There are a number of professional certifications that I know of for energy sector professionals, most of which are given by the US Association for Energy Engineers (AEE). Rather than CEM, which has a very building-oriented focus, you may be more interested in REP - Certified Renewable Energy Professional:The Renewable Energy Professional (REP™) certification, introduced by AEE in 2010 is designed to recognize the expertise and experience of professionals involved in the specification and application of renewable and alternative energy technologies, assessment of renewable energy projects, and development of achievable low-carbon and sustainability goals for organizations.If you're interested in that sort of thing, the US Green Building Council also gives courses on gaining LEED professional credentials, which is generally focused on building energy efficiency: LEED credentialsI know you said that you didn't want to talk about engineering programs, but I still feel like I have to plug my own graduate program, the Cornell EEE (Energy Economics and Engineering) terminal master's degree in Chemical Engineering. It's a big contrast to other schools' master's programs because rather than a simply taking all of the Ph. D. students' first-year classes, completing a thesis followed by a pat on the back and a hit in the wallet, this program is very focused on electives and practical engineering taught by industrial practitioners. [See update] I think the CEM credential, costs around that much or less. You will have to learn the materials from some free resources.. Certified Energy Manager. Worth it.Update: While the CEM credentialing costs only around $ 400, a relatively expensive (~$1200-$1450) seminar is needed prior to taking the exam, making it out of your budget range.Another option is to look into LEED credentials such LEED-AP, while self learning for the exam.A third, almost free option, is to find out about certification costs for a lot of the free online courses given by FEMP (Federal Energy Management Program)

In India the National certification exam for energy managers and auditors is the major certification the exam, and is conducted by National Productivity Council (NPC) apart from this,there are few other certifications in green buildings sector like IGBC Accredited Professional, Griha certified professional etc.National certification exam for energy managers and auditorsAs per the Energy Conservation act 2001, section 13(r) under powers of Bureau of Energy Efficiency says , by regulations, certification procedures for energy managers to be designated or appointed by designated consumers;The Central Government notified the criteria for Designated Consumers vide S.O no. 394(E) dated 12th March, 2007 under which industrial units from 9 energy intensive sectors (Aluminum, Cement, Chlor-Alkali, Fertilizer, Iron & Steel, Paper & Pulp, Railways, Thermal Power and Textile) have been notified as Designated Consumers.
