then I have to wait before I tell the parent, and re-read my documentation to make sure it doesn’t sound offensive. Most of the time, when a student is giving me attitude, I know that the student’s parents won’t do anything about it anyway, so why bother documenting it and punishing the student, when it won’t change the behavior? The student often gets that behavior from the parent in the first place.If a student fails a test, I can’t just tell the parent it’s because their kid was not paying attention in class and spends too much time talking to the people around him and disturbing his classmates. I have to word it in such a way that I sound non-judgmental, which usually means making it sound like the problem was with the way I taught it, not the kid’s complete lack of attention while I was teaching it.We can never blame the parents for bad parenting or the students for a lack of parental guidance at home, no matter how true it is. So I usually just end up taking the fall for a student’s and parent’s problems.A student can come to school half-asleep and announce to the class that they went to a midnight screening of a new movie the night before, then fail that day’s assignments, and I can’t tell the parents it’s their fault for letting their kid stay up all night for a movie. That is, I can’t tell the truth.I’ve had parents tell me that they’re afraid of taking away their child’s video games until the child gets their grades up, because they don’t want the child to be mad at them. Somehow, I’m supposed to avoid telling the truth in that situation: you’re trying to be your child’s friend, not their parent. It’s a good thing if your kid is mad at you sometimes. That’s how the system works.A few years ago, there was a movement to weigh students in public schools and send the parents a letter if their child was overweight or obese. As a former overweight child (now overweight adult), I thought this was a good idea. Maybe some parents just don’t see it or don’t realize how bad it really is with their child.So many parents got offended when they got the letters that some school districts quit doing them.Imagine getting a letter from your child’s school saying that their BMI put them in the “overweight” category for their age and, instead of thinking you need to help your child get healthy, you get offended and criticize the school for telling you the truth.The schools made a mistake: they told parents the truth about something the parents should know about. Imagine that … telling the truth. No wonder so many parents got offended.

It is not an empty threat. The short deadline for compliance is proof of that. When the federal government issues letters such as the one it sent to North Carolina, it has almost complete discretion as to how it sets the deadline for compliance. If the feds are willing to compromise on the issue, or if they think the state has a credible argument for why what they're doing is or should be permissible, the feds will give the state weeks or months to respond. But in this case, the feds gave them less than a week. That signals that the relevant federal authority is convinced that North Carolina does not have a legal leg to stand on.I reasonably believe, and therefore assume, that if North Carolina does not comply with the instructions they were given by the Department of Education's Office of Civil Rights, the Department of Education will begin the process of terminating North Carolina's access to federal funds. This will probably take several weeks to implement, and probably be fully in place by the end of summer absent court action preventing it. The main impact will be that North Carolina's public schools will receive no federal education assistance of any sort. North Carolina, in 2015, spent about $8.95 billion on education, with $891 million of that coming from the federal government (not including nutrition funds, which are administered by the Department of Agriculture and would not be immediately affected by action taken by the Department of Education); thus, this will represent a 10% cut in their education funding across the board. In addition, no student attending a college, university, trade school, or other postsecondary institution in North Carolina will be eligible to receive a Pell Grant or participate in the Direct Guaranteed Student Loan Program, which will probably cause enrollments at North Carolina colleges and universities to plummet in the fall. (Unfortunately, the data portal at the Department of Education that would allow me to determine how much money the feds send to North Carolina as part of the student loan program is down for maintenance today.) All of these effects can probably be put in place in time for the start of the 2016-2017 school year in August, assuming that North Carolina is unable to get a court order prohibiting such action, which they will no doubt try very hard to do.The Department of Education does not have to sue North Carolina before it can terminate access to federal funds; the decision to do so is an administrative one that falls within the competent authority of the administrative officers of the Department. North Carolina has avenues available to demand both administrative and judicial review of that decision, but the process of terminating funding will continue while those reviews are being conducted, until and unless a judge orders otherwise.
