Eagle Scout Boards of Review do vary by your local custom (council, district), so this pertains to the boards that I have seen.Hopefully, by your Scoutmaster Conference, all your paperwork was thoroughly reviewed and perfected.An Eagle Scout Board of Review is a thorough review of your character, and of the work you did to complete the requirements.Though I have heard people joke with a candidate about if he brought the rope for the sheepshank tying test, or ask if he remembered to bring his pocketknife, etc., it is NOT a retest of requirements. These are not the point of an Eagle Scout Character Board of Review.The board generally starts with introductions to you, your family and friends, scoutmasters, etc., and to the board.Then, you command the group through the Pledge of Allegiance, and deliver the Scout Oath, Law, and Outdoor code. The chairman lets you know, "The hard part is over." You may now breath easily.When you are in front of the board, you may be asked some random questions, which help the board to get to know you, see how you think and how you deal with questions, and learn what you think of Scouting. For example, I've heard questions about the Scout Law (What law is most important and why? If there were to be only 11 elements of the law, which would you drop and why? If there were room for a 13th element, what would you add and why?). What merit badge did you find most interesting, most useful, or most difficult? Why, and how would you improve it? What merit badge would you add? What leadership role taught you the most? Why can the Outdoor Code be said without the Scout Sign? What camps or high adventures were memorable, and how did they help you grow? If you could make any improvement in your troop, what would it be? etc., etc., etc.Expect your project to be reviewed. You should have your project workbook, and a binder with photos, maps, photos, drawings, & photos. While you describe how you got the idea, how you first met the beneficiary, how the project went, what went well, what did not go as planned, etc., the board members can look at your photos. Expect questions, as the board learns about your project.The most important section deals with your character. You will have previously had letters of recommendation submitted, and the chair of the board will have read these. While you leave the room, your family and friends may speak about you. The board may hear and/or discuss the letters of recommendation, and any evidence they have of your character.By this time, the board should have an excellent (though brief) look into your character, and be ready to make a recommendation to the National Council as to the suitability of your candidacy.Assuming success, it is then time for hugs, handshakes, and more photos. They almost all have their own national scouting programs…. Each with their own top rank… and are probably sending congratulatory letters to scouts in their country who earn their equivalent of Eagle Scout. (The Philippines is the only other nation where the top rank is Eagle; the top rank in the UK for example is Queen’s Scout IIRC.)
